City Council
Report
City Council Meeting: December 9, 2025
Agenda Item: 4.B
1 of 3
To: Mayor and City Council
From: Darrick Jacob, Interim Police Chief, Police Department Subject: Approval of Third Modification of Agreement # 10710 with Modaxo (formerly Conduent) for a Parking Citation Software Issuance System Recommended Action
Staff recommends that the City Council:

1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)(Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines; and

2. Authorize the City Manager to negotiate and execute a third modification to agreement #10710 in the amount of $60,000 with Modaxo (formerly Conduent), to provide a parking citation software issuance system for the Police Department.

This will result in a 7-year amended agreement with a new total amount not to exceed $310,000, and with future year funding contingent on Council budget approval.

Summary
The Santa Monica Police Department (“SMPD”) currently has an agreement with Modaxo to provide a parking citation issuance software system. This software is utilized by Traffic Services Officers to issue parking citations on their mobile devices. City staff recommends that the Council authorize the City Manager to negotiate and execute a six-month extension to the current agreement and increase the contract total by an additional $60,000 to pay for the extended term. This will ensure that Traffic Services Officers will continue to have access to parking citation issuance software while the City conducts its competitive procurement process for parking citation issuance software.

Discussion
2 of 3
On March 1, 2018, the City issued a Request for Proposal #160 for parking citation issuance software. The RFP was posted on the City’s on-line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with the City Charter and the City’s Municipal Code. Six firms submitted responses to the RFP and each was evaluated by a selection panel consisting of staff from the Police Department and Information Services Department. Modaxo (formerly Conduent) was selected by the panel as the best qualified firm to provide a parking citation issuance system based on required functionality such as functional design citation issuance, real-time analysis and reporting capabilities, and integration with the existing mobile phones/tablets.

Due to the time required by Modaxo to fully integrate their parking citation system issuance system with SMPD’s operations, the City’s agreement with Modaxo was extended by the First Modification and then again by the Second Modification, with no impact to the overall budget. This contract is set to expire on December 31, 2025. Staff wishes to further extend the agreement by an additional six-months to allow additional time for staff to complete a formal competitive solicitation for the current parking citation software products and services. The proposed contract extension will ensure there is no break in these services while the new RFP process is completed.

The current Modaxo parking citation issuance system integrates with the Police Department’s existing hardware solution, Mobile Device Management System, and the City’s network and security environment. The system also is developed by the City’s current citation processing vendor and integrates seamlessly with the processing and collection portion of the citation life cycle.

Environmental Review
The proposed agreement is exempt from the provision of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines (common sense exemption),which states that CEQA does not apply, “where it can bee seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” The agreement would not result in any adverse physical environmental effects as it would continue the existing parking citation software issuance system. Therefore, the agreement is exempt from CEQA and no further environmental review under CEQA is required.
