Council directed staff to prepare a draft resolution restricting Councilmembers’ immediate family members in the first degree (child, parent, spouse, or sibling) from receiving City-administered grant program funds.
This type of policy helps uphold ethical standards, prevent conflicts of interest, and maintains public trust. The policy also protects the integrity of the grant process, promotes fairness, and reassures residents that funds are distributed based on need and merit. In addition, California Government Code Section 1090 prohibits public officials from being financially interested in any contract made by them in their official capacity, or by any body or board of which they are members.
To analyze the range of applicability for the proposed policy, staff completed an analysis of all current or recent City-administered grant programs that involved the distribution of funds directly to residents, which include:

If the resolution is approved, the City may apply the eligibility policy to programs funded through the City’s General Fund. For future grant-funded programs, staff will review the grant requirements to determine whether the City has discretion to prohibit Councilmembers’ immediate family members (child, parent, spouse, or sibling). For many Federal, State, and County grants, program guidelines (including nondiscrimination provisions) provide little flexibility for municipalities to restrict eligibility for residents.

DISCUSSION AND CONSIDERATION OF A POLICY FOR THE PROMOTION OF MEDIA
OUTLETS IN CITY FACILITIES AND OFFICIAL CITY PUBLICATIONS □ □ □ N/A
It is important for the City to have a clear, transparent, and consistent process for authorizing the distribution or promotion of media within City facilities. We should review existing criteria, including any applicable agreements or contracts, and determine whether there is a public benefit to the City.
A clear policy will ensure equal treatment, transparency, and consistency, while avoiding any perception of favoritism toward private magazines, newspapers, flyers, or other media outlets.

Approve a Presentation of a Proclamation Recognizing Judith A. Goldman's Life and Contributions to the Community and Acceptance of Donation of Good News Bears to the Chaplain of the San Fernando Police Department in Her Honor
Judith Ann Goldman (nee Rodriguez) was a long time resident of San Fernando. Her parents were Josephine and Daniel Rodriguez who moved their family to San Fernando in 1955 with her two siblings Andy Rodriguez and Lydia Rodriguez Troller. Judy attended San Fernando Junior High and San Fernando High School with Ritchie Valens, and then graduated from UC Berkeley and began her career as a social worker. She worked at one of the very first Head Start programs here in San Fernando. Judy then had a 24 year career with the American Red Cross, where she served in assistance to military families but the majority of her career was as a Director of Emergency Services, helping people all over the world in the aftermath of disasters. After retirement, she served in a LAUSD school library in the Valley. Judy was beloved and with less than one week's notice, her memorial service at the San Fernando First United Methodist Church was full to the brim of people who had just learned of her passing. She is survived by her brother and sister, her two children, Tirzah Vasquez and Samuel Goldman, five grandchildren, six nieces and nephews and many many great nephews and nieces, cousins, and just a couple aunts and uncles.
Before she passed, Judy donated a box of Good Bears of the World to the San Fernando Police Department so that their Chaplain can have teddy bears to take to children and others during his call outs. The purpose of Good Bears of the World is to spread love and caring to children and the elderly who are in need of comfort with teddy bears. Since their founding, Good Bears of the World has given hundreds of thousands of teddy bears to those in need of love and a hug. The Oklahoma City bombing, the crash of TWA flight 800, events of September 11, 2001, Hurricane Katrina, Kansas tornadoes and floods and the Fukashima Nuclear Disaster are some of the tragedies where Good Bears have been gifted. Firemen, policemen, emergency workers, psychologists, and grief counselors have discovered the teddy bear's healing power is invaluable when given to children and their families in traumatic situations.
Judy's family would like to continue to provide donations of Good Bears of the World to the City in honor and memory of Judith A. Goldman.

Proclamation declaring September 25 (9/25) Dolly Parton Day Dolly Parton rose from huble beginnings to become one of the most beloved entertainers int he world and dedicated herself to literacy and children through her philanthropic work with Dolly Parton's Imagination Library.
Inspired by her father's inability to read and write, Dolly started her Imagination LIbrary in 1995 for the children within her home county. Today, her program spans five countries and gifts millions of free books each month to children around the world.
Imagination Library of California
By gifting children high-quality books starting at birth, children will have access to developmentally appropriate reading materials at no cost to the family and regardless of the family’s income. Built on decades of research, the Imagination Library is rooted in the knowledge that having books at home fosters a love of books and helps children develop literacy skills early in life.
The goal of the statewide expansion in California of the Imagination Library is to inspire a love of reading by making books available to all children from birth to age 5 in every zip code in California, regardless of the family’s income. Currently, 7.77% of eligible children in the state are receiving books, thanks in part to generous match funding from the State of California. As of March 2026, the Imagination Library has expanded to 42 counties across our great state — bringing us closer than ever to reaching every eligible child in California!
Let's Give Like Dolly on 9/25 and bring an Imagination Library to San Fernando.
Proclaim September 25 "Dolly Parton Day" (a nod to her hit song "9 to 5") and encourage literacy, reading, and the establishment of an Imagination Library in San Fernando THE CITY OF r,
