Discussion
Task Order No. 2025-001 in the amount of $250,000 will provide inspection services to directly support CIP-related construction activity. These services will ensure that public infrastructure projects, such as roadway improvements, traffic signal systems, storm drain facilities electrical systems for the parks and buildings projects currently in construction and various city facility upgrades.,
The scope also includes inspection and coordination with Southern California Edison, the Gas Company, San Bernardino Municipal Water Department, and East Valley Municipal Water to ensure adherence to utility standards plans, specifications, and various industry safety standards. Bowman’s familiarity with the City’s procedures and expectations allows their inspectors to integrate seamlessly with Public Works staff and deliver efficient, professional service without the need for extended onboarding.
Task Order No. 2026-002, in the amount of $200,000, will support the Land Development Division by providing inspection services for development permits issued to private sector projects. These inspections focus on grading, right-of-way improvements, and compliance with development conditions, and are necessary to ensure that privately constructed improvements meet City standards before being accepted into the public infrastructure network. This task order is essential to maintaining consistent service levels in the face of active development activity across the City. These inspections focus on grading and earthwork, concrete slabs, storm water compliance, development condition monitoring, as built verification and final acceptance, and developer coordination.
Both task orders are issued under the extension terms of the existing Professional Services Agreement and will allow for uninterrupted, responsive support from Infrastructure Engineers, A Bowman Company, and will provide services through June 30, 2026.
2021-2025 Strategic Targets and Goals
This action aligns with Key Strategic Target and Goal No. 1: Improved Operational & Financial Capacity. Approval of the proposed task orders will support the City’s ability to deliver critical development reviews and environmental compliance services efficiently and effectively. These services contribute to the timely construction of public improvements, ensure regulatory obligations are met, and enhance the City’s overall capacity to manage growth and infrastructure demands.
Fiscal Impact

The $250,000 task order to support the CIP will be funded by the previously approved FY 2025/26 CIP budget on a project-by-project basis.
