TRAFFIC SIGNAL SYNCHRONIZATION GOALS, POLICIES AND

OBJECTIVES

Page 4 ends

Traffic Signal Synchronization Goals, Policies and Objective The City of San Clemente aligns with the goals of the Measure M2 Regional Traffic Signal Synchronization Program, which promotes a collaborative, corridor-based approach to improving traffic signal performance based on existing traffic patterns. The City supports the local agency's responsibility for controlling signal timing and for working with neighboring agencies to develop adequate signal synchronization.

Signal Synchronization is an economical way to decrease overall stops, travel delays, and traffic-related congestion across city boundaries. This Local Signal Synchronization Plan (LSSP) defines specific goals, routes, and equipment required to ensure network operability with maximum traffic management efficiency. Goals for the City of San Clemente’s signal synchronization include:
 Create a balanced transportation network that provides mobility and access for all modes of travel, including motor vehicles, transit, bicyclists, pedestrians, and rail traffic.
 Provide an efficient and effective transportation circulation system.  Work cooperatively with the Orange County Transportation Authority (OCTA), Caltrans, and neighboring agencies to synchronize traffic signals throughout Orange County on a corridor basis to improve travel time and reduce stops.  Continue to coordinate with neighboring agencies in the development of multiagency synchronization, timing, and compatible traffic signal timing technical parameters.
 Maintain local control responsibility for signals within the City’s jurisdiction and control.
 Improve traffic flow in San Clemente by developing and implementing optimized traffic signal synchronization.
 Optimize signal timing to provide drivers with a better travel experience through reduced travel times, reduced stops, and reduced delays.  The strategies for signal synchronization will facilitate consistent operating speeds along the key corridors and provide a good level of public perception.  Participate in Project P Traffic Forums.
 Review and revise signal timing, when necessary, along traffic signal synchronization routes.
 Provide ongoing maintenance and operation through a) monitoring and improving optimized signal timing and b) communications and detection support.  Identify future signal corridor improvements by recommending system and equipment enhancements to improve traffic flow and signal synchronization.  Lead additional signal timing synchronization projects through Project P for planned (candidate) corridors.
 Complete upcoming signal synchronization projects and develop final reports for the signal synchronization projects within six months of completion, to include findings and an assessment of the performance of synchronization activities. 33

Page 5 ends

The City of San Clemente has collaborated with OCTA, Caltrans, and Dana Point to optimize the signal timing synchronization for two primary corridors (Avenida Pico and El Camino Real/Pacific Coast Highway) and three local corridors (Avenida Vista Hermosa, Camino De Los Mares/Camino De Estrella, and Camino Vera Cruz) as part of Project P and the Regional Traffic Signal Synchronization Master Plan. These projects involved replacing the existing traffic signal controllers with Intelight X3 Type ATC controllers, which the City can remotely monitor and manage via MaxView software at the Engineering Building and the Public Works Maintenance Facility. The projects also developed synchronized timing plans for multiple peak periods based on the current traffic patterns and road configurations. The projects considered the impact of crossstreet traffic and special traffic generators, such as schools and businesses. These projects aimed to provide state-of-practice intersection control and communication along the signal synchronization corridors.

The projects under consideration (including candidate Project P) seek to improve traffic flow efficiency and enhance signal system security. The Traffic Management Software and Server Upgrades project includes upgrading the traffic management software with Kinetic Signals and replacing the server with the latest technology. The Avenida Palizada and El Camino Real project aims to improve traffic flow and reduce delays by coordinating traffic signals along roadway segments. The Avenida Talega, Avenida Saluda, and Avenida La Pata projects involve updating the detection system using radar or thermal technology and switching the signal interconnection from copper to fiber. 34

Additionally, the City Attorney has determined none of the records are needed for legal or operational purposes. Consequently, Staff is seeking approval from the Council to authorize the destruction of the City records identified in the proposed Resolution. ADOPTION OF RESOLUTION ESTABLISHING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2026-27 AND ADOPTION OF A REVISED AND REPLACEMENT RESOLUTION FOR THE APPRORIATIONS LIMIT FOR FISCAL YEAR 2025-26 ..body
Summary:

The Gann Limit is a California Constitutional spending limit that is calculated annually by each City and must be established via a formal resolution of the City’s governing body. This appropriations limit calculates the amount a City can budget from tax revenue proceeds each fiscal year. For Fiscal Year (FY) 2026-27, the City of San Clemente’s calculated appropriations limit is $131,703,660. The amount the City is budgeting from proceeds of taxes for FY 2026-27 is well below that limit. Additionally, the calculation for the appropriations limit for FY 2025-26 is required to be updated to $125,957,859 from $121,768,731. This has no fiscal impact since the proceeds of taxes are well below that limit.

