A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ACCEPTING THE
TENTATIVE AGREEMENTS AND AUTHORIZING THE CITY MANAGER
TO EXECUTE SIDE LETTERS OF AGREEMENT WITH
THE SANTA MONICA FIREFIGHTERS LOCAL 1109 IAFF AND SANTA MONICA
POLICE OFFICERS ASSOCIATION AND REVISE THE EXECUTIVE PAY PLAN AND
THE CONFIDENTIAL UNREPRESENTED EMPLOYEES PAY PLAN
WHEREAS, authorized representatives of the City administration and the Santa Monica Firefighters Local 1109 IAFF (Local 1109), and the Santa Monica Police Officers Association (POA), have met and conferred in accordance with the Meyers-Millias Brown Act (“MMBA”), codified at Government Code Section 3500 et seq., and have reached agreement on terms and conditions of employment; and
WHEREAS, in accordance with Government Code Section 3505.1, on March 24, 2026, the tentative agreements reached between authorized representatives of the City administration and Local 1109 and POA, and a revised Executive Pay Plan and revised Confidential Unrepresented Employees Pay Plan, were presented to the City Council of the City of Santa Monica for consideration; and
WHEREAS, Government Code Section 3505.1 requires preparation of a written Memorandum of Understanding between the City and the employee organization if a tentative agreement is reached and adopted by the City Council; and WHEREAS, the purpose of the Side Letters of Agreement is to promote and provide harmonious relations, cooperation, and understanding between the City and Local 1109 and the POA.

2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby accepts and approves the tentative agreement that has been reached between authorized representatives of the City administration and the Santa Monica Firefighters Local 1109 IAFF (Local 1109) and authorizes the City Manager to execute a Side Letter of Agreement with Local 1109, that provides represented employees with an additional 2% cost of living adjustment.
SECTION 2. The City Council of the City of Santa Monica hereby accepts and approves the tentative agreement that has been reached between authorized representatives of the City administration and Santa Monica Police Officers Association (POA) and authorizes the City Manager to execute a Side Letter of Agreement with the POA, that provides represented employees with medical insurance coverage fully paid for by the City.
SECTION 3. The City Council of the City of Santa Monica hereby approves and authorizes the City Manager to execute a revised Executive Pay Plan (FY2025-30) to include longevity pay and a revision to the existing educative incentive in order to maintain appropriate internal alignment between the total compensation of EPP participants and their subordinate employees.
SECTION 4. The City Council of the City of Santa Monica hereby approves and authorizes the City Manager to execute a revised Confidential Unrepresented Employees Pay Plan (FY2025-30) to increase the confidentiality premium in order to maintain a competitive compensation structure with other local public agencies.

3 SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
