Re: Proposal for FY 2024-2025 for Inspection Services in Support of the City’s Land Development Division
Dear Ramon:
We are pleased to submit this Proposal to provide the inspection services in Support of the City’s Capital Improvement Program and Land Development. This proposal is prepared in accordance with the Request from the City on September 2, 2025.
SCOPE OF SERVICES
The scope of work will be:
Task Order No. 2026-002 – Inspection services in support of the Land Development Division.
The scope of work includes providing inspection services to support the Land Development Division by providing inspection services for development permits issued to private sector projects. These inspections focus on grading, right -of-way improvements, and compliance with development conditions, and are necessary to ensure that privately constructed improvements meet City standards before being accepted into the public infrastructure network.
These inspections focus on grading and earthwork, concrete slabs, storm water compliance, development condition monitoring, as built verification and final acceptance, and developer coordination.
PROPOSED FEES
Compensation for the above tasks is based on Time and Material at the following hourly rates per our current agreement:
Hourly rates are automatically increases on July 1st of each year at the annual Consumer Price Index for All Urban Consumers (CPI-U), Los Angeles County area increase rates for the preceding 12 months period as published by the Bureau of Labor Static.

2 The above schedule is for straight time. Overtime will be charged at 1.5 times. Sunday and Holidays are charged at 2.0 times the standard time. Deposition and court appearances will be charged at 1.5 times the listed billing rates.

The following services are specifically excluded from the scope of this agreement and may be performed as contract addendums upon request:
• Items not specifically delineated in Scope of Services.
OTHER TERMS
This proposal is based on the scope of services indicated herein and the information available at the time of the proposal preparation. If any additional services are required due to unforeseen circumstances and/or conditions, Client or regulatory requested revisions, additional meetings, regulatory changes, etc., Upon verbal or written direction to proceed with performance of the services described herein, this Proposal, along with all attachments thereto, will constitute a binding agreement (the “Agreement”) between Bowman Infrastructure Engineers Ltd. d/b/a Infrastructure Engineers, a Bowman Company (“Infrastructure Engineers”) and the City of San Bernardino (the “Client”).
