Section 4 – Process Description

4.1 Manganese Removal System Operation

WATER QUALITY-WARNING
ONLY CLEAN WATER SHALL ENTER THE FILTER VESSEL. ALL WATER SHALL BE CLEAN AND FREE OF SEDIMENT (SCALE, RUST, DIRT, SAND, PARTICULATES, ETC.). ALL WATER SUPPLY LINES FEEDING THE SYSTEM MUST BE FLUSHED PRIOR TO CONNECTING TO THE LAYNEOxTM SYSTEM. DAMAGE RESULTING FROM POOR WATER QUALITY IS NOT COVERED BY THE WARRANTY.

Normal Operation – The Manganese Removal System for the City of Ramsey, IN utilizes three (3) LayneOx™ Horizontal Pressure Filters to facilitate the removal of manganese. The design flow rate of this system in service is 2,400-GPM or 800-GPM per filter.

The LayneOx™ Filter media’s manganese dioxide sites are activated by sodium hypochlorite as the oxidizing agent introduced into the raw water upstream of the filters. The Sodium Hypochlorite Feed System is supplied and controlled by others. The media then further oxidizes the manganese ions it encounters as well as iron ions. Once oxidation has occurred, the now insoluble manganese and iron will deposit on the media bed. The spent media is then reactivated by fresh incoming oxidant. Filtering continues with the manganese dioxide and ferric hydroxide formed in the oxidation being trapped in the interstitial spaces in the media until one of two conditions occurs. Once the media has accumulated sufficient ferric hydroxide and manganese dioxide it may begin to pass into the effluent or “leak”.

Alternatively, the accumulated precipitate may cause the head loss through the filter to increase to the point where it is unacceptable. In either case, backwashing is now required. The Operator must check the effluent water quality with manual test equipment in order to determine if any leakage of ferric hydroxide and/or manganese dioxide has occurred.

The LayneOx™ Filter clean bed pressure drop is in 2-4 PSI range. At the end of a filtering run, the dirty bed pressure drop approaches 10 PSI. The LayneOx™ Filter differential pressure is measured by a DP switch (DPIS-100). The System DP High and Hi-Hi alarm conditions are annunciated on the LayneOx™ Filter Control Panel.

In the event of a Hi-Hi differential pressure condition, the Layne PLC de-energizes the Well Pump Run Permissive relay to request the SCADA to shutdown the Well Pump(s) feeding the LayneOx™ Removal System.

When operating in various well pump combinations the Operator must place the correct number of vessels in service so as not to exceed the vessel design flow rate. Each of the five (5) filters is designed to treat 750-GPM with one vessel offline, for a total system design flow rate of 3,000-GPM. To achieve this treatment capacity, the LayneOx™ Filter System vessels is normally operated with all five (5) filters in parallel Service Mode.

The required valve positions and equipment operating states for normal operation are depicted on Table

4.1-1 of this document.

FAH-200 Backwash Flow High 0 – 3,000 GPM 2,150-GPM
Backwash Operation -Backwashing of the LayneOx™ filters is a process whereby a high volume of water for a short duration is used to loosen the accumulated solids and flush them away. During backwash, the flow path through the filter is in the up-flow direction (opposite to normal service flow direction). A flow rate of 1,965-GPM is used for backwashing with an adjustable step duration of typically set at five minutes.

While the backwash sequence is in progress for one filter, the remaining filters stay in the Service Mode producing water for distribution. If a filter(s) is in the Standby Mode and another filter goes into Backwash Pending, the filter(s) in standby is automatically placed into service before the other filter goes into backwash. This is done so that four filters are employed to handle the full design flow rate.

When the backwash sequence is completed the filter newly cleaned filter is automatically returned to service.

Backwash Resource – The backwash water is provided from the Customer’s raw water well source filtered through a minimum of three (3) LayneOx filters. Located on the common backwash supply header of the LayneOx™ Pressure Filter System is the backwash flow control valve (FCV-500). This flow control valve is provided with flow indicating transmitter (FIT-200) which displays the backwash flow rate locally and on the LayneOx™ Pressure Filter Control Panel. The local flow indicator is used to adjust the backwash control valve to provide the required 1,965-GPM backwash flow rate. The backwash flow transmitter is sent to the LayneOx™ Filter Control Panel PLC to provide high and low backwash flow alarms which display on the LayneOx™ Filter Control Panel HMI. The backwash flow control valve is PLC controlled to open as required by the LayneOx™ Filter Backwash Sequence Controls.

