Dear Mayor Torosis and Councilmembers,
I'm deeply concerned about the proposed zoning ordinance that would allow three-story buildings and increased density in my neighborhood. We shouldn’t be going beyond state law with this ordinance— SB1123 was already a significant shift.

The rapid push for this change feels rushed for such a substantial rezoning. Increased density does not equate to affordability. It’s critical that we consider the implications on safety, evacuation capacity, and infrastructure demands before making such irreversible decisions.

We voted you in, so, don't disappoint us. Developers don't give a crap about our community. Residents do.

Dear Council Members, I’ve been attending City Council meetings for 20 years and I’ve never felt like the Council is so out of touch with residents as I do now. Living in Sunset Park for 25 years, I chose this neighborhood for its beautiful parks, friendly small-town feel, and charming tree-lined streets. I’ve watched our community thrive because of smart, engaged citizens who prioritize sustainability and livability. The proposed zoning ordinance is alarming. We shouldn’t be going beyond state law, and allowing three-story developments in neighborhoods like ours isn’t necessary. This rushed process is not typical for such significant changes, and it feels like residents have been sidelined. We deserve a chance for meaningful input on how our neighborhoods are shaped. Increased density does not automatically translate to affordability, and we can’t overlook the implications this will have on safety, evacuation capacities, and infrastructure demands. This isn’t what Santa Monicans voted for when they supported this Council. I urge you to roll back this unneeded ordinance before it goes any further. Let’s preserve the integrity of our beautiful community. Please listen to the voices of the people you represent—our homes and neighborhoods depend on it.

Dear Council Members,
As a longtime resident of the Wilmont neighborhood, I’ve grown to love the walkable community I call home. I chose to move to Santa Monica for the schools and to be close to my family in the Pacific Palisades.

I could move now, but I love being able to walk everywhere and the livable scale of the City.

The proposed zoning ordinance changes threaten this quality of life.

Allowing new housing projects to rise to three stories and exceed current floor area limits by 50% feels extreme and unnecessary. I’m deeply concerned that this rushed process undermines the essential community input that residents deserve. It’s not just about increasing density; it’s about understanding the implications on safety, evacuation capacity, and local infrastructure.

Density does not equate to affordability, and the changes being proposed go beyond what our community voted for when we elected you. I urge you to roll back this unnecessary ordinance and halt its progression to the Planning Commission. We must prioritize thoughtful planning that reflects the needs and desires of Santa Monica residents.

Thank you for considering my perspective. Let’s work together to preserve the character and livability of our beloved city.

With hope,

EXTERNAL
Dear Council Members,
As a 22-year resident of Sunset Park, I am deeply concerned about the proposed zoning ordinance that could drastically alter the character of our beloved community. The idea that we can build three-story housing developments and increase floor area limits by 50% is alarming and unnecessary. This change goes well beyond what state law, SB1123, allows, and it feels like a rushed decision that doesn’t respect the voices of those of us who call Santa Monica home.

I chose Sunset Park for the public school system, its coastal access and strong sense of community, values that I fear will be lost if this ordinance passes. Adding density does not equate to affordability; it risks overwhelming our neighborhoods, safety, and infrastructure without proper consideration of evacuation capacity and emergency response. This is not what we voted for when we elected you.

I urge you to roll back this unneeded ordinance and allow for a more thoughtful process that includes genuine input from the community. We cannot afford to make irreversible decisions on a whim.

Thank you so much for taking the time to consider the opinions of locals.

Respectfully,
Brandy Cohen-Brown

Dear Council Members,
I’ve lived in NOMA for 16 years, and I chose this beautiful beach community for its excellent weather, vibrant local businesses, and the close-knit community that truly looks out for each other. However, I’m extremely frustrated with the proposed zoning ordinance that threatens to change everything we love about Santa Monica.

Rushing through a zoning change that allows three-story buildings in neighborhoods like ours and increases density beyond what our state laws require is unacceptable. Density does not equal affordability; we shouldn’t be pursuing this path without a clear understanding of how it will impact our safety, evacuation capacity, and aging infrastructure. This isn't what we voted for when electing this council.

I am not leaving, but many are because of over-building, feeling unsafe, and good businesses leaving. We need to pause this process, listen to the community, and reconsider these drastic changes. Please do not send this unnecessary ordinance forward. It’s vital that you prioritize the voices of your constituents before making irreversible decisions about our homes and neighborhoods.

We deserve better. Let’s work together to protect the Santa Monica we love.

Thank you,

EXTERNAL
Dear Council Members,
I’ve lived in Sunset Park for over 30 years, drawn to its quiet charm and friendly community. As I watch the proposed zoning ordinance unfold, I’m deeply concerned about its potential to irrevocably change the very fabric of our neighborhoods. Allowing three-story buildings with increased density and smaller setbacks in areas like Sunset Park and the Pico Neighborhood is not what we voted for when we elected this council.

This ordinance pushes far beyond the limits set by state law and is being pushed through in an unusually rushed manner, which is simply unacceptable. The complexities of density cannot be overlooked; it does not automatically equate to affordability, and such drastic changes must not be made without fully understanding the implications on safety, evacuation capacity, and infrastructure demands.

