SUBJECT: PROPOSAL TO EVALUATE UNCONTROLLED CROSSWALKS, CITY OF SAN BERNARDINO, CALIFORNIA (JOB NUMBER 16750-F)

Dear Khari,

Pursuant to your request, RICK is pleased to present this proposal to provide professional engineering services for the subject project. More specifically, this work consists of evaluating 117 uncontrolled crosswalk locations (including 2 proposed crosswalk locations) for the City of San Bernardino (City). The following describes the project approach, timeline and associated fee for the uncontrolled crosswalk evaluation.

Project Approach

A. KICKOFF MEETING

Meet with City staff and any City identified stakeholders (i.e. school district staff or police department staff) to discuss the uncontrolled crosswalks evaluation. Up to four (4) hours are assumed for the kickoff meeting.

B. DATA COLLECTION

RICK will perform a site visit of each of the 117 uncontrolled crosswalk locations. An existing conditions exhibit will be created, with the following information field verified and added to a high quality NearMap aerial image:

• Existing Stopping Sight Distance
• Posted speed limits
• Any crosswalks located within 300 feet of the subject crosswalk • Existing sidewalks
• Existing pedestrian ramps (will include ADA verification) • Location of any existing street lighting within vicinity of crosswalk

RICK’s sub-consultant, Transportation Studies, Inc. (TSI), will collect 24-hour daily traffic volumes, existing speed data, and existing pedestrian counts . Based on the existing data available from the City, staff was able to provide existing traffic volume and speed data at 29 of the 117 locations. Further review of the 29 locations showed that for a few of the locations, the Mr. Khari Kinermon

data collected was identified along segments over 2 miles in length (ID #’s 34, 78, 80, and 85), and the exact location of the count s were not available. Due to the potential that the traffic volumes and speeds could vary quite a bit along the 2 mile segments, RICK recommends performing new counts at all 117 segments, within the immediate vicinity of each of the uncontrolled crosswalk locations. Machine (tube) counts will be placed at 117 locations, on a typical weekday, when area schools are in session, and will collect traffic volume and speed data (1 bi-directional count at each location). Pedestrian counts will also be performed at all 117 locations, for a period of up to 4 hours. Time periods for the pedestrian counts will be verified with the City, to ensure the peak periods of each location are captured.

C. EVALUATION

Once the existing data described in Task B above is collected, and existing conditions exhibits are created, RICK will evaluate each of the 117 uncontrolled crosswalk locations (including the 2 proposed locations) to verify if in fact the crosswalks are wa rranted, based on the criteria outlined within the City’s Pedestrian Crosswalk Policy and School Crosswalk Policy.

If the crosswalks are not warranted, RICK will document the reason(s) why they are not warranted, for further discussion with the City. If they end up being recommended for removal, RICK will prepare a memo identifying the reason(s) for removal, and the necessary procedure for the removal, following the notification requirements of the California Vehicle Code (CVC) Section 21950.5.

If the crosswalks are warranted, however, need additional improvements to become compliant with the City’s policies, then RICK will identify and prepare a list of recommendations for each of the locations, which may include the following:

• Advance signage/high intensity signage
• Sight distance improvements (i.e. remove landscaping/signs obstructing view) • Curb ramp improvements
• Sidewalk improvements
• Lighting improvements
• Flashing beacons
• Rectangular Rapid Flashing Beacons (RRFB’s)
• High-Intensity Activated crossWalK (HAWK) signals
• Pedestrian signals

The recommended additional improvements will be summarized in a table format, and exhibits will be created identifying the improvements at each of the locations that warrant improvements.

D. PRIORITIZED LIST OF RECOMMENDATIONS WITH COST ESTIMATES (20 LOCATIONS)

Once the evaluations are completed, and recommendations made, the summary table will be used to prioritize the list of recommendations to the top 20, and opinions of probable cost will be determined for the top 20 locations.

E. ADDITIONAL MEETINGS

Attend up to eight (8) hours of additional meetings to discuss/present the recommended crosswalk policies.

Additive Item

PRIORITIZED LIST OF RECOMMENDATIONS WITH COST ESTIMATES (ALL LOCATIONS)

As an additive scope and cost item, it is assumed that RICK will prepare opinions of probable cost for all 117 uncontrolled crosswalk locations (it is assumed that this task requires up to 97 additional probable cost estimates, as 20 were included in Task D above).

Timeline

Once given the notice to proceed, the estimated timeline for the project, from beginning to end is as follows:

Begin End Duration
Task A: Kick-Off Meeting 4/16/25 - 1 day
Task B: Data Collection
Site Visits 4/21/25 5/2/25 2 weeks
Traffic Counts 4/21/25 5/30/25 6 weeks
Task C: Evaluation 6/2/25 6/27/25 4 weeks
Task D: Prioritized List of Recommendations
(20 Locations) 6/30/25 7/11/25 2 weeks
Task E: Additional Meetings
(Included in Above Tasks) - - -
Total Duration 4/16/25 7/11/25 12 weeks

Additive Item
Prioritized List of Recommendations
(117 Locations) 6/30/25 7/25/25 14 weeks

Note: Assuming NTP is provided by Monday, April 14th, traffic counts will begin week of Monday, April 21st and be completed week of Monday, May 26th (6 weeks). Note that the last day of school is June 5th, 2025. If NTP occurs after Monday, April 14th, traffic counts may need to be performed after school resumes the week of Monday, August 4th.

Fee

Our fee for the above-described work would be based on a fixed fee in the amount of one hundred and thirty thousand one hundred and seventy dollars ($130,170.00).

Our fee for the above-described work with the Addititve Item included would be based on a fixed fee in the amount of one hundred and forty -nine thousand six hundred and seventy dollars ($149,670.00).