4.1.3 System Interlocks
The LayneOx™ Filter System provides / receives the following interlock signals:
 LayneOx™ Filter DP – Differential pressure switch (DPIS-100) provides a High and Hi-Hi signal to the LayneOx™ System PLC. This Filter DP status (Normal, High or Hi-Hi) is displayed on the HMI.

In addition, this instrument loop provides:
o DPAH-100 – When the LayneOx™ Filter DP reaches this high DP set point an alarm is initiated on the HMI.
o DPAHH-100 – In the event the LayneOx™ Filter is prevented from backwashing and the DP continues to build to this Hi-Hi DP set point, then the Well Pump(s) is (are) automatically shutdown and an alarm is initiated on the HMI.
 Well Pump Run Permissive – This LayneOx™ System PLC output is through an isolated contact to the Customer’s Well Pump controller. This contact is normally open and closes whenever the LayneOx™ PLC logic determines it is safe to run the Well Pump. The run permissive will be lost whenever LayneOx™ System DP is equal to or greater than the Hi-Hi Alarm set point or if the all LayneOx™ Filters are in Stand-By.
 Well Pump Run Request – This LayneOx™ System output is a software command issued by the LayneOx™ System PLC to the SCADA PLC via the Ethernet Network established between the two processors. This command is logic “1”whenever the LayneOx™ PLC logic determines the Well Pump should run to support the Backwash sequence.

 Well Pump Running – This Customer’s motor starter running signal originates from the Well Pump motor controller. The Well Pump Running status is sent to the LayneOx™ System PLC from the SCADA PLC via the Ethernet Network established between the two processors. This status bit is logic “1” whenever the Well Pump is running.

In the certain backwash steps, the LayneOx™ System PLC inspects this status bit for the Well Pump running signal to insure that the backwash water source is available prior to advancing the backwash sequence step.

4.1.4 LayneOx™ Filter Backwash Sequence Controls
The Layne Programmable Logic Controller (PLC) will initiate a request to backwash the LayneOx™ Filters when any of the following conditions exist:
 Semi-Auto Mode - Manually Initiated by the Operator, when the Operator has selected the SemiAutomatic Mode and has pressed the Backwash Start Pushbutton.  The System includes a System DP High Alarm which is provided to alert the Operator that a filter backwash should be performed. In response to this alarm the Operator should manually initiate a backwash in the Semi-Automatic Mode at the earliest convenience.  Flow Mode – When selected, automatically, when the Run Flow Totalizer exceeds the Operator adjustable Run Flow set point,
 Time Mode – When selected, a backwash is automatically initiated at a preset time, adjustable by the Operator, with subsequent backwashes automatically initiated based on an adjustable elapsed time set point.

When one of the above conditions exists the LayneOx™ Filter is said to be in “Backwash Pending” state.

The LayneOx™ Filter remains in the Backwash Pending state until all Backwash Permissives are satisfied.

4.1.5 LayneOx™ Filter Backwash Sequence Permissives
The LayneOx™ Filter Backwash sequence is permitted to transition from “Backwash Pending” to Backwash Mode provided all the following conditions are true. Then, and only then, does the LayneOx™ Filter advance to the Backwash Mode state.
 Filter Enabled and Valves In Auto – four (4) filters must be enabled and valves in the Auto Mode.  Filter Enabled – As described in detail elsewhere in this document, each filter is provided an ENABLE / DISABLE pushbutton on the Vessel Mode Selector Screen. The ENABLE / DISABLE pushbutton for four of the five filters must be in the Enable position to allow backwashing.  Valves In Auto - As described in detail elsewhere in this document, each filter is provided a Manual /Auto Selector Switch which is located on the associated filter’s Valve Controls Screen.

The Manual /Auto Selector Switch for all filters must be in the Auto position to allow backwashing.  Well Pump Flow Below Set-point – This permissive is designed to insure that the backwash flow is not too high and does not water hammer the system. The system will use filter water from a minimum of 3 vessels in service to backwash a single vessel. The valves will not transition to backwash until the SCADA provided well pump flow is below the set-point.  Backwash Waste Tank Level Not High - This permissive is designed to insure that the Customer’s wastewater collection tank or sump is ready to accept at least one backwash waste water volume.

