City Manager's Comments
The City Manager recommends approval.

Executive Summary
The on-call Professional Services Agreements for Commercial Real Estate Advisory and Transaction Services will support the City’s Real Property Division by providing a range of services, including property dispositions, acquisitions, leasing, appraisals, development programming, and other real estate advisory services. The City’s previous agreement expired on January 10, 2026; therefore, staff issued a Request for Proposals (RFP) to reestablish these services. Staff recommend awarding agreements 3 3

to Jones Lang LaSalle Inc. (JLL) and Kosmont Real Estate Services (Kosmont Realty), where work will be authorized on an as-needed basis and expenditures will be incurred only as services are requested. Utilizing two qualified firms will provide the City with flexibility to match project-specific needs with the appropriate expertise, while also ensuring responsiveness and continuity of service. The agreements will be funded using the Department’s existing approved budget for contractual services.

Background
The City previous Professional Services Agreement (PSA) with CBRE for commercial real estate advisory services expired on January 10, 2026, with no option to extend.

To ensure continuity of services for the City’s Real Property Division, staff initiated a competitive procurement process for new on-call commercial real estate services.

On January 22, 2026, the City issued a Request for Proposals (RFP) seeking qualified firms to provide comprehensive commercial real estate services. The City received five responsive proposals from the following firms:
•Colliers
•Jones Lang LaSalle Incorporated (JLL)
•Kosmont & Associates, Inc.
•RSG, Inc.
•CBRE
An independent staff evaluation committee reviewed and scored all proposals in accordance with the RFP criteria, including qualifications, experience, project approach, and cost. Following the evaluation process, Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba (Kosmont Realty) were identified as the top-ranked firms and are being recommended for award.

Discussion
The City’s ability to effectively manage, position, and maximize the value of its real estate assets is a critical component of its broader economic development strategy.

With the expiration of the previous agreement with CBRE on January 10, 2026, and no option to extend, the City identified the need to reprocure these services through a competitive process to ensure continued access to qualified real estate expertise.

The Request for Proposals (RFP) was designed to attract firms capable of supporting a full spectrum of real estate services, including property dispositions, acquisitions, leasing, valuation, and development analysis. These services are essential to advancing key City initiatives, optimizing underutilized assets, and responding to time- sensitive development opportunities.

Through a competitive and transparent evaluation process, Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba Kosmont Realty, emerged as the most qualified firms. Both firms have extensive experience working with public agencies and demonstrate strong capabilities in market analysis, development strategy, and complex real estate transactions. Awarding agreements to two firms 3 3

provides the City with flexibility to align project needs with the most appropriate expertise while ensuring responsiveness and continuity of service.

Establishing these on-call agreements is particularly important at this time, as they will allow the City to maintain momentum on existing projects, respond efficiently to new opportunities, and provide strategic support for evolving real estate initiatives. Approval of the proposed agreements will position the City to proactively manage its real estate portfolio, support economic growth, and implement strategic property initiatives aligned with the City’s long-term goals.

Strategic Targets and Goals
Approving the award for Commercial Real Estate professional services aligns with Key Strategic Target and Goal No. 4: Economic Growth & Development. These services will support the City’s efforts to advance strategic development opportunities, maximize the value of City-owned assets, and attract investment that contributes to long-term economic growth and revitalization.

Fiscal Impact
Funding for these agreements is available within the Economic Development Department’s adopted Fiscal Year 2026/2027 budget appropriations, with total expenditures not to exceed $100,000 from the Professional Contractual Services budget.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-112:

1. Approve the Vendor Award for RFP F-26-1049 Professional Commercial Real Estate Advisory and Transaction Services, and authorize the City Manager, or designee, to execute the On-Call Professional Services Agreement (PSA) with Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba (Kosmont Realty), in an annual amount not to exceed $100,000 collectively; and

2. Authorizing the City Manager, or designee, at their discretion to execute the On- Call Professional Services Agreement (PSA) one (1) additional one-year term agreement extensions, with Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba (Kosmont Realty), in an annual amount not to exceed $100,000 collectively for both for FY 27/28.
