Background
In recent years, the community concerns regarding pedestrian safety at uncontrolled crosswalks have increased, particularly near schools, parks, and transit stops. In response, the City developed a plan to evaluate uncontrolled crosswalk locations citywide, identify deficiencies, and propose design solutions to enhance visibility, reduce pedestrian-vehicle conflict, and improve accessibility.
This project aligns with the Public Safety and Human Relations Commission’s objectives to enhance pedestrian safety and respond to resident concerns regarding high-speed corridors and uncontrolled crossings.
On June 5, 2024, the City Council reviewed the City Manager’s Proposed Budgets for Fiscal Years 2024/25 and 2025/26. A continuation of the hearing on June 26, 2024, led to the adoption of a one-year budget for FY 2024/25. The Capital Improvement Plan (CIP) adopted for FY 2024/25 includes funding for this project under Traffic Safety and Local Circulation Funds with an allocated amount sufficient to support citywide evaluation and preliminary design of crosswalk enhancements.
Discussion
This Task Order includes data collection, field assessments, safety audits, and development of preliminary engineering concepts for uncontrolled crosswalks throughout the City. The consultant will provide recommendations in accordance with Caltrans, FHWA, and MUTCD best practices and evaluate a range of countermeasures including high-visibility markings, flashing beacons, curb extensions, raised crossings, and signage.
Staff utilized the On-Call Consultant Services list, approved by the Mayor and City Council on November 16, 2022, to solicit proposals for the evaluations of the uncontrolled crosswalks City wide. A design proposal was sent to three qualified firms from the list, and three firms responded with their proposals. These submissions were carefully reviewed to assess each firm's qualifications, experience, and approach to the project.
Proposals City Fee
Willdan Engineering Industry, CA $234,500
KOA Corporation Monterey Park,
CA
$305,310
Rick Engineering Riverside, CA $149,670
The three received proposals were evaluated, and Staff recommends City Council to approve a Task Order in the amount of $149,670 with Rick Engineering City of Riverside, CA for Design Services for this Project. This amount is inclusive of the additive scope. Staff also recommend that City Council approve a design contingency in the amount of $10,000, for a total agreement amount of $159,670. 1 6

Rick Engineering submitted the most balanced proposal, they demonstrated the most comprehensive approach to addressing citywide crosswalk conditions, robust experience in pedestrian safety audits, and strong familiarity with San Bernardino’s existing infrastructure. Their proposal includes data-driven prioritization, stakeholder coordination, and scalable design solutions for future funding pursuits. In addition, while Rick Engineering’s proposal outlines a completion date of July 25, 2025, City staff has reviewed the project schedule and determined that extending the contract end date to August 6, 2026, provides a more realistic timeline to account for potential delays and ensure adequate time for review, coordination, and closeout activities. 2021-2025 Strategic Targets and Goals
This project aligns with the City's Key Strategic Target and Goal No. 3: Improved Quality of Life, specifically section C, which focuses on evaluating and enhancing public safety services. The crosswalk safety evaluation is a critical component of improving safety at uncontrolled crosswalk locations and pedestrian mobility strategies, directly contributing to safer, more accessible neighborhoods.
Fiscal Impact
The cost of this design services totals $149,670 will be funded through Traffic Safety and Local Circulation funds as allocated in the FY 2024/25, 2025/26 Capital Improvement Plan (CIP) budget.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
1. Approve the award of a Task Order with Rick Engineering in the amount of $149,670 for the Uncontrolled Crosswalk Evaluation Project; and
2. Authorize a contingency amount of $10,000 for unforeseen conditions, for a total not-to-exceed agreement amount of $159,670; and
3. Authorize the City Manager, Public Works Director, or City Engineer to execute all documents with Rick Engineering; and
5. Authorize the City Manager or designee to expend the contingency fund, if necessary, to complete the project.