A Customer supplied high level switch indicates that the Backwash Waste Tank level is not high (failsafe) and is ready to accept additional waste water.

If, after transitioning to the Backwash Mode, this high level alarm condition occurs the Backwash sequence is interrupted. Upon a “Backwash Sequence Interrupt” all vessel valves are commanded closed and Step Timer timing is suspended. Refer to the discussion on Backwash Interrupt, found in the Backwash Control Screen section, for additional information.

In the event the level switch for this interlock is not provided, the associated PLC input is jumpered out.

4.1.6 LayneOx™ Filter Backwash Sequence
The LayneOx™ Filter Control Panel HMI provides the ability for the Operator to select a manually or automatically initiated filter backwash. In either case, once initiated, the backwash sequence is fully automatic.

The required valve positions and equipment operating states for the Filter Backwash Sequence are depicted on Table 4.1-6 of this document.

3.A.8.c
Packet Pg. 420 Attachment: RFP Response - Layne Christiansen (Equipping of Bath Well Potable Water Treatment Plant) February 7, 2023
TO: City Council
REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Second Amendment to Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape
RECOMMENDATION:

Staff recommends that the City Council authorize the City Manager to execute the Second Amendment to the Landscape and Irrigation Maintenance Agreement for Inland Empire Landscape in the amount of $117,372.00 annually for landscape and irrigation maintenance at the Mountain Avenue West Recharge Facility and various LLPD2 zones.

DISCUSSION:

On November 13, 2014, the City of San Jacinto City Council passed Resolution 3542, approving an interagency agreement with Eastern Municipal Water District (“EMWD”) to construct amenities around the Mountain Avenue West Recharge Facility retention basin for community use and then transfer those assets to the City of San Jacinto (“City”). In addition, EMWD agreed to provide funding to the City to maintain them for the next twenty years.

On January 3, 2023, the City approved Amendment No. 1 to the Mountain Avenue West Recharge Facility Interagency Agreement, which transferred the assets from EMWD to the City.

EMWD subsequently remitted the amount of $784,498.48 to the City as payment for the twentyyear operations and maintenance cost, as set forth in the 2014 Agreement.

On January 22, 2019, the San Jacinto City Council approved two contracts to provide landscape and irrigation maintenance to over 150 acres of parks, parkways, and City right-of-ways. One of the contracts was awarded to Inland Empire Landscape in the annual amount of $406,641.96, after a Request for Proposal (RFP) process conducted through PlanetBids. The contract was effective on March 1, 2019, for an initial three-year term with five possible one-year extensions.

City Council subsequently authorized the first one-year extension in February 2022. Between 2019 and 2022, the City executed a number of Addendums to the 2019 Agreement, authorizing additional work at various LLPD2 zones throughout the City as summarized below:
 Addendum #Z86SC1 (2019) – Zone 86 - Sanderson & Cottonwood - $3,000.00 per year  Addendum #GW1 (2019) – Grand Well – Grand & Industrial - $1,500.00 per year  Addendum #Z53OOC1 (2019) – Zone 53 – Old Oak Circle Park - $8,100.00 per year  Addendum #Z30A1 (2019) – Zone 30 – Almaden Park - $20,400.00 per year  Addendum #Z21ADR1 (2020) – Zone 21 Avenida Del Rio Park - $14,700.00 per year

3.A.9
Packet Pg. 421
 Addendum #Z49PP1 (2021) – Zone 49 – Pheasant Pointe - $20,736.00 per year  Addendum #Z27PRF1 (2022) – Zone 27 – Potter Ranch - $10,200.00 per year On January 17, 2023, the City Council authorized the First Amendment to the 2019 Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape to provide landscaping and irrigation maintenance services at Paseo Park, located in The Cove development, for the annual amount of $117,372.00.

As a result of Amendment No. 1 to the Mountain Avenue West Recharge Facility Interagency Agreement, the City is now responsible for the maintenance and operations of the Mountain Avenue West Recharge Facility. The City received a quote from Inland Empire Landscape for landscape and irrigation maintenance services in the amount of $50,016.00. Per §3.08.050(C) of the City of San Jacinto Municipal Code, this service does not require a formal bidding process as it is less than $100,000.00 and represents an expansion of services from a firm presently under contract to the City.

