SECTION 2. CEQA Compliance. Pursuant to California Environmental Quality Act (Pub. Resources Code, §§ 21000 et seq.)

Governing Board of the Successor Agency determines that the approval of the transfer of the Property through the quitclaim deed approved by this Resolution does not
commit the Successor Agency to any action that may have a significant effect on the environment. As a result, such action does not constitute a project subject to the
requirements of the California Environmental Quality Act.

LONG RANGE PROPERTY MANAGEMENT PLAN

TRANSFER AND USE OF

REAL PROPERTY ASSETS OF THE FORMER REDEVELOPMENT AGENCY The Successor Agency to the former Redevelopment Agency of the City of San Jacinto (“Successor Agency”) is required by Assembly Bill 1x 26 (“AB 1x 26”) and Assembly Bill 1484 (“AB 1484”), collectively “Dissolution Bills,” to prepare a Long Range Property Management Plan (“Property Management Plan”) that addresses the disposition and use of the properties of the former Redevelopment Agency of the City of San Jacinto (the “former Agency”).

The Dissolution Bills require the establishment of a Community Redevelopment Property Trust Fund, (“Property Trust Fund”) administered by the Successor Agency, to serve as the repository of the former Agency’s real properties upon approval of the Property Management Fund by the DOF. Some of the properties will be transferred from the Property Trust Fund to the City of San Jacinto (“City”) pursuant to this Property Management Plan, and others will be sold by the Successor Agency.

The Property Management Plan addresses the disposition and use of the real properties of the former Agency and must do all of the following:

Include an inventory of all properties in the Property Trust Fund. The inventory shall consist of all of the following information:
• The date of the acquisition of the property and the value of the property at that time, and an estimate of the current value of the property.
• The purpose for which the property was acquired.
• Parcel data, including address, lot size, and current zoning in the former agency redevelopment plan or specific, community, or general plan. • An estimate of the current value of the parcel including, if available, any appraisal information.
• An estimate of any lease, rental, or any other revenues generated by the property, and a description of the contractual requirements for the disposition of those funds. • The history of environmental contamination, including designation as a brownfield site, any related environmental studies, and history of any remediation efforts. • A description of the property’s potential for transit-oriented development and the advancement of the planning objectives of the successor agency. • A brief history of previous development proposals and activity, including the rental or lease of property.
• Address the use or disposition of all of the properties in the Property Trust Fund.

Permissible uses include the retention of the property for governmental use, the retention of the property for future development, the sale of the property, or the use of the property to fulfill an enforceable obligation. The Property Management Plan shall separately identify and list properties in the Property Trust Fund dedicated to governmental use purposes and properties retained for purposes of fulfilling an enforceable obligation.

With respect to the use or disposition of all other properties, all of the following shall apply:

3.B.2.b
Packet Pg. 384 Attachment: Long Range Property Management Plan - FINAL 06-26-15 (181 E. Main Street Exempt Surplus Land) 3 24438.31000\9712989.2
o If the plan directs the use or liquidation of the property for a project identified in an approved redevelopment plan, the property shall transfer to the City. o If the plan directs the liquidation of the property or the use of revenues generated from the property, such as lease or parking revenues, for any purpose other than to fulfill an enforceable obligation or other than that specified immediately above, the proceeds from the sale shall be distributed as property tax to the taxing entities.

Following the approval of the Oversight Board and DOF, certain real property assets held by the Successor Agency will be sold; and the remainder will transfer to the City for governmental use.

Sites #1, #2, #3, #4, #5 and #6 will be sold by the Successor Agency. Site #5 will be sold pursuant to an existing purchase and sale agreement that was approved by the Oversight Board on October 11, 2012 and was submitted to DOF on October 16, 2012. Sites #7, #8 and #9 will be transferred to the City for continued governmental use. Site #7 will be utilized to facilitate the expansion and relocation of the City’s Public Works facilities, Site #8 will be used as a multimodal facility for a Metrolink train station and possible bus stop by Riverside Transit Agency; and Site #9, which is adjacent to City Hall, will be used for a Civic Center.

Next Steps
The FOC was received by the Successor Agency on August 7, 2013.

