Open Space Pickup Truck and Facilities Pickup Truck
The City's Parks Planning and Open Space Division uses pickup trucks to maintain the City's over 13,000 acres of open space and miles of trails. During the Fiscal Year 2024-25 annual budget process, the City Council authorized the procurement of a replacement truck for the Open Space function. The existing truck has been in service for over 17 years, has over 135,000 miles, and has exceeded its useful life. Due to changing environmental regulations pertaining to pickup trucks of this type requiring additional research, the funds for this purchase were continued to Fiscal Year 2025-26.
The City's Facilities Division uses pickup trucks to transport equipment, tools, and supplies to City facilities. One of these vehicles was involved in an accident and deemed inoperable; therefore, staff is recommending replacement of the vehicle. The City's insurance has offset the cost to replace the vehicle. Upon approval of the recommended action, adequate funds will be available in the Vehicle Replacement - Automotive Equipment account.
An invitation to bid was published and circulated via the City's e-procurement system BidNet on June 5, 2025. The City transmitted the solicitation to 704 vendors on BidNet and local dealerships, of which 48 downloaded materials. Seven bids were submitted by the deadline and opened on July 7, 2025. The results of the bids are shown below:
Company Location Bid Amount
Puente Hills Ford Industry, CA $117,901
Premier CDJR of Buena Park Buena Park, CA $122,486
Victorville Chevrolet & Cadillac Victorville, CA $127,487 Peoria Ford Peoria, AZ $130,229
Magic GMC Cadillac Santa Clarita, CA $138,539
Elk Grove Auto Sacramento, CA $153,533
One Nation Distribution LLC Volant, PA $229,382
Puente Hills Ford was deemed non-responsive for failing to include required components of the bid specifications, while Premier CDJR of Buena Park and Victorville Chevrolet were deemed non-responsive for omitting required specification sheets.
In accordance with the City’s Support of Local Business policy, local businesses may match the lowest responsive bid if their submitted bid is within 10% of that amount. Magic GMC Cadillac declined the opportunity to do so.
Staff recommends awarding the purchase to Peoria Ford, the lowest responsive bidder. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete.

CITY MANAGER APPROVAL:
DATE: August 26, 2025
SUBJECT: CONTRACT AMENDMENT WITH HTEC FOR BUS HYDROGEN
REFUELING STATION CONSULTING AND PROJECT
MANAGEMENT SERVICES
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar
RECOMMENDED ACTION
City Council:
1. Extend the existing contract with Hydrogen Technology & Energy Corporation (HTEC) for Bus Hydrogen Refueling Station Consulting and Project Management services to March 31, 2026 and authorize an increased expenditure authority in the amount of $74,655, plus a 10- percent contingency of $7,465, for a total increase of $82,120 and a revised contract not to exceed $482,410.
2. Appropriate one-time funds in the amount of $82,120 to expenditure account 7003702- 516101, and increase Miscellaneous Federal Grants Revenue account 700-442409 by $82,120.
3. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.
BACKGROUND
In December 2018, the California Air Resources Board adopted the Innovative Clean Transit (ICT) regulation. The ICT regulation requires all public transit agencies to transition to a 100- percent zero-emission bus fleet by 2040. Beginning in 2029, all new bus purchases by transit agencies must be zero-emission buses. The ICT regulation applies to all transit agencies that own, operate, or lease buses with a gross vehicle weight rating greater than 14,000 pounds and includes standard, articulated, over-the-road, double-decker, and cutaway buses.
13 Packet Pg. 231
In preparation for this transition, staff determined that hydrogen-fuel cell buses are the best option currently available to meet the needs of the City of Santa Clarita (City). This determination was based on range, need for additional infrastructure, and long-term operating costs.
At the December 14, 2021, City Council meeting, following a Request for Proposals process, City Council awarded a contract to Hydrogen Technology & Energy Corporation (HTEC, formerly Zen and the Art of Clean Energy Solutions, Inc.) to provide expertise in hydrogen infrastructure and professional services in support of the Transit Hydrogen Fueling Infrastructure, project F1026. HTEC and its subcontractor, The LeFlore Group, have continued to provide the City with crucial assistance in support of this project.
As the project has progressed, City staff has identified the need for, and relied on, HTEC to provide additional specialized services. To support these efforts, staff is requesting an extension of the HTEC contract to March 31, 2026 and an increase of $74,655, plus a 10 percent contingency of $7,465, for a total of $82,120, bringing the revised contract total not to exceed $482,410. These services include participation in design reviews and Hazard and Operability sessions, pre-construction readiness reviews, monitoring work progress, documenting and maintaining project risk logs and tracking, and verifying compliance with project specifications and standards. Additionally, HTEC will be assisting the City by developing the station commissioning plan, conducting a Pre-Startup Safety Review, confirming all functional and performance qualifications of the hydrogen station are met, and reviewing and validating that hydrogen produced by the City’s new station meets national hydrogen fueling standards.
The hydrogen production and fueling station is scheduled for substantial completion in December 2025, with project closeout in early 2026. Amending the contract with HTEC will ensure that the City has continual project management and hydrogen expertise support throughout the life of the project.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The total cost of this project, including contingency, is $482,410 and does not impact the General Fund. Federal Transit Administration grant funds are available to cover 100 percent of the cost.
This requires a one-time appropriation of funds to account 7003702-516101 in the amount of $82,120.