The proposed Second Amendment to the 2019 Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape represents both an expansion of services for the Mountain Avenue West Recharge Facility in the annual amount of $50,016.00, and memorializes previously approved Addendums in the annual amount of $78,606.00, bringing the annual notto-exceed value of the Agreement to $652,665.96.

Staff recommends that Council authorize the City Manager to execute the Second Amendment to the Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape to include the Mountain Avenue West Recharge Facility at an annual cost of $50,016.00 and incorporate the above-listed Addendums at an annual cost of $78,606.00 per year for a total annual cost of $652,665.96.

FISCAL IMPACT:

Funding for the various landscaping and irrigation maintenance areas listed in the Addendums is provided through LLPD2 Funds. LLPD2 zones generate individual funding and are levied annually via the Riverside County property tax roll. In essence, each zone’s budget is financially self-sustaining. All costs associated with LLPD2 zones were approved in the FY2022-2023 budget. Funding for the Mountain Avenue West Recharge Facility is provided by the $784,498.48 payment from EMWD for maintenance and operations.

There is no impact to the General Fund.

TO: City Council
REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Update on Artesia Main Water Line Emergency Replacement

RECOMMENDATION
Staff recommends that the City Council determine that the project is statutorily exempt from California Environmental Quality Act (CEQA) pursuant to Section 15269 (Emergency Projects) (b) as the activity is the emergency repair of the publicly owned service facilities (domestic water line) necessary to maintain service essential to the public health, safety or welfare as determined with the August 2, 2022, City Council Emergency Declaration; and, receive and file the report on the emergency replacement of the water main line on Artesia Street between N.

Jordan Avenue and N. Algona Avenue; and, determine that there is a need to continue the emergency action pursuant to San Jacinto Municipal Code §3.08.070(B)(1).

DISCUSSION
On August 2, 2022, the San Jacinto City Council authorized the emergency replacement of the water main line on Artesia Street between N. Jordan Avenue and N. Algona Avenue. Per San Jacinto Municipal Code §3.08.070(B)(1), the City Manager is required to submit a report at every regular City Council meeting until the emergency action is terminated.

Staff contacted six pipeline construction companies and has received preliminary estimates from two interested companies – Genesis Pipeline Construction and 4 West Pipeline Services. The scope of service includes the trenching and removal of 340 feet of existing pipe, installation of new C-900 pipe at 48 inches below grade, final connection of the new line, reconnection of service lines, backfilling the trench, and paving with 3 inch asphalt.

August 16, 2022 Update
The Engineering Department is finalizing the design and specifications to receive a more accurate bid. The proposals will be evaluated based on total cost, availability to begin work, and the contractor’s experience with similar projects.

3.A.10
Packet Pg. 442
September 6, 2022 Update
Public Utilities Staff identified one additional contractor, Taylor Underground, Inc., as having interest in bidding the project. The Engineering Department issued the final design and specifications on August 23 and Staff held a site walkthrough with all three contractors on August 30. All three contractors requested clarifying information regarding details in the design specifications. Staff is working with the Engineering Department to respond to the requests for information. Once the requests for information have been answered the contractors will submit final bids and Staff will proceed with vendor selection and project award.

September 20, 2022 Update
After providing the requested information, the City received revised bids from 4 West Pipeline, Inc. and Taylor Underground, Inc. Genesis Pipeline Construction declined to bid the project. The two proposals were evaluated for scope of work, availability, qualifications, and cost. Staff found that 4 West Pipeline’s scope of work was more detailed than Taylor Underground’s scope of work, though both proposals satisfactorily addressed the required services. Both firms also have similar qualifications and hold the appropriate credentials and licenses.

The cost proposals submitted are as follows:
4 West Pipeline, Inc.: $323,393.00
Taylor Underground, Inc.: $361,879.00
4 West Pipeline has indicated that they are able to order materials immediately after receiving a Notice to Proceed. Material ordering will take approximately three weeks, after which 4 West will mobilize to the project site and begin work. Taylor Underground did not indicate their availability to begin work.

Staff is currently working with the City Manager to confirm the vendor selection.