Background:

Article XIII B of the California Constitution specifies that cities annually establish an appropriations limit by formal Resolution of the city’s governing body. Article XIII B further specifies this limit may increase annually by a factor comprised of the changes in population for the city or the county (whichever is higher), combined with either the change in California per capita personal income or the change in the local assessment roll due to nonresidential construction. The State Department of Finance transmits an estimate of the percentage change in population to local governments annually in accordance with the California Revenue and Taxation Code Section 2227. This information is used to establish the FY 2026-27 appropriations limit.

The calculation of San Clemente’s appropriation limit for FY 2026-27 is presented in the Exhibits attached to this report. For the FY 2026-27 calculation, the annual adjustment factor is based on population change for the County of Orange and the change in California per capita income.

Using these in the calculation results in an overall increase in the appropriations limit to $131,957,859. The budgeted proceeds of taxes total $68,551,515, which represents 52% of the amount the City is entitled to appropriate for FY 2026-27.

The prior year Gann Limit calculation for FY 2025-26 requires a correction to ensure accuracy and compliance with Article XIII-B requirements. As part of this adjustment, the FY 2025-26 appropriations limit must be updated from $121,768,731 to $125,957,859. This revision has no fiscal impact because the City’s proceeds of taxes remain well below the revised appropriations limit.

the city attorney should review review and opine, prior to public comments, the new rules, and in particular the rules that limit certain conduct, including applauds and cheers as being a per se a violation of proper conduct and subject to removal.

The law is clear that unless conduct is disruptive, it is allowed as a first amendment right. Thus, clapping or cheering for a speaker that does not cause delay or that does not disrupt the proceedings will not violate constitutionally protected free speech Similarly, many of the other provisions appear to violate constitution protected speech, including limitations on addressing staff, loud speech, and obnoxious and other speech that is singled out. we may find such speech repugnant in many cases, yet speakers are protected and allowed to make such speech in most cases. It is clear that council is protected from even defamatory based lawsuits based on privilege and I believe the same privilege applies to public speakers. I leave that for the city attorney. Likewise, I do not believe that the city can forbid a speaker from addressing staff, employees, consultants, directors, or council member members. Again, I leave it to the city attorney to provide the city council with advice, But the agenda item did not appear to provide any legal basis for any of the restrictions contained to the agenda report.

Finally, I ask the Mayor that for this and all agenda items to follow the rules and to follow Rosenberg’s rules of order and before public comment have a motion and a second second. If the city continues not to follow this rule, I believe that the public would have the right to speak even a second time after emotion is made by council after the close of public comment because in essence, a new item Has been introduced to the council after the close of public comment through the motion process.

In addition, while it is unclear to me, if the procedures have changed, the prohibition of turning in a card after public comet has started appears to be a clear violation of California rules for public comment as comments by the public may invoke a person’s desire to speak, and it does not appear to be a reason why the council can justify restricting comments in particular if people arrive after the start of public comments, but before the close.

Thank you very much

TRANSIT SYSTEM PROPOSAL: RYED Electric LSV Pilot
Program
To: The City Council & Municipal Transit Authorities of San Clemente, CA
From: RYED Electric Transport LLC (#C2652136)
Date: June 1, 2026
I. EXECUTIVE SUMMARY
RYED Electric Transport LLC proposes a 45-day zero-emission microtransit pilot for the City of San Clemente, spanning the peak summer season from July 1 through August 14, 2026. Modeled after the highly successful, high-utility microtransit frameworks operating in Texas, this seasonal service provides free, tip-supported scheduled ridesvia a fleet of six (6) street-legal Low-Speed Vehicles (LSVs).

This pilot bridges the gap between inland neighborhoods and the coast while prioritizing public safety via late-night rides (operating until 12:00 AM) that continue after the municipal trolley concludes.

