RESOLUTION NO. 2026-112
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
APPROVING THE VENDOR AWARD FOR RFP F -26-1049
PROFESSIONAL COMMERCIAL REAL ESTATE
ADVISORY AND TRANSACTION SERVICES;
AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO
EXECUTE ON -CALL PROFESSIONAL SERVICES
AGREEMENTS WITH JONES LANG LASALLE
INCORPORATED (JLL) AND KOSMONT REAL ESTATE
SERVICES, DBA KOSMONT REALTY, IN AN ANNUAL
AMOUNT NOT TO EXCEED $100,000 COLLECTIVELY;
AND AUTHORIZING ONE (1) ADDITIONAL ONE -YEAR
EXTENSION FOR FISCAL YEAR 2027/2028.
WHEREAS, the City of San Bernardino ("City") requires ongoing professional commercial real estate advisory and transaction services to support the activities of the Real Property Division within the Economic Development Department; and WHEREAS, the City's previous Professional Services Agreement with CBRE expired on January 10, 2026, with no option to extend; and
WHEREAS, on January 22, 2026, the City issued Request for Proposals No. F -26-1049 seeking qualified firms to provide comprehensive commercial real estate advisory and transaction services, including property dispositions, acquisitions, leasing, appraisals, developm ent programming, and related real estate consulting services; and WHEREAS, the City received five responsive proposals and an independent staff evaluation committee reviewed and scored all proposals in accordance with the criteria established in the Request for Proposals; and
WHEREAS Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba Kosmont Realty, were determined to be the highest-ranked and most qualified firms to provide the requested services; and
WHEREAS, the Mayor and City Council find that entering into On -Call Professional Services Agreements with JLL and Kosmont Realty will provide the City with flexibility to match project-specific needs with the appropriate expertise while ensuring continuity of servi ce and supporting the City's economic development objectives.
NOW, THEREFORE, THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, DO HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this reference.

SECTION 2. The Mayor and City Council hereby approve the Vendor Award for RFP F- 26-1049 Professional Commercial Real Estate Advisory and Transaction Services and authorize the City Manager, or designee, to execute On -Call Professional Services Agreements with Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba Kosmont Realty, in substantially the forms presented, in an annual amount not to exceed One Hundred Thousand Dollars ($100,000) collectively.
SECTION 3. The City Manager, or designee, is authorized to execute any non-substantive changes, amendments, and administrative documents necessary to carry out the intent of this Resolution.
SECTION 4. The City Manager, or designee, is authorized, at their discretion, to execute one (1) additional one-year extension of the On-Call Professional Services Agreements with Jones Lang LaSalle Incorporated (JLL) and Kosmont Real Estate Services, dba Kosmont Rea lty, for Fiscal Year 2027/2028, in an annual amount not to exceed One Hundred Thousand Dollars ($100,000) collectively, subject to budget appropriation.
SECTION 5. This Resolution shall take effect immediately upon its adoption.