October 4, 2022 Update
Based on the criteria in the September 20, 2022 update, the City Manager has selected 4 West Pipeline, Inc. as the vendor for the project. The City Engineer and Engineering Department have assumed control of this project from Public Utilities. Contract documents have been prepared and sent to the vendor for execution.

October 18, 2022 Update
A pre-construction meeting was held on October 12, 2022 with 4 West Pipeline Inc., the San Jacinto Engineering Department, San Jacinto Public Utilities, RP General Construction (subcontractor), MEC, Inc. (subcontractor), and Inland Foundation Engineering (subcontractor).

All parties agreed that the Notice to Proceed will be issued with a project start date of October 17, 2022, pending the application for and approval of an encroachment permit. Working hours will be between 7:00am – 4:00pm Monday – Friday. Road access on Artesia Street will be restricted to residents and emergency services only. 4 West Pipeline, Inc. will notify residents at least 48 hours prior to any water service interruption and will limit service interruption to one day in length while service connections are tied into the new main line.

3.A.10
Packet Pg. 443
November 1, 2022 Update
4 West Pipeline, Inc. obtained its encroachment permit the week of October 17, 2022, mobilized on October 24, 2022, and began work on October 25, 2022. 4 West Pipeline, Inc. has a maximum of 60 working days to complete the project, with working hours of 7:00am – 4:00pm Monday – Friday. Road access on Artesia St. is restricted to accommodate residents and emergency services only. 4 West Pipeline, Inc. will notify residents at least 48 hours prior to any water service interruption and will limit service interruption to one day in length while service connections are tied into the new main line.

November 15, 2022 Update
4 West Pipeline, Inc. has removed and disposed of the old asbestos-concrete (AC) pipe from the previous road paving contractor. 4 West Pipeline Inc. has also completed the installation of the main replacement line and service lines on Artesia. A conflict with an existing natural gas line was found on Algona Ave, necessitating a minor adjustment to the water pipeline layout. Plans are being revised by the Engineering department to reflect this change.

December 6, 2022 Update
Work has been paused while the Engineering department finalizes the plan adjustment to accommodate for the existing natural gas line. Work is anticipated to resume the week of December 5.

January 3, 2023 Update
Engineering has finalized the plan adjustment to accommodate for the existing natural gas line and submitted to 4 West Pipeline for a change order quote. Change order quote is pending from 4 West Pipeline.

January 17, 2023 Update
Change order for the plan adjustment has been finalized by all parties. Installation and pressure testing will occur the week of January 16, followed by chlorination and disinfection of the new pipes. Final tie-in to the existing line is anticipated to occur the first week of February.

February 7, 2023 Update
Installation, pressure testing, chlorination, and disinfection of the new line was completed the week of January 23. Final inspections and tie-in to resident supply lines have also been completed. Contractor is currently backfilling the project area and preparing to repave the roads, at which time the project will be complete.

FISCAL IMPACT

3.A.10
Packet Pg. 444
There is no fiscal impact with regard to this update. On August 2, 2022, the City Council approved an appropriation of $600,000 in ARPA funds to cover the cost of the project. No additional expenditures are anticipated.

TO: City Council
REQUESTED BY: Tom Prill, Deputy City Manager
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Resolution No. 3963 – Amending San Jacinto Power Electric Generation Rates
RECOMMENDATION:

Staff recommends that the City Council:
1) Adopt Resolution No. 3963 amending San Jacinto Power electric generation rates effective February 21, 2023.

BACKGROUND:

San Jacinto Power (SJP) has been serving customers since 2018. An essential part of SJP’s operation is rate setting. A fundamental requirement in setting rates is to ensure sufficient revenue to cover SJP’s operating expenses and provide for reserves.

The proposed rates are designed to generate sufficient revenue to fund ongoing SJP operations and to build and maintain reserves. The proposed rates are set at a 3% discount when compared to Southern California Edison’s (SCE) current generation rates, including the Power Charge Indifference (PCIA) fee. As proposed, rates will increase SJP’s annual revenues by approximately $2.2 million in fiscal year (FY) 2023.

As the cost of energy increased in 2022, SJP absorbed a portion of the costs to provide relief to customers during a financially difficult year. SJP is proposing a generation rate increase to bring the cost of service back in line with the cost of power, while continuing to offer customers a discounted rate.

