RE
COMMENDATION:

S
taff recommends that the City Council:

1. A
pprove a purchase agreement with Gibbs International for the purchase of a 2022 International MV607 dump truck; and Authorize the City Manager to sign the purchase documents on behalf of the City.

2. Adopt Resolution No. 2025-65 approving a budget amendment in the amount of $100,500.

E
XECUTIVE SUMMARY:

S
taff requests that the City Council approve the purchase of a 2022 International MV607 dump truck from Gibbs International. The City will purchase the dump truck for $100,055.79. The FY 2024-2025 budget had funds appropriated for the purchase of the dump truck to be evenly split amongst the Water, Wastewater, and Streets, Parks, and Facilities divisions. Staff was unable to complete purchase in the year it was budgeted, therefore staff also requests to adopt resolution to reappropriate the unused funds in current fiscal year.

BACKGROUND:

The purchase of an International MV607 dump truck is a strategic investment that will be utilized to enhance efficiency in operations among the different divisions in Public Works. Having a more modern and capable dump truck will provide staff peace of mind that they can reliably accomplish their tasks .

Currently, the City owns (3) three dump trucks: (1) one that has a manual transmission and requires a Class B license limiting which staff can drive it with the other two trucks that are over (40) forty years old and in disrepair. With the purchase of this unit, we have it serviced locally at Gibbs International in Fresno with an option for mobile service for our convenience.

Staff researched several leading dump truck providers including Gibbs International, PB Loader, and Herc Rentals. Public Works staff meticulously reviewed the specifications of each dump truck and obtained pricing by requesting quotes from each vendor. Pricing, specifications, and options were all considered in determining which dump truck had the best value. After engaging with the vendors and allowing Public Works staff to view dump trucks in person, staff recommend the International MV607 dump truck as the best choice and best value for the City and our team.

The dump truck will be used for a variety of applications such as hauling large pieces of equipment, hauling heavier items that our smaller fleet cannot haul, sand, mulch to the parks , cold mix and hot mix, road grindings. For larger jobs, it will also be utilized when repairing and working on water mains and water service lines. The dump truck will haul away the spoils of the repair (such as asphalt, dirt, and muck) from the job site to a dedicated spoils area and then it will be used to load up fresh material (such as sand, base rock) to deliver back to the job site. The larger pipes will require staff to remove and backfill larger volumes of material, and the dump truck will permit us to perform this task in a more safe and timely manner. In addition, the dump truck can be used to haul equipment to the job site. This versatility makes it an essential asset to the department.

The International MV607 has a Cummins B6.7 engine paired with an automatic Allison 2500RDS transmission which have a track record for their dependability. The automatic transmission paired with the vehicle’s GVWR of 26,000 means more staff are able to drive it and they won’t be required to have a commercial driver’s license to operate it. This unit currently has an eighteen foot dry van box that Gibbs International will allow us to keep which we can repurpose for storage at the City Yard. In the dry van box’s place will be a brand new Scelzi 5/7 yard dump body which will provide the necessary amount of space to carry o ut operations. By investing in a newer dump truck with options such as side -drop down ladders, tool storage behind the cab, and a solid pivot gate, we can allow staff to easily maneuver up and down, have easy access to their tools, and have the dump truck tailored to the needs of staff. This dump truck also features air suspension which will reduce driver fatigue and wear on the tr uck, a better load distribution, and allow for adjustable ride height for uneven terrain or varying dock heights for loading/unloading. This will all result in increased efficiency among the different divisions, and a boost in staff morale knowing they have a vehicle that will perform . The International MV607 dump truck will greatly enhance the capabilities of the Public Works Department and will provide a valuable service to the community for many years to come.

REASON FOR RECOMMENDATION:

Currently, the City is relying on an outdated and dilapidated fleet in which we cannot fully perform necessary duties. By investing in a newer dump truck with fewer driver restrictions, we can have increased efficiency in operations which will result in a much more cost-effective approach.

FISCAL IMPACT:

The FY 2024-2025 budget had existing appropriations in the Water (#611-070-401-7230), Wastewater (#621-070-501-7230), and Disposal (#631-070-601-7230), to be split evenly for the purchase of a dump truck. The total cost of the International MV607 dump truck from Gibbs International is $100,055.79.

Public Works did not have enough time to purchase the dump truck in FY 2025-2026 so we are requesting budget amendment to re-appropriate those unused funds enabling us to purchase it in the current fiscal year.

ALTERNATIVES:

Do not approve the purchase. Staff will continue to use dump trucks that aren’t fully functional, that require licensing staff does not possess.

ACTIONS FOLLOWING APPROVAL:

Once approved the City Manager will sign the sales contract on behalf of the City. The expected time of delivery for the International MV607 will be two to three weeks from date of order.

Appr
ove acceptance of the 2021 to 2023 Homeland Security Grant Program additional allocation in the amount of $12403 for purchase of 45 Kenwood Police Radios in the 2023/24 FY and approve Resolution No.2025-66 to approve the 2023/2024 FY Budget amendment for the funds.

E
XECUTIVE SUMMARY:

E
very year the Homeland Security Grant Program allocates non- matching grant funds for local Police Departments. The grant cycle is for the FY 202 3. But in 2024 we combined FY 21, 22, and 23 to offset the cost of the purchase of our much -needed Police Radios (already purchased in 2024 and previously approved by Council and COC on 12 -21-23). On July 22, 2025, I was contacted by our Grant Contact at Cal OES and advised they have an additional $12,403 they can give us that meets the

\\nas1\shared\Forms & Templates

specifications of our project (which was the radios we purchased). We are requesting to accept additional funds for reimbursement for the radios ; total cost was $47,571.03 (45 total Radios) . These grant funds are very specific and must fit a certain criterion. Once accepted, the funds can offset the original cost or purchase additional radios . The use of the funds for radio purchase would greatly enhance our interoperability with allied agencies.

BACKGROUND:

The Homeland Security is allocated from the Fresno County Approval Authority, which divides funds amongst various police departments throughout the County of Fresno. The Fresno County Approval Authority allocated $15,000 to the City of Sanger for the FY 2021,22,23 (five thousand per year). The purchase was made previously, approved by COC and Council, and the products just arrived on 5-23-24, which accounts for the delay in the invoice. This is a reimbursement grant so we could not apply or collect without proof of payment. Since the purchase has already been made, these additional funds we have been offering fit with our project.

REASON FOR RECOMMENDATION:

These funds will help offset the costs associated with the purchases. This purchase totaled $47,571.03 and accepting the total available funds of $12,403 will reimburse a significant portion of those costs or go to the purchase of more radios.

FISCAL IMPACT:

None. $12,403 from Cal OES will partially reimburse the prior expenditure of $47,571.03, previously approved by Council and COC (12-21-23).

ALTERNATIVES:

If these funds are declined, the City will not receive additional reimbursement from Cal OES for the $47,571.03 spent and approved by Council and COC (12-21-23).

ACTIONS FOLLOWING APPROVAL:

Upon acceptance of the additional reimbursement funds, the City will be reimbursed by the Homeland Security Grant Program 21-23 in the amount of $12,403.

RESOLUTION NO. 2025-66

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANGER APPROVING A 2023/2024 BUDGET AMMENDMENT FOR THE ACCEPTANCE OF THE CALIFORNIA

HOMELAND SECURITY GRANT FUNDS

WHEREAS, the City of Sanger Annual Budget requires amendments to adjust the estimated revenues and appropriations to reflect the City’s financial plan; and

WHEREAS, the annual budget contains the estimated revenues and appropriations necessary to implement the City Council’s policies, goals and objectives; and

WHEREAS, during the fiscal year, unforeseen circumstances, changed economic conditions or spending priorities may require budget adjustments; and

WHEREAS, the City of Sanger Police Dept. has received an allocation from FY 2021, 2022, and 2023 State Homeland Security Grant program in the amount of $ 15,000 for the purchase of equipment made in 2023/2024 FY; and is being given an additional $12,403 for the same purchase from the same grant; and

WHEREAS, the City Council of the City of Sanger does hereby find that it would be in the best interest of the City to revise the estimated revenues and appropriations and a budget amendment for FY 2023/2024 appropriating the funds in the amount of $12,403 is necessary to reimburse the City for the purchase of the 45 Kenwood Police Radios that are necessary police equipment.

NOW THEREFORE, IT IS HEREBY RESOLVED, that the City Council of the City of Sanger, State of California;

1. Annual budget for FY 2023/2024 be amended as set forth in exhibit “A” for Revenue Adjustments and for Appropriation Adjustments which are attached hereto and incorporated herein by reference and are hereby approved, and the Finance Director is hereby authorized and directed to record the appropriate accounting entries.
