Background
In June 2021, the Mayor and City Council adopted Resolution No. 2021-205, approving an On-Call Professional Services Agreement between the City of San Bernardino and Willdan Engineering. The agreement authorized a three-year term, effective July 1, 2021, through July 1, 2024, with two additional one-year extension options through June 30, 2026. The purpose of the agreement is to provide on-call support for plan checks and other professional engineering and staffing services across multiple civil engineering disciplines within the Public Works Department.

Services included under the agreement can be authorized through individual task orders.

Discussion
As the City continues to experience steady development activity and increasing regulatory demands, the need for consistent, high-quality technical support remains critical. The Land Development Division relies on timely plan reviews and responsive field inspections to ensure that private development projects meet City standards and are delivered in alignment with approved conditions. Continued support from Willdan Engineering will allow the division to maintain service levels, uphold public safety standards, and avoid project delays.

These services are critical for managing fluctuating workloads and supplementing City staff capacity, particularly in areas requiring specialized technical expertise.

This includes structural engineering, geotechnical analysis(soils), retaining wall design, stormwater and drainage systems, grading and site development traffic engineering and other civil engineering disciplines that support the review and delivery of land development improvements, especially during peak development cycles or when staffing resources are limited.

Executing these two task orders will ensure that the Land Development Division have the technical and staffing resources necessary to meet current demands. The funding for both task orders has already been programmed within the Public Works Department’s current General Fund operating budgets, and no additional appropriations are being requested at this time. Establishing purchase orders tied to these task orders will allow services to proceed without interruption, supporting the City’s ongoing development projects. The two task orders will provide services through June 30, 2026.
2021-2025 Strategic Targets and Goals
This action aligns with Key Strategic Target and Goal No. 1: Improved Operational and Financial Capacity. Approval of the proposed task orders will support the City’s ability to deliver critical development reviews and environmental compliance services efficiently and effectively. These services contribute to the timely construction of public improvements, ensure regulatory obligations are met, and enhance the City’s overall capacity to manage growth and infrastructure demands.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
