The proposed Project would not result in a VMT related impact, and therefore a TDM Plan is not required. The proposed project units are for sale units that would be managed by a HOA; therefore, the

project providing discounted monthly transit passes to residents would not be sensible. Future tenants of

the proposed commercial/retail space would be encouraged to provide employees with discounted

monthly transit passes;

however,

that would be at the discretion of the tenant. Due to the shared parking

agreement for the project site, as required by the City, the project does not designate car-share, carpool,

vanpool and/or park-and-ride spaces; however, such could be provided with direction from the City. The

project would provide pedestrian connections throughout all uses on-site and connection to adjacent

sidewalks and existing roadways. The project would provide communal bicycle parking, and all living units would provide bicycle storage and showers. Telecommuting is

resident and tenant-based but

Analysis

CAP Checklist Step 1: Land Use Consistency
Item No. 3. For projects not consistent with the existing General Plan land use designation, does the project include a General Plan Amendment that would generate GHG emissions equal to or less than estimated emission generated under the existing designation? Response. Yes, the project would generate GHG emissions equal to or less than estimated emission generated under the existing designation as detailed below.

The northern portion of the project site includes 1.63 acres of exiting vacant light industrial zoned l and, while the remaining portion of the total 10.5-acre project area is zoned Mixed-Use 1 (MU-1) and built with an existing 63,484 SF of restaurant uses. For this analysis, and per City guidance, the existing parcels would be modeled based on the alternati ve project utilized in the Fiscal Impact Study (DTA 2023) for the project, which includes: 173-unit townhomes, 10,400 square feet of commercial retail, is 28,436 square feet of office building and 133 parking spaces. CalEEMod default values were utilized f or alternative project land uses to develop representative emissions. The proposed project plans to develop 202 multi- family residential units , and 10,400 sf of commercial retail uses with associated parking spaces, and landscaping within the 10.5-acre project site . In response to Item No. 3, GHG emissions from construction and operation of the proposed Fiscal Impact Study alternative are compared with the proposed construction and development of the Project within the SPA .

Table 1, Estimated Operational Greenhouse Gas Emissions, provides estimated GHG emissions from both the Existing Land Use and Proposed Land Use Scenarios of the 1.63 area development area .
