City of Santa Monica | Realignment Plan Update | March 24, 2026 Nonprofit Housing Development Entity
A new vehicle to accelerate affordable and mixed-income housing production Current LIHTC model has limitations: slow, uncertain timelines, and restricted income flexibility. A supplemental vehicle to meet Housing Element goals and system-of-care objectives could be a useful new tool to achieve affordable housing goals.

What a nonprofit entity could do:

Secure, Finance & Build
Tax-exempt financing, traditional bank lending — faster than tax-credit projects Mixed-Income Flexibility
Custom income bands from very low through workforce — beyond federal program limits System-of-Care Integration
Align placements with shelter exits and interim step-downs Scalable Portfolio
Separated from City operations, growing managed portfolio over time Models: Housing Opportunities Commission (Montgomery Co., MD) | Atlanta Urban Development Corp.
