A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA TO JOIN PUBLIC RISK INNOVATION, SOLUTIONS, AND
MANAGEMENT
WHEREAS, Article 1, Chapter 5, Division 7, Title 1 of the California Government Code (Section 6500 et seq.) permits two or more public agencies by agreement to exercise jointly powers common to the contracting parties; and WHEREAS, the City of Santa Monica (“City”) desires to join together with the members of the Public Risk Innovation, Solutions, and Management (“PRISM”), a joint powers authority, for the purpose of jointly funding and/or establishing excess and other insurance programs as determined; and
WHEREAS, PRISM is the nation’s largest member-directed risk-sharing pool for public entities; and
WHEREAS, PRISM has determined that it is necessary for each member of PRISM to delegate to a person or position authority to act on the member’s behalf in matters relating to the member and PRISM.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AND PROCLAIM AS FOLLOWS:
SECTION 1. The City Council hereby approves the City becoming a member of PRISM and authorizes the City’s Risk Manager, to negotiate and execute the Public Risk Innovation, Solutions. And Management Joint Powers Agreement.

2 SECTION 2. Except as to actions that must be approved by the City Council, the City Council authorizes the City’s Risk Manager to act in all matters relating to the City and PRISM.
SECTION 3. If any section, subsection, clause or phrase in this resolution is for any reason held invalid, the validity of the remainder of this resolution shall not be affected thereby. The City Council hereby declares that it would have passed this resolution and each section, subsection, sentence, clause, clause, or phrase thereof, irrespective of the fact that one or more sections, subsections, sentences, clauses, or phrase thereof be held invalid.
SECTION 4.The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