Following approval of the Property Management Plan by the DOF, the Successor Agency will:
• Market Sites #1, and #2, and sell those Sites following receipt of acceptable offers. • Negotiate and enter into escrow on Site #3 which received an offer of $10,000. • Continue the process necessary to close escrow on Site #4 pursuant to the existing purchase and sale agreement.
• Transfer Site #5 as a governmental purpose property to the Housing Authority. Continue negotiations and enter into escrow with C & C Development for the ultimate development of an affordable housing project.
• Request the Successor Agency transfer Sites #6, #7, #8 and #9 from the Property Trust Fund to the City and request City receive properties from the Property Trust Fund. • Continue the steps necessary to facilitate the expansion and relocation of the City’s Corporation Yard at Site #7; facilitate the establishment of a train station and bus stop at Site #8; and assist the construction of a Civic Center at Site #9 which will include a library as well as the relocation of the Community Center, the latter of which is necessary to accommodate the expansion of the Police Station into the existing and adjacent Community Center.

property may still be present. However, specific information regarding the previous use of such chemicals was not found.

Potential for Transit-Oriented Development:
• Potential for transit-oriented development does not exist.

Use or Disposition of Property:
• Transfer the property as a governmental purpose property to the Housing Authority for future affordable housing development. The property was originally acquired with Low and Moderate Income Housing Funds for affordable housing purposes. Due to the downturn in the economy, the property was not developed for affordable housing during the 10 year statutory time frame. As a result, the Redevelopment Agency repaid the Low and Moderate Income Housing Fund with 80% funds but still anticipated the site would be developed with affordable housing when economically feasible. The property is zoned residential and is identified in the Housing Element of the General Plan as an affordable housing site.

Advancement of the Planning Objectives of the Successor Agency:
• The sale and future development of the Site by the Housing Authority will further planning objectives through:
o The construction of 66 low/very low income housing units allows a 35% density bonus thereby assisting the City with meeting the Regional Housing Need Assessment (RHNA) for San Jacinto of 2,433 units in the 2014-2021 planning period.

Previous Development Proposals and Activity:
• California Health and Safety Code Section 3334.16 required that the Redevelopment Agency initiate housing activities on property purchased with Housing Funds within five (5) years of the date of acquisition. Section 33334.16 also permitted the Agency to extend the initial five (5) year holding period for an additional five (5) years. Because no development proposals had been submitted since the time of acquisition, the Redevelopment Agency, in July 2004, extended the initial five (5) year holding period for an additional five (5) years. In July 2009, in the midst of the economic downturn, the development of an affordable housing project on the property was not economically viable. Consequently, the Redevelopment Agency authorized a budget transfer to refund the Housing Fund from the Agency’s 80% general redevelopment fund.

On October 13, 2010, a Letter of Intent was submitted by an affordable housing developer to the Redevelopment Agency for $50,000 per net acre. Due to uncertainties in the future of Redevelopment, the project did not move forward.

On January 27, 2012, the San Jacinto City Council elected not to retain Redevelopment Agency Housing Assets and Functions and transferred them to the San Jacinto Housing Authority.

On October 30, 2013, a development proposal was submitted by C&C Development outlining a 9% California Tax Credit project. The developer requested the City to carry back a residual receipts loan in the amount of $1,500,000 recorded against the property. The proposal also assumes a deferral of city impact fees for 60% of the development impact fees and waiver of Transportation Uniform Mitigation Fees. The financing plan would provide for the construction of 66 affordable family units, 100% of which would be restricted to low and very low income households.

The assessment also revealed several recognized and/or potential Recognized Environmental Conditions and concerns including:

Packet Pg. 409 Attachment: Long Range Property Management Plan - FINAL 06-26-15 (181 E. Main Street Exempt Surplus Land) 28 24438.31000\9712989.2
Petroleum stained ground surfaces; stained surface of floor area and potential downward migration of volatile organic compounds and metals as a result of painting/staining activities; a clandestine drug lab; and potential presence of an unreported underground fuel storage tank. The stained ground surfaces are not considered to be a large-scale environmental concern and appear to be limited to the upper two feet of soils, where encountered. The soils need to be removed and disposed of properly.

In 2013, lead and asbestos abatement was performed on 15 substandard units with demolition taking place shortly thereafter.

