Hi Derek,

Thank you for the request for an informal review of this project.

The District has reviewed the draft IS/MND for the “Serenade II – Tentative Tract Map No. 6531 Project” from the City of
Sanger and offers the following comments:

1. Based on the information provided to the District, Project specific annual criteria pollutant emissions from construction and operation are not expected to exceed any of the significance thresholds as identified in the District’s Guidance for Assessing and Mitigation Air Quality Impacts (GAMAQI):
https://ww2.valleyair.org/media/g4nl3p0g/gamaqi.pdf

2. The District reviewed the Health Risk Assessment and confirmed that the Project is not expected to have a significant health impact on nearby sensitive receptors.

3. The District has reviewed the information provided and has determined the project size is below the District Rule 9510 (Indirect Source Review), section 2.1 applicability threshold of 50 dwelling units for residential development. Therefore, District Rule 9510 requirements and related fees do not apply to the Project.

Please let me know if there are any questions.

Thank you,
Matt Crow

RE: MITIGATED NEGATIVE DECLARATION FOR THE SERENADE II – TENTATIVE TRACT MAP NO. 6531 PROJECT DATED SEPTEMBER 12, 2025, STATE CLEARINGHOUSE # 2025090619
Dear Jaymie Brauer,
The Department of Toxic Substances Control (DTSC) reviewed the Mitigated Negative Declaration (MND) for the Serenade II – Tentative Tract Map No. 6531 Project (Project).

The Project proposes a 48-lot single-family residential subdivision (TTM 6531) at approximately 5,000 square feet per lot, located within the city limits of the City of Sanger. On- and off-site improvements including internal circulation roads, interior local streets, curb, gutter, sidewalk, and landscaping are proposed as a part of the Project.

DTSC recommends and requests consideration of the following comments:

1. When agricultural crops and/or land uses are proposed or rezoned for residential use, several contaminants of concern (COCs) can be present. The Lead Agency shall identify the amounts of Pesticides and Organochlorine Pesticides (OCPs) historically used on the property. If present, OCPs requiring further analysis are dichloro-diphenyl-trichloroethane, toxaphene, and dieldrin. Additionally, any level of arsenic present would require further analysis and sampling and must meet approved local area baselines or thresholds. If they do not, remedial action must 218

take place to mitigate them below those thresholds. Additional COCs may be found in mixing/loading/storage areas, drainage ditches, farmhouses, or any other outbuildings and should be sampled and analyzed. If smudge pots had been routinely utilized, additional sampling for Polycyclic Aromatic Hydrocarbons and/or Total Petroleum Hydrocarbons may be required. These recommendations should be adhered to and become part of the environmental document. Please refer to the DTSC’s Human and Ecological Risk Office (HERO) webpage for the most recent guidance and screening levels.

2. DTSC recommends that all imported soil/fill material should be tested to assess any COCs meet screening levels as outlined in DTSC's Preliminary Endangerment Assessment Guidance Manual. Additionally, DTSC advises referencing the DTSC Information Advisory Clean Imported Fill Material Fact Sheet if importing fill is necessary. To minimize the possibility of introducing contaminated soil/fill material there should be documentation of the origins of the soil/fill material and, if applicable, sampling be conducted to ensure that the imported soil/fill material are suitable for the intended land use. The soil sampling should include analysis based on the source of the soil/fill and knowledge of prior land use.

DTSC would like to thank you for the opportunity to comment on the MND for the Serenade II – Tentative Tract Map No. 6531 Project. Thank you for your assistance in protecting California’s people and environment from the harmful effects of toxic substances. If you have any questions or would like clarification on DTSC’s comments, please respond to this letter or via our CEQA Review email for additional guidance.

Sincerely,

Dave Kereazis

While current capacity of the City water system has been determined insufficient by this standard, multiple capital improvement projects are currently funded and are being implemented by the City of Sanger in order to improve the system to a point of sufficiency. It is anticipated that a combination of the above-planned projects will result in the improvement of the water system to a point of sufficiency to serve the proposed project. Plans for these requirements shall be included in the construction plan set and shall be submitted to and approved by the City Engineer.

2. The City of Sanger is an MS4 and is regulated under the Water Quality Order NO. 2013-0001-DWQ and NPDES General Permit No. CAS000004. Developer is required to comply with all requirements of the Permit, including Post-Construction Standards. Developer’s engineer shall submit calculations confirming that development will meet Post-Construction Standards with the grading plan for review by the City Engineer.

3. The Project Site is located within the Southwest Drainage Area of the Sanger Storm Drain Master Plan (SDMP), and the master -planned basin has been offered for dedication with construction initiated by the Developer of Tract 6431 to the west. The SDMP indicates the following master- planned pipeline facilities within the Project Area:
