1. Question: What is the Engineer's Estimate?
Ori inal Res onse: The City does not release its engineer's estimate during the active bidding phase, but will make the estimate available at the time of bid opening. Bidders should not rely on any estimate in preparing their bid and remain solely responsible for independently verifying all quantities, conditions, and costs necessary to submit a comprehensive bid.

U dated Res onse: To provide bidder's with additional information for bonding purposes, the City has elected to provide the engineer's estimate. The engineer's estimate for this project is:

Base Bid: $1,000,000 - $1,250, 000
Additive Alternate 1: $95. 000 - $115, 000
Additive Alternate 2; $575, 000 - $700. 000

2. Question: Will a bid bond form be provided, or is it acceptable to submit the bid with a standard surety/bond form?
Ori inal Res onse: There is a standard form listed under "Bid Bond Form" in the documents tab, previously named "Performance Bond", that can be used. If your form is similar to the one provided, you can use that form in place of this one.

3. Question: Please clarify the deadline for delivery of the original Bid Bond. Part 1 , Page 2 of the Specifications (PDF page 7) states that the original Bid Bond must be received by the City no later than three (3) business days after the Bid Opening Date by 1:00 p.m. However, Page 2 of the Bid Bond Form states that the original Bid Bond must be received by the City no later than 1 ;00 p. m. on the Bid Opening Date. Please confirm which deadline applies for delivery of the original Bid Bond.

Ori inal Res onse: I have updated the Bid Bond Form with the language that matches the Part 1, Page 2 of the Specifications. The correct language is allowing three (3) days after the bid opening date by 1:00 p.m. Thank you!

4. Question: Contract states 60 calendar days for completion and Special Provisions states 90 calendar days for completion. Please confirm how many days for completion of the project.

Ori inal Res onse: The correct amount is 90 calendar days. We have updated the Contract to match the 90 calendar days in the Special Provisions.

Page 1 of 2 ends

369

5. Question: How many working days for the time for completion? On inal Res onse: 90 Calendar Days

6. Question; Are the bid forms included in the recalled specifications still valid for use when submitting the bid?
Ori inal Res onse; All bid forms are available in separate documents on the documents tab.

The Bid 0 enin Date has not chan ed. Bid proposals will be received electronically via the City's eprocurement portal, PlanetBids, until 2;00 m Monda Se tember 28 2026 ("Bid Opening Date"), a[which time they will be electronically opened, read and publicly available on PIanetBids.

Approve a Resolution Adopting the
Guiding Principles for the Sand City 2050
General Plan Update
431
City of Sand City

STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Vibeke Norgaard, City Manager, Nicholas McIlroy, AICP, Planning Manager, and Brian Foucht, AICP, EMC Planning Group
SUBJECT: Adoption of Sand City’s 2050 General Plan Update Guiding Principles DATE: October 20, 2026
_______________________________________________________________________ A. OVERVIEW OF GUIDING PRINCIPLES
The City is updating its General Plan through the Sand City 2050 General Plan Update (GPU). The Guiding Principles are the foundation of this update. They set the direction for the policies, land use decisions, and programs that will follow in the GPU.

The draft Guiding Principles build on the City's recent planning efforts, including the Vibrancy Plan (2019), the Sustainable Transportation Plan (2021), the West End Parking Plan (2023), and the 6th Cycle Housing Element (2024). Staff and the City's consultant, EMC Planning Group (EMC), drew from these adopted plans and from prior community input to draft ten Guiding Principles. The draft principles were then brought to the community through a workshop and a survey to confirm they reflect community priorities before they are carried forward into the GPU.

