Subject: Redevelopment of memorial park
EXTERNAL
As a professional human factor engineer and certified forest steward, I have identified design alternatives to be considered and included in the Revised Plan to the City’s Recreation and Parks redevelopment of Memorial Park, as follows.
1. Maintain in place all of the trees at Memorial Park. Citizens need a public hearing pertaining to a published environmental impact statement. The City's planned removal of the old growth pine trees will certainly be an issue. When does the City anticipate the publication of an environmental impact statement?
2. Enlarge the existing fenced-in, leash-free dog area. Or, finish fencing in one of the existing baseball fields and leave a gate unlocked.
3. Maintain all of the buildings where they are. Repurpose them. The environmental impact statement should include greenhouse gas emissions. Depending on size, materials, and how those materials are sourced, constructing a new house likely emits on the order of 15 to 100 tons of CO2. https://climate.mit.edu/ask-mit/how-much-co2-emitted-building-new-house
4. Any development of Memorial Park should be zero emissions. At the very least, the City should hire only climate positive individuals and require us to use our climate credit to offset the emissions produced by the development we steward.
5. Convert the lumber buildings into parking structures. Parking will become a hardship when the parking lot at the appliance store across the street is redeveloped as signified. Removing a row of street parking spaces removes the parent’s ability to watch their kids play from their cars where the kids can find their parents.
6. Repair the existing electric vehicle charging station. Deliver dozens or hundreds more solar powered charging stations with solar panels that follow the sun. A Black man who called himself a city employee has called the police out on at least five occasions to remove a lawfully parked and plugged-in electric vehicle from the solar charging station so that he could park there. I saw him unplug and replug his car on several different occasions, so that he hogged the charging station for longer than the three hour time limit.
7. Memorial Park needs an outdoor strength training area for adults, perhaps like the one reserved for children where police officers chase away adults who work out there when children are not present.
Consider adding the kind of circuit training equipment that was installed at Reed Park.
8. The City of Santa Monica should either leave public restrooms unlocked at night or open them earlier in the morning. Or, leave plastic bags outside next to trash cans or next to the bathrooms with a sign saying please tie your excrement securely in the plastic bag so that flies don’t transfer bits of your excrement to food within a radius of a mile or however far the local flies travel.
9. No concession stand should be allowed to increase the risk of obesity or incidents of children buying or nagging their parents to buy food. Why do posted signs prohibit leaving food at parks? The City is not building a professional ballpark but only a field to practice professional ball.

2 10. Put only solar powered charging stations on top of any parking structure. Putting tennis courts on top of a parking structure will require players to breathe the exhaust fumes of parking cars and take the elevator or stairs to retrieve a lost ball.

Subject: Memorial Park Expansion
EXTERNAL
A reminder that years ago Santa Monica Malibu School District Board built beautiful stand alone softball field on 7th and Michigan to satisfy Title 9 laws. That field was demolishedvto make room for a new building. The School District promised to replace that field notth of the old Tech building near Olympic Blvd. That promise was broken because another new building was built. The softball field was placed in center field of the baseball field. This is a safety issue as baseballs during practice can be hit into softball field.
The school district should pay 20 million dollars to build a softball field at Memorial Park, that Samohi Softball has priority to use, making up for their broken promise.

Please get public input on Phase1 and Phase 2. In phase 1 the field at southeast corner of field batters will be looking directly into sun during late spring and summer. This could be a safety issue. Please consider putting fields where batters face Southwest and Norteast.
These plans were originally done almost a decade ago. There are and will be new stakeholders that deserve input and possible revisions.
Please assure that new up to date public input is recieved.
Thank You
