City Manager's Comments
The City Manager recommends approval.
Executive Summary
Due to length of time that was needed to acquire the necessary permits for the prefabricated restroom/concession building, the Project construction phase is expected to run through the end of September 2026. As such, additional funding is necessary to continue the previously approved construction agreement and 3 1

construction management and inspection services. To support the final portion of the current construction phase, an additional funding allocation is recommended to increase the contingency budget.
Approval of this item will increase the project contingency by $500,000, from $1,092,721.60 to $1,592,721.60. The additional funding will be used to complete construction management, inspection, project administration, anticipated change orders, and remaining construction activities associated with the delayed completion of the project. No General Fund dollars are proposed for this action. Funding is proposed from the AB 1600 Parkland and Open Space Fund.
Background
Seccombe Lake Park is located in the center of the City and has been serving the surrounding community for many years. Due to neglect and vandalism, the Park has not felt welcoming to visitors. The Seccombe Lake Park will receive a new look and be recreated to meet the current recreational needs of the neighborhood and community.
On September 21, 2022 Mayor and City Council approved design services agreement award for Seccombe Lake Park Revitalization Project in the amount of $537,855.
On July 19, 2023, the Mayor and City Council approved a concept plan that included a variety of park improvements. The improvements included, but are not limited to, playground equipment, lighting, ADA accessibility, exercise stations, gazebo renovations, parking lot rehabilitation, renovation of dirt/gras areas, and new restrooms.
On March 6, 2024, the Mayor and City Council approved Amendment No. 1 to the Agreement with RHA Landscape Architects – Planners Inc. in the amount of $53,000 for Seccombe Lake Park Project.
On September 18, 2024, the Major and City Council received and filed an update on the City’s American Rescue Plan Act (ARPA) projects, allocations, and spending to date and authorized the City Manager to obligate ARPA funds for City led projects per the US Department of Treasury Guidelines, by executing Inter-Agency agreements.
This Project received an additional $1 million in funding from the San Manuel Band of Mission Indians to help support the renovations.
On October 2, 2024, the Mayor and City Council have authorized allocating $3,792,332 in American Rescue Plan Act (ARPA) funds to address a budget shortfall for the Seccombe Lake Park project. Staff suggests reallocating this amount from the Encanto Community Center project, which has a total budget of $9.2 million but a significant funding shortfall. By fully funding the Seccombe Lake project with these ARPA funds, the Council can ensure its completion instead of providing only partial funding to the Encanto project.

On December 4, 2024 The Mayor and City Council awarded an agreement for construction of the Project to Landscape Support Services in the amount of $10,539,509.65 and approved a Task Order with CSG Consultants in the amount of $700,305 for construction management and inspection services. A contingency budget of $1,092,721.60 was also approved for construction of the project.
On December 3, 2025, the Mayor and City Council approved Amendment No. 2 to the Design Services Agreement with RHA Landscape Architects – Planners, Inc. to extend the term of the agreement through June 30, 2027.
Discussion
The Project included the purchasing and installation of two buildings. A standalone restroom building, and a combination restroom/concession building. As part of the design process for the prefabricated restroom/concession building, a County Health Department review and permit is required. This permit is specific to the concession portion of the prefabricated building that is equipped to be used as a kitchen. Since this permit can result in modifications to the design, the fabrication of the restroom/concession building did not start until after the permit is acquired. This resulted in the fabrication and delivery being completed past the originally scheduled Project deadline. As a result, other portions of the project construction scheduled also needed to be adjusted.
The tentative project completion date has shifted from February 2026 to September 2026. To complete the Project, funding for additional construction, professional services (construction management, inspection, construction support etc.) and administrative costs are recommended.