Most critically, the pilot encompasses the San Clemente Street Fiesta on August 8, providing the essential high-density data required to scale operations for the 2028 Los Angeles Olympics.

II. 45-DAY TRIAL MOBILIZATION & OPERATING
BUDGET
This budget utilizes a short-term leasing model to prove operational viability without long-term capital risk. All figures are based on 2026 market projections for the Southern California region.

1. Startup & Infrastructure (Upfront Capital)
● LSV Fleet Short-Term Lease ($18,900): 45-day commercial lease for six (6) street-legal, multi-passenger LSVs (estimated at ~$3,150 per vehicle for the term).
● B2B High-Impact Vehicle Wraps ($21,000): Premium full-body vinyl wraps at $3,500 per vehicle. These act as high-visibility "rolling billboards" to attract future corporate sponsorship. [1] ● Commercial Ride-Service Liability Insurance ($5,100):

Specialized California coverage for short-term transit operations, roughly $281/month per vehicle. [1]
● Marketing & Service Awareness ($20,000): Aggressive campaign focused on local residents and summer tourists, specifically targeting the Street Fiesta window.
● Dispatch Software & Software Setup ($12,800): Licensing for a dedicated passenger/driver dispatch and pooled-routing app. ● Subtotal Mobilization: $77,800

2. Personnel & Active Operations
● Professional W-2 Driver Payroll ($124,740): Staffing six vehicles for 14 hours daily (10:00 AM – 12:00 AM). Based on a
competitive base rate plus California’s mandatory 32% payroll tax and workers' compensation burden.
● Lead Project Management Salary ($7,500): Dedicated salary line item for the owner/operator to manage 45 days of active field logistics, city coordination, and 2028 Olympic data capture. ● Subtotal Personnel: $132,240
TOTAL PILOT PROGRAM BUDGET: ~$210,040

3. FUNDING BREAKDOWN & PARTNERSHIP OPPORTUNITIES
The total pilot budget is $210,040. This request can be satisfied through a combination of city funds and the following established grant programs:

Startup & Infrastructure: $77,800
● LSV Fleet Short-Term Lease ($18,900): Short-term commercial lease for six (6) street-legal LSVs.
● High-Impact Vehicle Wraps ($21,000): Full-body vinyl wraps that serve as "rolling billboards" for future corporate sponsors.
● Insurance ($5,100): Specialized California ride-service liability coverage. ● Service Marketing ($20,000): Aggressive campaign targeting the Street Fiesta and peak summer tourists.
● Dispatch Software & Setup ($12,800): Licensing for white-label passenger dispatch and pooled-routing.

City Partnership Opportunity: The city can leverage Sustainable Transportation Planning Grants for these technical projects. Caltrans offers up to $700,000 for Sustainable Communities projects that advance safe and accessible transportation. [1, 2] Personnel & Active Operations: $132,240
● Professional W-2 Driver Payroll ($124,740): Staffing six vehicles for 14 hours daily (10:00 AM – 12:00 AM). Includes California's 32% payroll tax and workers' compensation burden.
● Project Management Salary ($7,500): Oversight of field logistics, city coordination, and 2028 Olympic data capture.

City Partnership Opportunity: California has announced over $91 million in transit funding specifically for the 2028 Los Angeles Olympic Games. This pilot serves as a direct preparatory action eligible for such Olympic-related transit allocations. Additionally, the city's existing Project V transit grants are designed for on-demand transit services like this one. [3, 4] III. OPERATIONAL HIGHLIGHTS & STRATEGIC GOALS
● Extended Neighborhood Safety: LSVs will remain active until 12:00 AM Midnight, providing a "safe ride home" mechanism for residents after the San Clemente Trolley concludes.
● The Street Fiesta Stress-Test: The August 8th Fiesta will be used to record maximum turnaround speeds and passenger load
metrics. This data will form the core of our 2028 Olympic transit grant application.
● Economic Sustainability: While initial funding is sought for the pilot, the model is designed to transition to 100%
sponsorship-funded operations (via corporate vehicle wraps) as pioneered by major Texas microtransit hubs.

Subject: public comments 6/2/26 # Addressing Homelessness in San Clemente: Moving Forward Together # Addressing Homelessness in San Clemente: Moving Forward Together The recently released 2026 Point-in-Time Count provides both encouraging news and a challenge for our community.

