You recommend that a finding of no historic properties be applied to this undertaking, since the property identified as SAA W #1 is located within the "indirect APE," and that the project, which involves the construction of a 16'-0" high concrete wall, 517 feet long within the Orange County Transit Authority right of way, will not alter any of the characteristics that define the property .This finding is based on the premise that the proposed Art Wall lies outside the physical boundary of SAA W # 1, and that none of the buildings and structures within the property will be altered or damaged from the construction activities associated with the wall. Taking the nature of the undertaking into account along with the project's APE, I concur with your finding of no historic properties affected.
