funds. The project supports the City's ongoing commitment to reducing traffic fatalities and serious injuries and advancing the goals identified in the City's Comprehensive Safety Action Plan.
Background
In 2021, Congress enacted the Infrastructure Investment and Jobs Act (IIJA), which established the Safe Streets and Roads for All (SS4A) Program to improve roadway safety and reduce fatalities and serious injuries on public roadways.
The City of San Bernardino completed a Comprehensive Safety Action Plan and subsequently submitted an application for implementation funding under the FY 2024 SS4A Program. The City's application, titled "Plan to Action: Revitalizing Roadway Safety in San Bernardino," was selected for funding by the U.S. Department of Transportation and the Federal Highway Administration.
On June 10, 2026, the Federal Highway Administration (FHWA) executed a Grant Agreement with the City of San Bernardino, providing $5,279,592 in federal funding for the implementation of safety improvements throughout the City. The Grant Agreement is presented for ratification and approval by the City Council, effective June 10, 2026.
The agreement provides a 60-month performance period and includes funding for preliminary engineering, environmental clearance, final design, right-of-way activities, utility coordination, construction, and project performance reporting.
Discussion
The SS4A Implementation Grant will fund safety improvements at five priority corridors and intersections identified through collision analysis, roadway safety evaluations, and recommendations contained within the City's Safety Action Plan.
The funded projects include:

The grant agreement requires the City to complete environmental clearance prior to advancing final design and construction activities.
Construction is anticipated to be substantially complete by February 2030, with final performance reporting completed by February 2031.The City required match for this grant is 20%.
CITYWIDE IMPACT
Acceptance of this grant will provide approximately $5.3 million in federal funding for transportation safety improvements throughout the city. The improvements are expected to reduce traffic collisions, serious injuries, and fatalities while enhancing multimodal mobility and accessibility. The project also advances implementation of the City's Safety Action Plan and leverages federal funding to deliver infrastructure improvements that would otherwise require significant local resources.