Potential for Transit-Oriented Development:
• Potential for transit-oriented development does exist. The subject property is located adjacent to the San Jacinto Branch Line which served the area from Riverside via Perris from the 1880s through the 1990s. The 24-mile stretch from Riverside to Perris is currently under construction and is expected to open by late 2015. The Riverside County Transportation Commission owns the rail right-of-way from Perris to San Jacinto; and a feasibility study will be undertaken in 2015 to evaluate the rail line extension in which San Jacinto would serve as the terminus.
• The Riverside Transit Agency has a route that passes the site. Thus, said site would also serve as a bus stop and provide transportation for those boarding and disembarking from the train.

Use or Disposition of Property:
• Transfer to the City for governmental use as a train/multi-modal transportation facility. The site will be utilized for commuter rail services provided by Metrolink, as well as local and regional bus services provided by the Riverside Transit Agency.

Advancement of the Planning Objectives of the Successor Agency:
• The City of San Jacinto was awarded a Strategic Growth Council Sustainable Communities Grant in 2014 in which to create the Downtown Specific Plan. This site will be identified in the Downtown Specific Plan as a future train/multi-modal station and facilitate future transit oriented development on adjacent parcels.

Previous Development Proposals and Activity:
• No records of development proposals or activity.

The subject has not transferred within the past 3 years. #s 1, 2, and 3 have not transferred within the past 36 months.

This is an appraisal report as per USPAP with an estimated market exposure period of 1-3 months.

Adjustments for parcel size are at $1.00/SF based upon useable land. Other adjustments are based on paired sales. Comp #1 has an

82.5-ft width but needs 100 ft. Therefore, #1 is also considered "narrow" and is similar to the subject width. Comp #2 is in a cell, which is typically 7-10% inferior. Comp #2 is superior in shape, which cancels the Cell adjustment.

Analysis of Market Data Approach provides the best indication of recent buyer/seller activity & is emphasized. The Income and Cost Approaches are not explored because the appraisal is for vacant underlying land only. Subject is appraised on an As-is Basis. Current improvements, if any are not valuated.

Subject "as-is" value is based on the assumption that the subject is vacant. 05/15/2022 30,000

Pursuant to your request and authorization, an off-site observation of the subject property as referenced in this appraisal report has been performed. I have also researched and evaluated recent comparable sales data within the primary and competitive market area that have led me to form an opinion of market value for the subject property under fee simple ownership.

In preparing this report, I have evaluated the subject's most physically possible, legally permissible, financially feasible and maximally productive land uses which have led me to form an opinion of highest and best use. I have also evaluated and analyzed local and regional market/value trends.

MARKET INFORMATION (RESEARCH & SOURCES)
Every reasonable effort has been made to verify each transaction. The market data search process was restricted to properties within the subject's sphere of influence (as dictated by the availability of applicable market data) with the most similar physical and legal characteristics. In addition to personal verification of the comparable property used in this report, I/we have utilized supplemental information sources including, but not limited to:
· RealQuest (First American CoreLogic,Inc.), public record data; · The area’s Multiple Listing Service (CRMLS);
· Local real estate brokers active within the subject's market area; and · Copies of various "recorded" instruments of conveyance secured from title companies.

My/our investigation and field analysis of area and neighborhood trends indicated that a sufficient number of pertinent comparable sales data in terms of closed sales were available to support and conclude a reasonable estimate of market value for the subject property. Dustin C. Shumway assisted in the gathering and analysis of data contained in this report and in the typing of this report.

SUBJECT NEIGHBORHOOD
The subject property is located within an area of mixed land uses, with a preponderance of commercial properties.

Other land uses consist of site-built conventional homes of various ages, sizes and price along with multi-family residential and vacant lots. The subject’s immediate/competitive market area is best described as the community San Jacinto, CA. Convenience to local shopping, community services and public schools is deemed typical for the area.

PUBLIC UTILITIES & MUNICIPAL SERVICES
All public utilities are available to the site as per off-site observation/owner/aerials.

SUBJECT SITE & VIEW AMENITIES
The subject site consists of one parcel 0.09+- AC (3,920 SF) located in the city center of San Jacinto, CA. Overall, there are no subject improvements with the exception of a partial fence, which is deemed to have no value. On- and off-site drainage appears adequate. The subject site is not wide enough to accommodate typical conforming construction.Adjustments are made accordingly to te comparables.

SUBJECT IMPROVEMENTS
The subject improvements, if any, are considered to have no value. The subject value estimate is based on underlying land value only.