4. Authorize the City Manager or designee to execute all contracts and associated documents subject to City Attorney approval.
BACKGROUND
To ensure the continued cleanliness, hygiene, and readiness of all City-owned and operated facilities, the City of Santa Clarita (City) requires ongoing janitorial services. These services are essential to maintaining sanitary conditions and providing a safe, welcoming environment for the public.
14 Packet Pg. 233
The City contracts with Servicon Systems, Inc. (Servicon), to perform routine cleaning services across its facilities. These services are typically conducted during evening hours when facilities are unoccupied, minimizing disruption to daily operations. The responsibilities of the contracted janitorial personnel include, but are not limited to, emptying trash and recycling receptacles, dusting surfaces, cleaning glass partitions and tabletops, mopping and vacuuming floors, refilling paper product dispensers, and performing other general interior cleaning tasks.
Currently, janitorial services are provided at 53 City-owned and operated locations, including City Hall, the Transit Maintenance Facility, The MAIN, three community centers, four Metrolink stations, three public libraries, SCVTV Channel 20 Studios, various parking structures, and City park facilities. Collectively, these sites represent over 700,000 square feet of serviced space.
On June 28, 2022, following a Request for Proposals process, the City Council awarded an initial two-year contract to Servicon for janitorial services for a total amount not to exceed $3,401,138, with the option for up to three one-year renewal periods. The City is currently in the second year of renewal options and is requesting additional contractual authority and ongoing appropriations under the current contract with Servicon, as detailed in Attachments A and B.
The request includes an expenditure authority increase of $147,043 to support the addition of the new Pioneer Park, the expansion of David March Park, increased services for the full operation of the Valencia Community Center and Tesoro Adobe Park, as well as increased porter hours to support City events, including those planned for the newly acquired Hart Park. It also includes $52,600 in appropriations to cover cost increases associated with the three percent Consumer Price Index adjustment for Fiscal Year 2025-26. Approval of these changes would result in a revised total contract amount not to exceed $2,083,822.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure accounts specified in Exhibit A for a total of $52,600 from the General Fund (Fund 100), Citrus Facility Fund (Fund 130), Public Library Fund (Fund 309), Golden Valley Ranch Open Space Maintenance District (Fund 350), Areawide Fund (Fund 367), Cooper Street Fund (Fund 369), and Transit Fund (Fund 700).

CITY MANAGER APPROVAL:
DATE: August 26, 2025
SUBJECT: PURCHASE OF BIG BELLY TRASH AND RECYCLING SOLAR
COMPACTOR UNITS
DEPARTMENT: Neighborhood Services
PRESENTER: Darin Seegmiller
RECOMMENDED ACTION
City Council:
1. Approve the purchase, through Waxie Sanitary Supply, of ten Big Belly Solar Trash and Recycling Units, using the appropriated budget from the Construction and Demolition Forfeiture funds and the City/County Beverage Container Payment Program grant from CalRecycle in the amount not to exceed $115,687.
2. Authorize the City Manager or designee to execute all documents subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) installed the first Big Belly Solar Recycling Units (Big Belly) in 2010. These locked and secure units collect aluminum, plastic, and glass beverage containers in public locations and eliminate scavenging. To date, the City has purchased and installed 155 Big Belly units throughout the City at parks, libraries, bus stops, Metrolink stations, and other high- traffic public locations.
Since the initial purchase and installation, the City has focused on providing “duo units” (see attachment) that accept trash and recycling to make disposal of both waste and recycling efficient and convenient in public places. According to CalRecycle, trash and recycling bins that are close together generally increase recycling participation. It encourages the community to consider recycling the first option as it requires minimal effort. In addition, seeing the side-by-side bins is a constant reminder to separate waste.
Big Belly incorporates smart technology that measures the contents within the unit and sends an 15 Packet Pg. 242
email or text alert to maintenance staff when the unit needs to be serviced. This reduces the unsightly appearance of overfilled waste receptacles and saves time by allowing staff to skip service of units that are not full.
Staff is proposing the purchase of ten additional Big Belly duo units at a total cost of $115,687.
These new units will be installed throughout the newly acquired Hart Park near picnic benches and other high traffic areas, Skyline Ranch Park, Circle J Ranch Park, and Fair Oaks Park.
Big Belly units showcase the City’s commitment to sustainable and innovative recycling efforts.
The proposed program expansion will allow residents to dispose of their waste correctly at more facilities. Additionally, this action is consistent with Santa Clarita’s 2025 Strategic Plan to continue efforts to achieve the goal of 75 percent solid waste diversion.
Waxie Sanitary Supply is the exclusive provider of Big Belly units; thus, a sole source procurement is necessary to ensure compatibility with existing infrastructure and operational consistency. Standardizing container types enhances operational efficiency, streamlines maintenance, and ensures uniformity for both staff and the community. Maintaining this standard is essential for service efficiency and seamless infrastructure integration. This approach aligns with the City’s purchasing policy, ensuring a cost-effective and consistent waste management system.
ALTERNATIVE ACTION
Other action as determined by City Council.
FISCAL IMPACT
Adequate funds are available in the Beverage Container Recycling Grant expenditure account 2597206-516101 for $40,686.32 and the Construction and Demolition Forfeiture expenditure account 1007203-516102 for $75,000.