The rushed process has stripped citizens of meaningful input, and I urge you to consider the long-term consequences of these actions. Please do the right thing and don’t waste money on legal fees by allowing this ordinance to move forward.

Let’s work together to ensure that Santa Monica remains the wonderful place we all cherish. I ask that you roll back this unnecessary zoning ordinance and engage the community in a more thoughtful manner.

Subject: Agenda Item 11C and Integrity

EXTERNAL
Dear Mayor Torosis and Councilmembers,
I am writing to express my serious concern regarding Agenda Item 11C and the integrity of recent housing votes involving Councilmember Jesse Zwick.

The FPPC has confirmed that Councilmember Zwick had a disqualifying conflict of interest when he proposed, motioned, and seconded items while legally barred from doing so. Simply ratifying these votes after the fact does not resolve the issue; it risks treating a serious breach of public trust as a mere technicality.

I am asking the Council to take the following meaningful corrective actions:
- Declare the conflict-tainted votes null and void.
- Allow these items to return only if a councilmember without a conflict chooses to bring them forward. - Require entirely new motions, seconds, and votes through a transparent process.

This is not a matter of housing policy, but of ensuring that Council decisions are viewed by residents as lawful and ethical. We deserve a process conducted with full integrity.

Thank you for your attention to this matter.

Sincerely,

I support housing, and I support the Council members who are taking action to deliver it.

I am writing to express my support for Agenda Items 10.A and 11.C and for the Council’s continued efforts to make it easier to build all kinds of housing in Santa Monica. Removing barriers to housing production is essential if our city is to meet unmet demand, welcome new neighbors, and revitalize the local economy for the future.

Thank you for your leadership and commitment to Santa Monica’s long-term success.

Sincerely,
[Your Name]

Subject: RE: Request to Void and Restart Hollywood Community Housing DDA - Item 11.A / Pause 11.C Due to Conflict of Interest

EXTERNAL
Honorable Mayor, City Attorney, and Members of the City Council:

We are a coalition of Santa Monica residents and business owners writing to request that the Council void the December 17, 2024 DDAs with Hollywood Community Housing Corporation and restart the process in compliance with California law.

On December 17, 2024, Item 11.A was approved via motion by Councilmember Zwick. On December 9, 2026 an article in the Santa Monica Daily Press outlined conflicts of interest and ethics violations with council members who voted for Hollywood Community Housing Corporation DDA.

On December 8, 2025, the FPPC ruled that Councilmember Zwick has a disqualifying conflict of interest on housing production decisions due to his employment with the Housing Action Coalition.

Under FPPC Regulation 18704, making a motion constitutes participation in a governmental decision. Petrovich v.

City of Sacramento (2001) confirms that participation by a single conflicted decision-maker invalidates the entire action. The proper remedy is not a revote, it is a restart from the point of violation.

I request that the Council:

1. Pause Item 11C pending a formal City Attorney opinion on whether revote cures a defect under FPPC Regulation 18704 and Petrovich

2. Void the December 17, 2024 DDA vote and restart with conflicted members recused

3. Require binding Good Neighbor Agreements with enforceable security commitments

4. Ensure meaningful replacement parking before development proceeds This is not about opposing affordable housing. This is about following the law and restoring public trust.

Respectfully submitted,

We are a coalition of Santa Monica residents and business owners writing to request that the Council void the December 17, 2025 DDAs with Hollywood Community Housing Corporation and restart the process in compliance with California law.

On December 17, 2025, Item 11.A was approved via motion by Councilmember Zwick. On January 9, 2026 an article in the Santa Monica Daily Press outlined conflicts of interest and ethics violations with council members who voted for Hollywood Community Housing Corporation DDA.

1. Pause Item 11C pending a formal City Attorney opinion on whether revote cures a defect under FPPC Regulation 18704 and Petrovich 2. Void the December 17, 2025 DDA vote and restart with conflicted members recused 3.

Require binding Good Neighbor Agreements with enforceable security commitments 4. Ensure meaningful replacement parking before development proceeds
This is not about opposing affordable housing. This is about following the law and restoring public trust.

Respectfully submitted,
Julie Milligan, esq.

Respectfully submitted,
Don Mehrabi

Honorable Mayor, City Attorney, and Members of the City Council:

We are a coalition of Santa Monica residents and business owners writing to request that the Council void the December 17, 2025 DDAs with Hollywood Community Housing Corporation and restart the process in compliance with California law.

On December 17, 2025, Item 11.A was approved via motion by Councilmember Zwick. On January 9, 2026 an article in the Santa Monica Daily Press outlined conflicts of interest and ethics violations with council members who voted for Hollywood Community Housing Corporation DDA.

Respectfully submitted,
Susan Finley

2. Void the December 17, 2025 DDA vote and restart with conflicted members recused

3. Require binding Good Neighbor Agreements with enforceable security commitments

4. Ensure meaningful replacement parking before development proceeds This is not about opposing affordable housing. This is about following the law and restoring public trust.

Respectfully submitted,
