RESOLUTION NO. 2024-107
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN
BERNARDINO, CALIFORNIA AUTHORIZING THE CITY MANAGER, OR THEIR
DESIGNEE, TO APPROVE A CONTINUATION OF SUBMITTED BUDGET
APPLICATION FOR YEAR THREE OF A THREE-YEAR GRANT THROUGH THE
NATIONAL AND COMMUNITY SERVICES RETIRED AND SENIOR VOLUNTEER PROGRAM; AUTHORIZE THE CITY MANAGER TO ACCEPT THE GRANT AWARD IN THE AMOUNT OF $57,309; AUTHORIZE THE CITY MANAGER OR THEIR
DESIGNEE TO CONDUCT ALL NEGOTIATIONS, SIGNING AND SUBMITTALS OF NECESSARY DOCUMENTS TO RECEIVE GRANT AWARDS; AND AUTHORIZE THE
DIRECTOR OF FINANCE AND MANAGEMENT SERVICES TO APPROPRIATE THE GRANT FUNDS FOR THE PERIOD OF APRIL 1, 2024 ($14,327.25 in FY 23-24) THROUGH MARCH 31, 2025 ($42,981.75 in FY 24-25).
WHEREAS, the City submitted a Grant Continuation application for federal assistance requesting funding for Year Three of a Three (3) Year Grant Allocation for the Retired and Senior Volunteer Program; and
WHEREAS, the Notice of Grant Award was received by the City for the Retired and Senior Volunteer Program on February 13, 2024; and
WHEREAS, the City has participated in the federally funded Retired and Senior Volunteer Program for 50 years; and
WHEREAS, individuals ages 55 years and older provide services at various locations and organizations in the local community; and
WHEREAS, 127 individual RSVP volunteers contributed 24,096 hours of time at various locations and organizations in FY 2023-24.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.The above recitals are true and correct and are incorporated herein by this reference,
SECTION 2. The Mayor and City Council of the City of San Bernardino hereby ratify the submission of a grant application for year three of the Corporation of National and Community Service’s Retired and Senior Volunteer Program (RSVP) in the total amount of $154,032; and, SECTION 3. The Mayor and City Council of the City of San Bernardino hereby accept the grant award in the amount of $57,309 ($14,327.25 in FY 23-24 and $42,981.75 in FY 24-25) and authorize the Director of Finance and Management Services or their designee to appropriate that amount for the continued operation of the RSVP; and, Resolution No. 2024-107

SECTION 4. The Mayor and City Council of the City of San Bernardino hereby authorize the Director of Finance or their designee to appropriate $96,723 ($24,180.75 in FY 23-24 and $72,542.25 in FY 24-25) in matching funds (cash and in-kind) to the continued operation of RSVP; and,
SECTION 5. The appropriation of the grant award and matching funds, together totaling $154,032, are for the operation of RSVP from April 1, 2024 ($38,508 in FY 23-24), through March 31, 2025 ($115,524 in FY 24-25).
SECTION 6.The Mayor and City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
SECTION 7.Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 8. Effective Date. This Resolution shall become effective immediately.