LAND OR SITE VALUATION
Typically, there are three commonly employed valuation approaches to developing an estimate of market value for real property including: 1) the Cost Approach; 2) the Direct Sales Comparison Approach; and 3) the Income Capitalization Approach. In the valuation of vacant land parcels such as the subject property, the Direct Sales Comparison Approach is considered to be the most supportable and commonly employed valuation methodology when sufficient/recent market transaction activity can be found. Other secondary or supporting valuation techniques may include allocation or use of the extraction method. Based upon The Appraisal of Real Estate, as published by the American Institute of Real Estate Appraisers, 12th Edition, 2001:
"Extraction is a variant of the allocation method in which land value is extracted from the sales price of an improved property by deducting the contribution of the improvements, which is estimated from the depreciated costs. The remaining value represents the value of the land".

THE COST APPROACH
The Cost Approach will not be explored in this particular instance since the subject property value estimate is based only underlying land value only.

Economic Obsolescence: This form of depreciation, which is also commonly referred to as "external obsolescence" is caused by negative influences outside the property and generally is incurable on the part of the owner, landlord or tenant. A common form of external obsolescence would be the siding of a single-family residence adjacent to a freeway, railroad track or airport where elevated levels of noise and other adverse factors relative to residential occupancy are found.

Due to recent studies associated with electromagnetic radiation, proximity to high voltage power lines can also result in reduced marketability/appeal and result in external obsolescence; the measurement of which is based upon market perceptions. Overall the subject does not appear to suffer from economic and/or external obsolescence.

THE DIRECT SALES COMPARISON APPROACH
This valuation approach, which is also commonly referred to as the Market Approach, is a process of correlation and analysis utilizing recent market sales and/or current listings of properties similar to the subject in terms of location, highest and best use, utility etc. Properties subjected to the comparison process, must have at least the potential of similar, if not identical, highest and best use to that of the subject property if a valid estimate of value is to result. The basis for the Direct Sales Comparison Approach to value rests on the principle of substitution or the exchange concept of value and price. Such a concept assumes that value is established in the market place.

Market Data Sources & Research: Every reasonable effort has been made to verify each transaction. The market data search process was restricted to properties within the subject's primary market area or sphere of influence (as dictated by the availability of applicable market data) and limited to those properties with the most similar physical Serial# 76461FE5

All of the data have been cross-referenced with information sources deemed to be reliable but can in no way be guaranteed. A summary of the market information sources used within this report include, but are not limited to:
· The local area’s Multiple Listing Service (CRMLS) and applicable listing/selling brokers; · DataQuick; CoStar Comps;
· First American Title Insurance (RealQuest); and
· Copies of various "recorded" instruments of conveyance secured from title companies.

Based on our investigation of local and regional market tends, very limited recent transaction data with similar lot sizes were found within the local market area. However, these comparables are relatively recent sales and are within the subject competitive market area.

The three (3) closed sale comps are located in the subject's competitive market area and are deemed to be the most applicable and appropriate data available as of the date of value.

THE INCOME CAPITALIZATION APPROACH
The subject property is comprised of one vacant land parcel located within a rural area. Improvements, if any, are considered to be of no value. Therefore, based upon the nature of the subject property, the Income Capitalization Approach was not found to be a viable valuation methodology in developing a supportable indication of market value for the subject property on an As-is Basis. Typically, land in this area is not leased. As such, this approach was considered but obviously not explored.

RECONCILIATION & FINAL VALUE ESTIMATE
The correlation and reconciliation of data is the key process in the derivation of a final value estimate for the subject property. The purpose of this section is to review that data and to determine those factors that lend the greatest support to a given value conclusion and determine the most applicable method of analysis. Correlation is not averaging, but rather a process of selection wherein the most applicable method is utilized based upon the nature of the subject property being appraised and available data.

The Cost Approach. As previously noted, the Cost Approach is not explored for underlying land value estimates.

The Direct Sales Comparison Approach to value is considered to be instrumental in the derivation of a market value estimate when units of comparison are analyzed. Typically, for vacant land such as the subject property (improvements, if any are considered to be of no value), the most relevant and reliable method is the Direct Sales Comparison Approach. Market participants generally evaluate and make their purchases and sales decisions based upon the economic principle of substitution which in essence, states that a buyer will typically pay no more for a property than the cost of acquiring a like property with similar utility. The approach is also most commonly considered the best indication of the current market and area trends.

