SUBJECT: SUBMITTAL OF INTRUSIVE WASTE L IMITS INVESTIGATION AND WASTE CHARACTERIZATION WORK PLAN AT THE WATERMAN LANDFILL (SWIS# 36-CR-0059)
Dear Mr. Ayass,
On March 13, 2025, the San Bernardino County Local Enforcement Agency (LEA) received a proposed work plan from the City of San Bernardino, prepared by Tetra Tech, for the Waterman Landfill (SWIS# 36-CR-0059) in response to the Notice and Order (N&O) issued on August 28, 2024. The N&O stipulates that the City of San Bernardino conduct an intrusive investigation of the current boundaries of the Waterman Landfill and any other City -owned land adjacent to all other possible landowners to determine the limits of waste and to characterize any waste discovered during the intrusive investigation.
The submitted work plan describes field investigation activities which will include a geophysical survey, a perimeter trenching survey, and drilling of exploratory borings. Any waste encountered during trenching and boring activities will be visually characterized and logged by a geologist.
Analytical testing of encountered waste and/or drill cuttings will be performed only as needed to facilitate off-site disposal. Maps have been included showing the limits of City owned land and the proposed trenching and boring locations.
Upon completion of field activities and receipt of associated data, a Report of Findings will be submitted to the LEA. The report is to include the following:
• A historical background of the site and objectives/goals; • A narrative description of the field activities performed and any deviations from the planned activities described in the work plan;
• A summary of the findings of the Intrusive Waste Limits Investigation and conclusions regarding whether the goals of the investigation have been met; Public Health

• A scaled site map showing previous and current investigation trenches, borings and probe locations;
• A scaled site map showing the lateral limits of waste (if identified), at least within the limits of City property; and
• Trench logs and boring logs.
The LEA and CalRecycle have reviewed the proposed work plan and are now giving the City of San Bernardino and Tetra Tech approval to proceed with the described field investigation activities. The LEA is aware that the City Council will need to approve funding for the field investigation. Per the compliance schedule, once the City Council approves the funding, field work will begin approximately 30-days after award once notice to proceed is received. The LEA requests to be notified once a start date for the field investigation activities has been determined.
