From: Douglas Sloan, City Attorney, City Attorney's Office, Administration Nikima Newsome, City Clerk, Records & Elections Services Department Subject: Adoption of a Resolution Amending the City’s Conflict of Interest Code to Add Three City Commissions as Designated Positions Required to File Statements of Economic Interest
Recommended Action
Staff recommends the Council:
1. Adopt a finding of no possibility of significant effect on the environment pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines
2. Adopt the Resolution amending the City’s Conflict of Interest Code.
Summary
The City updated its Conflict of Interest Code in September 2024. Since that time, three new commissions have been identified whose members are subject to Statement of Economic Interest (Form 700) filing requirements. The Conflict of Interest Code is being amended to identify those commissioners as designated positions required to file Statements of Economic Interest. The new positions are the citizen representative of the Investment Committee, members of the Measure GS Resident Oversight Committee, and members of the Transit Security Advisory Committee. All will be designated as Category 6 filers, meaning they must disclose all investments, business positions, and sources of income which are subject to the regulatory, permit or licensing authority of the Commission on which they serve.
