Technical Memorandum
February 2, 2026
To: Kristen Bogue, Michael Baker International
From: Jordan Gray PE TE, Michael Baker International
Subject: San Clemente 1801 N. El Camino Real - VMT Screening Assessment
Introduction
The purpose of this memorandum is to document a vehicle miles traveled (VMT) assessment for the proposed Hanson Hotel (Project) in support of the transportation component of the California Environmental Quality Act (CEQA) analysis. Specifically, a VMT screening analysis is documented in this memorandum. The Project proposes to construct a three-story, 61-room hotel, with a third-floor rooftop restaurant and bar, two cafes, pool with a bar and restaurant, and a two-level subterranean parking structure with site improvements including walls, hardscape, landscape, pedestrian improvements, and improvements in the City right-of-way.
Table 1 provides key Project information. Exhibit 1 shows the location of the Project and Exhibit 2 shows the conceptual site plan.
Table 1 – Project Information Summary
Item Description
Project Title Hanson Hotel
Project Location
1801 N. El Camino Real
Northwest corner of El Camino Real and E. Avenida Pico, in the City of San Clemente, Orange County, California.
Surrounding Uses
The existing site is bordered by commercial uses to the south and east, open space and Pico Park to the north and west. San Clemente Metrolink Station is located approximately 400 feet to the west on the south side of El Camino Real.
Existing Use The existing site is vacant and undeveloped.
Proposed Use
The Project would consist of a three-story, 61-room hotel, with a third-floor rooftop restaurant and bar, two cafes, pool with a bar and restaurant, and a two-level subterranean parking structure with site improvements including walls, hardscape, landscape, pedestrian improvements, and improvements in the City right-of-way. 210935 – Hanson Hotel Page 2 of 9
Project Trip Generation
The Project site trips were documented in the Focused Transportation Study performed by Fehr & Peers on January 17, 2025 under a separate cover and included in Attachment A. As summarized in this separate report, the trip generation equations from the Institute of Transportation Engineers’ (ITE) Trip Generation Manual 11th Edition. Table 2 provides the trip generation equations for a hotel use (ITE Land Use Code 310), fine dining use (ITE Land Use Code 931), and café use (ITE Land Use Code 936). Table 3 summarizes the vehicular trip generation forecast to be generated by the Project.
As shown in Table 3, during the weekday, the proposed Project is forecast to generate approximately 1,631 daily trips with 57 AM Peak Hour trips (32 inbound / 25 outbound), and 65 PM Peak Hour trips (36 inbound / 29 outbound).

VMT Assessment Guidelines & Methodology
The City of San Clemente currently does not have their own adopted VMT guidelines. The primary resource for this VMT screening assessment is the Orange County Guidelines for Evaluating VMT Under CEQA (County Guidelines) and the Governor’s Office of Planning and Research (OPR) Technical Advisory (TA) on Evaluating Transportation Impacts for CEQA. As outlined in the County Guidelines, certain projects, because of their size, nature, or location, are exempt from the requirements of preparing a detailed VMT analysis and can be presumed to have a less than significant impact based on certain screening criteria.
Screening Criteria
Each of the screening criteria outlined in the County Guidelines were evaluated for the proposed Project and the results are summarized in Table 4. As shown, the Project meets the screening criteria based on the “Small Project” criterion identified below. Therefore, a full VMT analysis is NOT required, and the Project is presumed to have a less-than-significant transportation impact on the environment. 210935 – Hanson Hotel Page 3 of 9

Projects
Located Near
Transit
Per OPR’s Technical Advisory, residential, retail, office projects, or projects that have a mix of those uses whose project site boundaries are within one half mile of an existing major transit stop, planned major transit stop, or a stop/transit center along a high-quality transit corridor would normally be presumed to have a less than significant transportation impact. Unless the project is inconsistent with the RTP/SCS, has a floor-to-area-ratio (FAR) less than 0.75, provides an excessive amount of parking, or reduces the number of affordable residential units, the project will be considered less than significant.
The Project is located
within one half mile of an
existing major transit
stop and has a FAR of
0.937, consistent with
the RTP/SCS, and does
not provide excessive
amount of parking, and
does not reduce the
number of affordable
residential units. (See
Exhibit 3)

Neighborhood
Retail Project
The project involves local-serving retail space of less than 50,000 square feet.
The Project does not
provide local retail.
Therefore, this criteria
does not apply.

Affordable
Housing
Projects
County guidelines allows for a less than significant finding for transportation impacts of residential projects that are 100% affordable housing units.
The project is a hotel and
is not considered
affordable housing.

