• Housing density minimums and maximums, including a mix of housing types and accompanying development standards

• Commercial Floor Area Ratio (FAR), as well as density of other preferred land -uses

• Setbacks: External and Internal (within large development with multiple buildings)

• Community Benefits: Incorporate the community benefits point system developed as a part of the East Side Innovation District Vision Plan.
• Buffer Zones: In some locations, the subject area is adjacent to a single-family neighborhood. The consultant team should propose development standards that allow for an appropriate transition to the low- density residential neighborhood.

• Jobs/Housing Balance: In addition to quantifying the number of jobs located and housing built within the area as a result of scenario build out, the consultant team shall also suggest policies that can help mitigate any imbalances between the number of jobs and housing in the area.

• Parking Standards: Both onsite and offsite

• Transportation Demand Management (TDM) standards

• Incorporate the recommendations for the Transportation Management Association from the East Side Innovation District Vision Plan

• Community and Property Owner Engagement Expectations for Development

• Open Space and Recreation Standards

Task 8. Revised General Plan Build-Out

Since the City is on a trajectory to exceed the approved citywide commercial/office/industrial build-out in the 2030 General Plan, the consultant team shall prepare a General Plan amendment and General Plan EIR amendment for City Council consideration. The General Plan amendment will include revised text to update the allowable land uses and rezone the area. Currently, the 2030 General Plan states “Existing land use regulations strongly discourage housing, commercial, retail and non-industrial uses in this area.”2 The City assumes that a citywide General Plan EIR amendment will also be needed to update the build-out figures for commercial, office, and industrial uses.3 The City asks proposers to provide guidance on the best approach for this task.

Task 9. Implementation Plan

The consultant team will also prepare an implementation and financing plan which identifies the actions and strategies needed for Plan implementation, along with completion date estimates, phasing, and cost estimates.

The implementation plan will also identify the infrastructure improvements needed for Plan implementation.

Task 10. Environmental Review

An environmental review must be completed to allow for City Council adoption of the document. It is expected that an Environmental Impact Report will need to be prepared given the scope of the project involving a General Plan amendment, introduction of a new use (housing) into the plan area, and revised citywide build-out projections.

Task 11. Draft and Final Specific Plan

The consultant team will compile the findings and recommendations from the previous tasks into a Plan document. The Plan document should include visually-appealing graphics and reader-friendly content.

The consultant team will prepare the following documents:
• Administrative Draft Plan. For City staff review and comment. • Draft Plan – Version 1. After receiving City staff comment, the consultant team will prepare the Draft Plan – Version 1. This will be reviewed by the community, Planning Commission, and City Council (includes two study sessions – one with the Planning Commission and one with the City Council). • Draft Plan – Version 2 and release of Draft EIR. After receiving City Council, Commission, and community comments on the Plan, the consultant team will prepare the Draft Plan – Version 2 based on City staff direction. Version 2 will serve as the project description for CEQA purposes. These documents will be reviewed by the Planning Commission which will provide a recommendation to th e City Council regarding adoption. The document will be considered by the City Council during a Public Hearing for possible adoption.
• Final Plan which will include any edits as requested by the City Council.

The consultant team shall be available to attend the meetings listed above ( two Planning Commission meetings and two City Council meetings), as needed.

CITY COUNCIL

STAFF REPORT
MEETING DATE: September 12, 2022
ITEM TITLE: Consideration of Appointing a City Representative to the San Mateo County Mosquito and Vector Control District to Fill a Term Ending December 31, 2024.

RECOMMENDATION:

Staff recommends that the City Council consider appointing a councilmember to the San Mateo County Mosquito and Vector Control District (“District”) to fill a term ending December 31, 2024 or direct staff to recruit for the position.

FISCAL IMPLICATIONS:

None for this action.

BACKGROUND:

In May 2018, the City Council appointed Ross Graves as the City’s representative to the District for a term of two years, and reappointed him in 2020 for a four year term expiring December 31, 2024.

On April 8, 2022, Mr. Graves resigned from the District’s Board of Trustee. The seat has been vacant since.

As directed by the Council at its August 16, 2022 meeting, staff contacted former Transportation and Circulation Commissioner William Fairclough to gauge his interest in representing the City of San Carlos on the District. Mr. Fairclough was not interested in the position.

The Council has historically appointed a resident to the District and not a Councilmember because of a former law that precluded the simultaneous holding of incompatible offices. However, this law was addressed in Senate Bill 1588 (2002), and a Councilmember may now be appointed to the Board of Trustees.

ANALYSIS:

The District’s Board of Trustees consists of 21 members, one from each city and one representative for the County at-large. Trustees are appointed by their respective city councils to govern the District knowledgeably and effectively. Trustees are responsible for the development and approval of policies and for approving financial transactions, expenditures, the operational budget, and yearly audit.

Each person appointed by a city council to be a member of the District’s Board of Trustees shall be a voter in that city.

The District meets at 6:00 p.m. on the second Wednesday of each month, except for August and December. Meetings are currently held remotely, but will return to in-person meetings at the District office located at 1351 Rollins Road in Burlingame, as conditions allow. Trustees must attend Regular Meetings and shall receive a $100 stipend for each monthly, regular meeting attended.

ALTERNATIVES:

The alternatives available to the City Council include:

1. Appoint a Councilmember to the San Mateo County Mosquito and Vector Control District to fill a term ending December 31, 2024; or

2. Direct staff to recruit to fill the seat; or

3. Provide staff with alternative direction

Crystal Mui, City Clerk