Wholesale electricity prices in California have increased significantly over the past year, driven by a power supply shortage from drought conditions and natural disasters, COVID-19 disruptions, and inflation. The increased cost associated with power supply is affecting all loadserving entities, including Community Choice Aggregators, such as SJP, and investor-owned utilities, such as SCE.

While all IOUs and CCAs are experiencing increased power supply costs requiring generation rate increases, SCE also had an under-collection of $980 million in 2022. SCE’s 2022 generation rates were insufficient to cover its power supply costs throughout the year.

4.1 Packet Pg. 446
SJP’s proposed rates will go into effect on February 21, 2023, and will result in an average $0.042-kilowatt-hour increase for the average household, while maintaining a cost savings for SJP customers.

As proposed and listed in the resolution, the adjusted SJP rates have been developed to meet the goal of the City Council to provide cost savings to its customers while generating sufficient revenues to cover all operating costs and fund reserves to provide financial and rate stability to the program. The rates provide a savings compared to SCE’s current energy generation rates of 3%. In addition, SJP continues to offer its customers an option to opt up to 100% renewable energy product at an additional monthly cost.

FISCAL IMPACT:

The rates as proposed generate sufficient revenues to cover the costs of the program.

TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: San Jacinto Ave. & Shaver St. Traffic Signal Installation & Signal Interconnectivity between Seventh
RECOMMENDATION:

Staff recommends that the City Council approve the plans and specifications for the San Jacinto Avenue and Shaver Street Traffic Signal Installation and Signal Interconnectivity between Seventh Street and Esplanade Avenue Project (CIP 19-001); Award the construction contract to Elecnor Belco Electric, Inc., for the sum of $789,446; Allocate 10% of the bid amount for soft costs and 10% for construction contingencies; Reject all other bids; Authorize the City Manager to execute the construction contract; and Allocate an additional $378,657 from Measure A to the project.

DISCUSSION:

Over the past several years, the City’s Engineering team has completed the warrants for the proposed traffic signal and has been in the process of purchasing necessary right-of-way to install the new signalization and complete the project. The right-of-way acquisition and approval from CalTrans hurdles are now complete, and the project is moving forward.

The project involves the installation of a traffic signal at Shaver Street and San Jacinto Avenue, as well as street improvements and the installation of sidewalk to accommodate the new traffic signal. Traffic signal modifications to the traffic signals at the intersections of San Jacinto Avenue and Seventh Street, and San Jacinto Avenue and Esplanade Avenue, are included in the project. Construction is planned to begin March 2023, and 90 working days have been allocated to complete the project.

On January 19, 2023, six bids were opened via Planet Bids for the San Jacinto Avenue and Shaver Street Traffic Signal Installation and Signal Interconnectivity between Seventh Street and Esplanade Avenue Project. Bids ranged from $789,446 to $1,108,352. Elecnor Belco Electric, Inc. submitted the lowest bid.

The City Engineer reviewed the proposal and found it to be responsive and responsible to the bid package. The City Engineer’s Office has contacted the Contractor’s references, and all references responded that the contractor’s work was satisfactory.

The project’s available budget is $568,679, $467,280 of which is funded by Federal Grant funds, and $101,399 is funded by Highway 79 funds. To cover the expenditures, including

5.1 Packet Pg. 464
contingencies and soft costs, Staff recommends that the City Council authorize an additional $378,657 from Measure A fund to the project budget. Funding is available to cover the cost of the project.

Staff recommends that the City Council approve the plans and specifications, award the project to Elecnor Belco Electric, Inc., reject all other bids, and authorize 10% of the bid amount for construction contingencies, and 10% of the bid amount for soft costs (inspection, contract administration, survey, geotechnical testing), and authorize the City Manager to execute the construction contract.

FISCAL IMPACT:

Funding
Budget $ 790,786
Lifetime-to-Date Expenditures $ 222,107
Adjusted Budget $ 568,679
Costs
Construction Contract $ 789,446
Soft Costs $ 78,945
Contingences $ 78,945
Construction Contract Total $ 947,336
Additional Measure A Funds Required $ 378,657
Award of the contract requires City Council approval of a $378,657 appropriation from the Measure A Fund. Adequate funds are available in the Measure A Fund to cover the additional project costs. This project will have no impact to the General Fund.