The Income Approach to value can be useful in establishing an indication of market value based upon either the subject's actual or projected net income stream. Vacant land (or vacant land with improvements of little or no value) is typically not used as rental property in this area. Therefore, the Income Approach is not explored.

SUMMARY & CONCLUSION (AS IS)
In summary, the Direct Sales Comparison Approach is the only approach that is deemed reasonable for vacant land in this area. Due to the nature of the subject property, the Cost Approach and Income approaches are not utilized in the developing of an estimate of market value for the subject parcel.

The intended use of this report is to evaluate the subject's real property fee simple interest subject to the stated scope of work, purpose of the appraisal, reporting requirements of this report form, and definition of market value. The intended user of this appraisal report is the Lender/Client as stated in the body of the report. No additional intended users are identified by the appraiser.

The scope of the appraisal includes analysis of local and regional market trends along with research and verification of market transaction activity. In developing the appraiser's final opinion of market value, all relevant valuation approaches have been considered and appropriately explored predicated upon the nature of the subject property and the intended use of the appraisal report.

The appraiser's final findings and conclusions are predicated upon the Assumptions and Limiting Conditions attached herewith.

There no other hypothetical assumptions or special conditions applicable unless specifically stated. The subject is appraised on an "As-is" basis (as vacant land).

I have performed no services nor appraisals on this property in the last 3 years prior to acceptance of this assignment.

A limited off-site inspection of the subject property was performed from the adjacent public right-of-way. As may or may not be applicable, physical deficiencies associated with the subject property that were readily apparent are noted in the appropriate sections of the appraisal report.

Note that the appraiser did not inspect the comparables.

Physical data regarding the subject property, site area/shape or legal description were obtained from County Assessor records which are believed to be true and correct unless otherwise stated. Data concerning market conditions and comparable sales were obtained from sources generally considered to be reliable for valuation analytics and appraisal compliance and include such sources as County Assessor records, the local area Multiple Listing Service (MLS), First American Title Insurance Co. (RealQuest), FEMA, local area Realtors and research data on file with the appraiser.

The appraiser's opinion of market value does not infer or guarantee any "Insurable Value" or that the subject property will be fully insurable against monetary loss in the event of fire, earthquake, flood or other disaster. The appraiser assumes no liability for any losses that may be sustained as a result of any unintended use of this appraisal report or its content.

Exposure Time was concluded to be equal to the Marketing Time of 1+- to 3+- months.

This appraisal is signed by use of a password protected digital signature.

Dustin Shumway assisted with the gathering and typing of data.

HIGHEST AND BEST USE
According to terminology of the Appraisal Institute, as defined in The Appraisal of Real Estate, 15th Edition, Copyright 2020, Highest and Best Use is defined as: "The reasonably probable and legal use of vacant land or an improved property that is physically possible, appropriately supported, financially feasible, and that results in the highest value. The four criteria the highest and best use must meet are legal permissibility, physical possibility, financial feasibility, and maximum productivity. Alternatively, the probable use of land or improved property-specific with respect to the user and timing of the use-that is adequately supported and results in the highest present value."
The highest and best use of both land as though vacant and property that is improved must meet four basis criteria, namely:
• Physically Possible: What uses are possible given the physical characteristics of the parcel including overall size, shape, dimensions, topography, soils, flood hazards, and other characteristics revealed by analysis.
• Legally Permissible: What uses are permitted under existing zoning and other land use restrictions, regulations, and controls, and under existing or proposed deed restrictions, for the subject property. • Financially Feasible: Those uses that are found to be both physically possible and legally permissible, are evaluated further to determine which are likely to produce an income, or return, equal to or greater than the amount needed to satisfy operating expenses, financial obligations, and capital amortization. All uses that are expected to produce a positive return are regarded as financially feasible. • Maximally Productive: Of the financially feasible uses, the use that produces the highest price, or value, consistent with the rate of return warranted by the market for that specific use is considered to be the highest and best use of the property.

Summary and Conclusion
Real property may have multiple highest and best uses at any given time. Like value, highest and best use is a market-driven concept and is therefore subject to change over time. The conclusion of highest and best use results from the appraiser's experience, judgment and analytical skill. In other words, the conclusion of highest and best use represents an opinion and not a fact to be found.
