Markwayne Mullin, Secretary
Director of Homeland Security
2707 Martin Luther King Jr. Avenue SE
Washington DC 20528
Hon. Secretary Mullin,
The San Fernando City Council and the San Fernando community are deeply concerned about the hundreds of children and families being detained in the South Texas Family Residential Center (Dilley) in Dilley, Texas.

Families have been held for weeks on end, violating the Flores Settlement Agreement, which sets out minimum standards for the treatment of migrant children in government custody, including limits on the length of time that children can be detained.

Many families never get to speak with an attorney or appear before a judge before they are deported, and many are sent back to dangerous, life-threatening conditions.

People with chronic health conditions or medical emergencies have been denied necessary care and infants and children are experiencing alarming weight loss.

Families have also been denied access to adequate clean drinking water, forced in many cases to drink tap water that is foul-smelling and known to cause upset stomachs. *Children frequently are not allowed access to educational opportunities or even crayons to play with.

Detaining children under any circumstances violates international law. The Dilley detention facility is dangerous, appallingly inhumane and disturbingly cruel. In the name of basic human decency, we urge you to end these abuses immediately: shut down Dilley and release all those detailed there.

Respectfully,

Mary Mendoza Council Member
Discussion and Request of Direction to Develop a Policy to Restrict the Agendizing of Commercial Advertising Presentations at City Council meetings.

While members of the public are largely free to present on a broad range of topics during the general public comment portion of the City Council agenda, agendized presentations appearing in other portions of the City Council agenda should be limited to presentations that provide objective information that serves the broader public interest of the San Fernando community as opposed to the narrower, non-objective and potentially self-serving advertising and business interests of the presenter. Formally agendizing presentations that amount to commercial advertising for a specific business or organization gives those entities an unfair advantage over others to advertise their services free of charge and also give the false impression that the City endorses their work and vouches for their competence. This is particularly troubling when the business being given a free advertising platform is not based in the City of San Fernando and offers services and products that compete with San Fernando-based businesses. It is also concerning when business that are given a free platform to advertise have not been adequately and have the potential to tarnish the City’s reputation should the business generate complaints from dissatisfied customers. ✔
It is recommended that the City Council discuss and provide direction to establish a policy prohibiting City Council agenda items or presentations from being used primarily to advertise, market, sell, endorse, or promote a private business, product, service, or individual.

Individuals may promote such matters during the appropriate public comment period, subject to City rules.

Any PowerPoint or presentation materials associated with a Councilmember’s agenda request should be submitted to City staff at least two business days before the request to agendize the item submitted.