Countywide, Orange County recorded a 14% decrease in homelessness compared to 2024, including a 27% reduction in the unsheltered population. These numbers reflect the impact of coordinated efforts by service providers, outreach workers, shelters, permanent supportive housing programs, and community partners working together to help people move off the streets and into safer living situations.

The Point-in-Time Count was organized by Everyone Counts OC and the Orange County Office of Care Coordination.

More than 1,300 volunteers participated.

While Orange County is making measurable progress, San Clemente faces a different reality.

The 2026 count identified 74 unsheltered individuals and 39 sheltered individuals in our city, for a total homeless population of 113 people.

Unlike many neighboring South Orange County communities that experienced decreases, San Clemente saw an increase in both sheltered and unsheltered homelessness compared to 2024.

I had the opportunity to participate as a volunteer during the late evening shift on January 29. Along with other volunteers.

We received maps identifying locations throughout San Clemente where individuals experiencing homelessness were known to stay. We then traveled throughout the city, making contact with people living outdoors, listening to their stories, and conducting surveys.

What struck me most was that each person we encountered had a story.

Many were experiencing health challenges, mental health conditions, disabilities, or economic hardships. Some had recently lost housing.

Others were struggling to navigate systems of care. Many expressed a desire for shelter, stability, and support.

These encounters reinforced an important truth: homelessness is not simply a housing issue. It is often a health care issue, a behavioral health issue, and a social services issue. Effective solutions require all of these systems working together.

San Clemente has dedicated people already making a difference. The work of outreach specialists Carly and Troy, our local shelters and permanent supportive housing programs, Family Assistance Ministries, county service providers, faith communities, and community volunteers demonstrates that compassionate, coordinated intervention can change lives.

We must continue building on these efforts. We should expand prevention programs that help residents remain housed, increase access to supportive and affordable housing opportunities, strengthen partnerships with county, state, and federal agencies, and pursue innovative solutions that use public resources wisely and effectively.

Many individuals experiencing homelessness are also experiencing a health crisis without access to recuperative care, treatment, or supportive services. Meeting people where they are and reducing barriers to care improves outcomes not only for those individuals but for the entire community.

As we move forward, let us commit to thoughtful policies, measurable outcomes, and evidence-based solutions. Let us continue investing in prevention, care, treatment, and housing stabilization. Most importantly, let us remember that every person counted represents a human being deserving of dignity, opportunity, and hope.

Everyone Counts.

When we work together to uplift the most vulnerable members of our community, San Clemente becomes stronger, safer, and healthier for everyone.

Subject: public comments for 6/2/26 **Agenda Item 10C – Automated License Plate Reader Usage and Privacy Policy** **Agenda Item 10C – Automated License Plate Reader Usage and Privacy Policy**
Good evening Mayor and Council Members,
I am speaking tonight in support of adopting the City's Automated License Plate Reader (ALPR) Usage and Privacy Policy.

This policy establishes clear regulations governing the use of ALPR technology and helps build public trust through accountability, transparency, and oversight.

The Orange County Sheriff's Department uses Flock Safety ALPR cameras as a regional crime-fighting tool. These systems are prohibited from being used for traffic enforcement and do not utilize facial recognition technology. Their purpose is to assist law enforcement in locating stolen vehicles, identifying suspects, and solving crimes.

The Flock camera program was reviewed through the Public Safety Committee process and later approved by the City Council as part of the City's public safety platform. The use of this technology is governed by California law and OCSD policy, with users required to document the purpose of each access to ALPR data.

Tonight's policy includes important safeguards:
• Alignment with OCSD policy and California law • Designation of the City Manager as ALPR Program Manager • Restrictions on unauthorized use of data • Data retention limits • Breach notification requirements • Required user training • Annual audits and compliance reviews • Public transparency measures These protections help ensure that investigative technology is used responsibly while maintaining public confidence.

As I conclude, I respectfully ask that these same principles of transparency, oversight, and accountability be applied to the proposed Homeland Security surveillance camera project before installation occurs in San Clemente.

The surveillance camera proposal deserves the same level of public review and policy safeguards we are discussing tonight. Residents should have confidence that any technology monitoring our community will operate under clear policies, legal protections, public transparency, and appropriate oversight.

Thank you for your consideration.
