RE: Agenda Item 4F - Opposed
Dear Mayor and City Council Members:
Santa Monica Safe Streets Alliance joins human rights and housing advocates in supporting the negotiations and the continuation of the project with the Hollywood Community Housing Corporation. This project is part of the critical efforts required to support some of our most vulnerable community neighbors, who need services and housing.
Our Santa Monica values and priorities for a safe and clean community and robust economic recovery cannot be realized without a humane approach to provide homes for unhoused individuals (who actually are already our “neighbors”). How else could anyone really expect to help solve the unhoused problem?
We ask that you stay the course and continue to move this project forward as quickly as possible and not allow the project to be undermined by potentially sincere but unfounded fears. Santa Monica needs your thoughtful and humane leadership.
Sincerely,
Cynthia Rose Cris Gutierrez

The city has requested $515,000 from the Department of Justice to fund the STEP program, which is designed to support supportive housing through STEP court. However, this request is concerning as it coincides with efforts to criminalize homelessness and reduce the supportive housing options it promises in the DOJ proposal. There has been no indication on what supportive housing is offered through this program, how police responses will decrease, or what increases to legal -aid services will be provided to defend those without housing.
This paradoxical approach undermines the intent of the STEP program by potentially exacerbating the very issues it aims to address, creating a situation where the city seeks federal funds for supportive measures while simultaneously enacting local policies that diminish the availability of support for the unhoused population. If not addressed properly the city risks violating the Federal False Claims Act 31 (U.S.C. §§ tel:3729-3733)

After The Laurel opened at 1413 Michigan Ave there has been an increase in crime in the neighborhood and numerous Calls for Service at this address. It also appears the tenants are illegally parking oversized vehicles in the neighborhood(see attached photo). And the tenants are apparently not rent burdened Santa Monica tenants but they were homeless from all over Los Angeles County. The 20th St. project intends to bring in homeless from all over Los Angeles County. See attached Permanent Supportive Units are filled with people" from the County Coordinated Entry System". It appears the Marin County developer of this project did the same as CCSM intends to do on 20th St.
THE PROJECTS proposed on the City owned parking lots SHOULD BE REJECTED.....SEND OUT A NEW REQUEST FOR PROPOSALS FOR A 100% SENIOR Citizen project. That is what Measure GSH promised, see attached Respectfully submitted