The ten draft Guiding Principles, as originally presented to the community, are:

1. Foster a Vibrant Mixed-Use Community

2. Celebrate Sand City's Arts and Creative Identity

3. Expand a Diverse Mix of Housing Types and Affordable Housing Opportunities

4. Create a Safe and Connected Multimodal Transportation Network

5. Support Walkability and Livable Neighborhoods

6. Protect Coastal Resources and Expand Public Access

7. Sustain and Strengthen Sand City's Retail and Commercial Hub

8. Honor Sand City's Industrial Heritage While Nurturing the West End's Evolution

9. Manage Parking Strategically to Support a Growing District

10. Promote Sustainable and Livable Development
432
B. GUIDING PRINCIPLES WORKSHOP
On August 26, 2026, staff held a community workshop to review the draft Guiding Principles with residents, business owners, and other stakeholders. Workshop participants provided valuable feedback on the draft principles. Staff has compiled those redline edits below, organized by principle. The full redlined document is attached to this report.

Principle 1: Foster a Vibrant Mixed-Use Community
• Added language to extend the mixed-use focus beyond the West End to include the coast and the northern commercial areas of Sand City.

Principle 2: Celebrate Sand City's Arts and Creative Identity • No changes proposed.

Principle 3: Expand a Diverse Mix of Housing Types and Affordable Housing Opportunities
• Added "affordable artist housing" to the list of housing types. • Added flexible live/work spaces that let residents craft, create, and sell in the same location.
• Workshop comment: housing should work for artists and be affordable for artists.

Principle 4: Create a Safe and Connected Multimodal Transportation Network • Added a sentence supporting infrastructure improvements that enhance the safety and appearance of public streets and corridors.
• Workshop comment: address safety and underground utility poles.

Principle 5: Support Walkability and Livable Neighborhoods • Title revised to "Support Walkability and Healthy, Connected Neighborhoods." • Added language tying walkability to the health and longevity of residents. • Added language making streets and public spaces welcoming and accessible to people of all ages and abilities.
• Workshop comment: beautification, health, and longevity.

Principle 6: Protect Coastal Resources and Expand Public Access • Added corridor linkages language in reference to wildlife habitat connectivity.

Principle 7: Sustain and Strengthen Sand City's Retail and Commercial Hub • Added language on community stewardship, property maintenance, and reinvestment to protect the corridor's quality and completeness.
• Added social and gathering spaces to the list of visitor-serving uses. • Added a new sentence supporting local businesses through incentives, local preference policies, and business incubation programs.
433
• Workshop comment: code enforcement, social gathering spaces, incentives for businesses, local preference, and business incubation.

Principle 8: Honor Sand City's Industrial Heritage While Nurturing the West End's Evolution
• Added maritime industries and canneries to the description of the City's industrial legacy.
• Added maker spaces and flexible spaces to the list of uses to encourage in the West End.
• Added a new closing sentence on celebrating the City's industrial and maritime heritage through public art, signage, city facilities, and community focal points. • Workshop comment: highlight the industrial character through design, similar to the San Francisco Bayview neighborhood. Reference the City's maritime, fishing, and cannery history in city signage and facilities.

Principle 9: Manage Parking Strategically to Support a Growing District • Title and scope broadened to "Invest in Infrastructure and Public Amenities to Support a Growing District," with parking management as one part of a broader infrastructure and amenities principle.
• Added new language on planning for and investing in infrastructure, amenities, and services needed to support the City's growth.
• Added a closing sentence on keeping public amenities, facilities, and services in pace with new development.
• Workshop comment: broaden this principle citywide and cover infrastructure needs for a growing city.

Principle 10: Promote Sustainable and Livable Development • Added "resiliency" alongside environmental sustainability. • Workshop note: add safety to this principle. This has been incorporated into the final principle language.

C. SURVEY SUMMARY
Olivia Sample, Consulting Planner with EMC Planning Group, compiled the results of the Guiding Principles Community Survey (7 total respondents representing a mix of residents, workers, business owners, and regular visitors).

