Department: Police
Subject: Goods Purchase Agreement with Dooley Enterprises Incorporated for duty and training ammunition in an
amount not to exceed $285,000 (All Wards)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the Interim City Manager to execute a Goods Purchase agreement with Dooley Enterprises Incorporated for a term beginning July 1, 2025, through June 30, 2030, in the amount not to exceed $285,000.
Executive Summary
The Police Department is requesting authorization to enter into a five-year agreement with Dooley Enterprises Incorporated for the continued supply of duty and training ammunition. Dooley Enterprises is the exclusive distributor in California of the specific brand of ammunition currently used by the department. The agreement, effective July 1, 2025, will ensure consistency in performance, compatibility with existing services weapons, and alignment with officer training standards.
Dooley Enterprises has a well-established relationship with the City, and while its pricing is subject to annual market-based adjustments, it has historically remained fair and reasonable. Funding for the agreement is already included in the department’s approved budget; therefore, no impact to the General Fund is anticipated.
Background
The City entered into a Goods Purchase Agreement with Dooley Enterprises Incorporated on December 19, 2024, to supply ammunition manufactured by Winchester Ammunition through June 30, 2025. In preparation for the expiration of that agreement and in recognition of Dooley Enterprises’ status as the exclusive distributor of the ammunition currently in use, staff recommend entering into a new five-year agreement.
Historically, the Police Department has entered into a new agreement with Dooley Enterprises each fiscal year, which has required the preparation and approval of a Sole Source Justification annually. Establishing a multi-year agreement will eliminate the need for repetitive annual approval, thereby reducing administrative workload and streamlining the procurement process.
A long-term agreement will also ensure continued access to the specific brand and type of ammunition that has been fully integrated into the department’s training and operations. Substituting with alternative brands could result in potential inconsistencies in performance, reliability and compatibility.
Discussion
The Police Department issues both duty and training ammunition to on-duty officers to support operational readiness and ensure proficiency with assigned service weapons.
Maintaining consistency in the type of ammunition used is critical to achieving reliable performance, ensuring compatibility, and preserving the integrity of the department’s firearms training and qualification standards.
Dooley Enterprises Incorporated is the only authorized distributor in California for the specific type of ammunition, manufactured by Winchester Ammunition, that is currently used by the department. This designation is verified by the manufacturer and is a key factor in the department's Sole Source Justification. No other vendor is authorized to distribute or sell this particular ammunition within the state, making Dooley Enterprises the exclusive supplier available to the City for these products.
The Winchester ammunition supplied by Dooley has been fully integrated into the department’s service weapons and training programs. Substituting with a different brand would present logistical and operational challenges, including the potential for inconsistent ballistic performance, reduced reliability, and the need for officer retraining to adapt to different performance characteristics.
Fixed costs over the life of the agreement cannot be provided due to the variable nature of ammunition pricing; however, based on historical purchasing patterns and projected departmental needs, annual expenditures are not expected to exceed $57,000.
Accordingly, total expenditures over the five-year term of the agreement are not expected to exceed $285,000.
Establishing a five-year agreement with Dooley Enterprises, along with the approval of the Sole Source Justification, will allow the department to maintain operational continuity while eliminating the need for annual contracting and justification processes.
2021-2025 Strategic Targets and Goals
Approval of this item aligns with Strategic Goal #1e: Improved Operational & Financial Capacity: Minimize risk and litigation exposure. It also aligns with Strategic Goal #2:
Focused, Aligned Leadership and Unified Community: Evaluate operations and performance, investment in resources, technology, and to continually improve organizational efficiency and effectiveness.
Fiscal Impact
There is no additional impact on the general fund as $57,000.00 per year will be coming from the department’s existing operational budget.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the Interim City Manager to execute a Goods Purchase agreement with Dooley Enterprises Incorporated for a term beginning July 1, 2025, through June 30, 2030, in the amount not to exceed $285,000.
