e are pleased to submit this Proposal to provide the inspection services in Support of the City’s Capital Improvement Program and Land Development. This proposal is prepared in accordance with the Request from the City on September 2, 2025.

COPE OF SERVICES

he scope of work will be:

k 1 – Inspection services in support of the City’s Capital Improvement Program (CIP) T
he scope of work includes providing inspection services to directly support CIP-related construction activity. These services will ensure that public infrastructure projects, such as roadway improvements, traffic signal systems, storm drain facilities electrical systems for the parks and bu ildings projects currently in construction and various city facility upgrades.
T
he scope also includes inspection and coordination with Southern California Edison, the Gas Company, San Bernardino Municipal Water Department, and East Valley Municipal Water to ensure adherence to utility standards plans, specifications, and various industry safety standards. Bowman’s familiarity with the City’s procedures and expectations allows their inspectors to integrate seamlessly with Public Works staff and deliver efficient, professional service without the need for extended onboarding.

mpensation for the above tasks is based on Time and Material at the following hourly rates per our current agreement:

urly rates are automatically increases on July 1st of each year at the annual Consumer Price Index for All Urban Consumers (CPI-U), Los Angeles County area increase rates for the preceding 12 months period as published by the Bureau of Labor Static.

2 The above schedule is for straight time. Overtime will be charged at 1.5 times. Sunday and Holidays are charged at 2.0 times the standard time. Deposition and court appearances will be charged at 1.5 times the listed billing rates.

The following services are specifically excluded from the scope of this agreement and may be performed as contract addendums upon request:

OTHER TERMS
This proposal is based on the scope of services indicated herein and the information available at the time of the proposal preparation. If any additional services are required due to unforeseen circumstances and/or conditions, Client or regulatory requested revisions, additional meetings, regulatory changes, etc., Upon verbal or written direction to proceed with performance of the services described herein, this Proposal, along with all attachments thereto, will constitute a binding agreement (the “Agreement”) between Bowman Infrastructure Engineers Ltd. d/b/a Infrastructure Engineers, a Bowman Company (“Infrastructure Engineers”) and the City of San Bernardino (the “Client”).