Overall, 6 out of 7 respondents indicated that the draft Guiding Principles reflect their vision “very well” (3) or “somewhat well” (3), with one neutral response. 434
The figure above shows responses to the question asking respondents to identify their top-priority Guiding Principles. Coastal resource protection and public access drew the strongest support as a top priority (6 of 7 respondents), followed closely by walkability and public spaces (4 of 7). Mixed-use economic vitality and sustainability/livability tied for the next tier (3 of 7 each), while arts and creative identity was prioritized by two respondents.

When asked which principles need more attention or clarification (Question 5), coastal protection and sustainability / livability again stood out, while housing affordability, arts, and mixed-use vitality were each flagged by roughly 28% of respondents. Hard-copy responses reinforced coastal access as a top priority and echoed the desire for an expanded arts and maker community.

D. STAFF ANALYSIS
The draft Guiding Principles reflect the priorities identified in the City's recent plans and in past community input. The workshop redlines summarized in Section B refine and strengthen the principles. They do not change their overall direction as general, broad stroke direction for the more in-depth general plan update. Common themes across the redlines include a stronger emphasis on artists and maker spaces, health and accessibility, infrastructure and amenities, and the City's industrial and maritime heritage.

The survey results support the direction of the workshop redlines. Coastal resource protection is ranked as the top community priority, which supports keeping Principle 6 focused and strong even though no substantive workshop redlines were proposed for it.

The strong survey support for walkability and public spaces supports the workshop's

expansion of Principle 5 to address health, longevity, and accessibility for all ages and abilities. The survey's consistent desire for an expanded arts scene supports the workshop's addition of affordable artist housing and maker and flexible spaces in Principles 3 and 8. Sustainability and livability was a top-tier priority in the survey, which supports Principle 10's addition of both safety and resiliency to coastal and other natural hazards.

Based on this alignment between the workshop redlines and the survey results, staff recommends that the City Council adopt the Guiding Principles as presented in the attached Final Guiding Principles, which incorporate the workshop redlines summarized in Section B. The attached Draft Resolution gives staff discretion to make minor, nonsubstantive edits to the Guiding Principles as necessary prior to their incorporation into the General Plan Update.

E. CEQA RECOMMENDATION
The Guiding Principles are a policy framework and do not commit the City to any specific project. Consistent with CEQA Guidelines Section 15378, adoption of the Guiding Principles is not a project under CEQA, and no further environmental review is required at this stage.

F. FISCAL IMPACT
There is no fiscal impact associated with this item. All work is covered under the City's existing contract with EMC for the General Plan Update.

G. STAFF RECOMMENDATION

1. Staff recommends that the City Council adopt a resolution approving the Sand City 2050 General Plan Update Guiding Principles, incorporating the workshop redlines and refinements described in Section D.

CITY OF SAND CITY
Sand City 2050 General Plan Update
Guiding Principles Community Survey: Results and Write-Up Survey Write-Up
Guiding Principles Community Survey (7 respondents): This smaller but engaged sample included a mix of residents, workers, business owners, and regular visitors. Overall, respondents supported the draft Guiding Principles, with 100 percent indicating that the principles reflect their vision either “very well” or “somewhat well.” Coastal resource protection and public access drew the strongest support as a priority, cited by 6 of 7 respondents, followed by walkability and public spaces. Mixed-use economic vitality and sustainability and livability tied together. Arts and creative identity were also named among the top principles by a meaningful share of respondents, reinforcing the arts and culture theme seen in other engagement methods. When asked which principles need more attention or clarification, coastal protection again stood out, alongside sustainability and livability, and a roughly even split flagged housing affordability, arts and creative identity, and mixed-use vitality as needing further definition.

In addition to the digital survey, the City also received hard copy responses to the Guiding Principles Community Survey.

Respondents in the hard copy responses expressed a strong emphasis on access to coastal resources, reinforcing this as a top priority across both survey formats. Written responses also showed a desire for an expanded arts scene in the city, further supporting arts and creative identity as a consistent community value throughout the engagement process.