Low VMT Area
Per County Guidelines, if the project is in a Low VMT area, and incorporates similar features (i.e., density, mix of uses, transit accessibility), it can be reasonably presumed that it will exhibit similarly low VMT. (See Exhibit 4)
The Project site is not
within a low VMT area.
Screening

Small Projects
Per the County’s Guidelines, projects are considered small projects with up to 500 ADT due to the common GHG emissions thresholds of 3,000 metric tons (MT) of carbon dioxide equivalent (CO2E) per year. The County states that vehicle emissions are typically more than 50 percent of the total project GHG emissions. Thus, a project with 500 ADT would generally have total project emissions that could be less than 1,300 MT CO2E/year.
The Project is expected
to generate 1,631 ADT,
which is above the
County’s 500 ADT
requirement.

Local-Serving
Public Facilities
Similar to retail land uses, local-serving public facilities are presumed to have a less than significant impact on VMT. This would include government facilities intended to serve the local public, parks, public elementary schools, public middle schools, and public high schools.
The Project is not
considered a localserving public facility.
Therefore, this criteria
does not apply.

Subject: The Hansen Hotel – Focused Transportation Study OC24-1095
Fehr & Peers completed a focused transportation study for the Hansen Hotel development project (Project) in the City of San Clemente, California. This scope of this assessment was coordinated with City staff and approved on December 12, 2024. This assessment evaluates the effect of Project traffic on City transportation infrastructure and concludes that improvements are not needed to meet City standards/requirements on Level of Service (LOS), queueing capacity, or traffic signal warrants.
Project Description
The Hansen Hotel project proposes a 61-room hotel with 2.54 KSF of restaurant space and 0.29 KSF of a public walk-up café. There are amenities such as a poolside lounge and bar, and a lobby café that are exclusive to hotel guests.
The Project site plan is provided as Appendix A. The project is located at the northwest corner of Avenida Pico and El Camino Real, with right-in/right-out driveway access along the north side of El Camino Real.
The Project anticipates 11-15 deliveries per week during off-peak hours, with additional detail provided in Appendix F.

Data Collection
Fehr & Peers collected the following traffic data in support of the assessment.
Traffic Counts
Peak hour vehicle turning movement counts were collected on a day with fair weather while school was in session. Peak hour traffic counts are presented on Figure 2 in Appendix B. Traffic counts were collected at the following City intersections:
o Avenida Pico & El Camino Real (Signalized)
o Avenida Estacion & El Camino Real (Signalized)
o Avenida Pico & Calle Deshecha (Two-Way Stop Control)
o Avenida Pico & Avenida Vista Hermosa (Signalized)
Cumulative Development Projects
Fehr & Peers requested Pending and approved development project information (within two miles of the Project) from the City of San Clemente. Projects were included in the future forecasting if they were expected to be completed and in operation by the Project’s opening year (2026).
The “Miramar Events Center” (Miramar) project that is under construction directly Southeast of the Hansen Hotel and has the greatest effect on traffic forecasting. An OC Register article1 identified the last readily available description of the Miramar’s parking situation utilized in project trip routing. As the Miramar may use existing parking southwest of Avenida Pico and Calle Deshecha, parking access is assumed to be at the northern driveway of the parking lot along Calle Deshecha and at the eastern driveway along Avenida Pico. A local news outlet2 identifies the most
readily available square footage estimates utilized to forecast vehicle trips which were incorporated into the Opening Year for analysis.
Trip Generation
Trip generation rates from Trip Generation, 11th Edition (Institute of Transportation Engineers [ITE], 2021) for Hotel (ITE Code 310), Fine Dining (ITE Code 931), and Café (Public Walk-Up) (ITE Code 936) were used to represent the Project. Trip generation rates are presented in Table 1 and used 1 https://web.archive.org/web/20240313041743/https://www.ocregister.com/2017/06/14/shuttered-for-25- years-san-clementes-historic-miramar-theater-moves-closer-to-new-life-as-events-center/ 2 https://web.archive.org/web/20240525141242/https://www.picketfencemedia.com/sanclementetimes/eyeon-sc/miramar-theater-soon-up-for-sale-again/article_df009b4e-0efa-11ef-9555-03cfde1c816a.html

ITE’s Fine Dining (Land Use Code 931) does not provide an AM in and out distribution, so the trips generated for the AM peak are assumed as early morning preparation and management.
Additionally, ITE’s Coffee/Donut Shop without Drive-Through Window (Land Use Code 936) does not have a daily trip generation rate and was estimated by applying a 10% K-factor to the highest peak hour (AM) to estimate daily trips.
As presented in Table 2, the Project is expected to generate approximately 1,631 daily trips, including 57 trips (32 in/25 out) in the AM peak hour and 65 trips (36 in/29 out) in the PM peak hour.
This trip generation estimate is considered conservative as no trip internalization credits nor passby trip reductions have been applied to the trip generation, despite the project being within a Transit Priority Area (TPA) and proposing a San Clemente Trolley stop in front of the hotel.
