RESOLUTION NO. 2025-370
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE ACCEPTANCE OF THE
YUHAAVIATAM OF SAN MANUEL NATION GRANT
AWARD AND THE AMENDMENT OF THE FISCAL YEAR
2025/2026 ADOPTED BUDGET IN BOTH REVENUE AND
EXPENDITURES BY $200,000
RECITALS
WHEREAS, the City of San Bernardino (“City”) is a participating jurisdiction in the Riverside Urban Area Security Initiative program, which is establishing the Safety and Tribal Regional Analysis Center (“STRAC”); and
WHEREAS, STRAC will serve as a regional fusion center for the San Bernardino and Riverside Counties to improve local capacity to prepare for, protect against, and respond to catastrophic incidents, terrorism, and criminal acts; and WHEREAS, STRAC will be located at the San Bernardino Police Department (“PD”); and
WHEREAS, the Yuhaaviatam of San Manuel Nation awarded the City a grant fund in the amount of two hundred thousand dollars ($200,000) on July 22, 2025 (“Grant”), for the establishment the STRAC at the PD.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Incorporation of Recitals. The above recitals are true and correct, and are incorporated herein by this reference.
SECTION 2. Authorization. The Mayor and City hereby authorizes the following:
a. The City Manager or his designee to accept the Grant in the amount of two hundred thousand dollars ($200,000) and execute any documents as may be necessary to accept the Grant funds.
b. The Director of Finance and Management Services to amend the Fiscal Year 2025/2026 adopted Budget appropriating two hundred thousand dollars ($200,000) in revenue and expenditures.

SECTION 3. California Environmental Quality Act (“CEQA”). The City Council finds that this Resolution is not subject to CEQA pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines (Chapter 3 to Title 14 of the California Code of Regulations) because it has no potential for resulting in physical change to the environment, directly or indirectly.
SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications; and to this end the provisions of this Resolution are declared to be severable.
SECTION 5. Effective Date. This Resolution shall become effective immediately.
