Staff recommends that the City Council adopt the attached Ordinance.
Executive Summary
At its meeting on April 8, 2025, the City Council introduced for first reading an Ordinance amending the text of the Santa Monica Municipal Code by amending Chapter 13.06, Abatement of Nuisances, to add new classes of violations which may be deemed public nuisances, and amend Chapter 1.09. Administrative Citations, adding a new definition of responsible party, making clear the requirements for certain steps to be taken to align with Government Code 53069.4, defining required service procedures for administrative citations, and providing new incentives for violators to bring correctable violations into compliance. The ordinance is now presented to the City Council for adoption.
