• The effectiveness of non ‐ automotive components of the circulation system would be maintained or improved as a result: The project proposes to improve pedestrian circulation by installing a continuous sidewalk from N. Woodside Ave. on the east, through the street’s intersection with the CA-67 offramp, and then join the existing sidewalk on Woodside Ave. on the west. Currently the sidewalk is discontinuous through this area, requiring pedestrians to traverse approximately 130’- 0” of unimproved shoulder between sidewalks as shown in the sketch below:
• There are overriding economic benefits: The project would generate substantial economic and social benefits to the City, its residents, and its businesses. In summary, the project would generate approximately $1.8M direct income to the City over a 10 year period. In addition, economically, the project would generate $23.5M in wages paid to construction workers and then upon completion $42.9M of labor income annually.
In addition, the project proposes to repave to the satisfaction of the City Engineer N. Woodside Ave. starting from, on the west, where it meets the Caltrans right of way at the intersection of the CA-67 to, on the east, the eastern most edge of the project driveway’s intersection with N. Woodside Ave. In addition, the project would install approximately 1,240 SF of new roadway to fill in an unpaved area between the edge of the existing roadway and the new proposed sidewalk.
This section of Woodside Ave. has deteriorated over decades of use by local and through traffic, as well as from the truck traffic servicing the industrial park to the north of N. Woodside Ave. By funding and performing the repaving work, this project will create a significant public benefit, improving street conditions for both City residents and businesses in the industrial park and relieving this financial burden from the City of Santee.
A sketch showing the conceptual scope of the work is shown below:

To further demonstrate compliance with the Mobility Element, we have described how the project complies with each Policy in the pages that follow.
Complete Streets
Objective 1.0: Ensure that the existing and future transportation system is accessible, safe, reliable, efficient, integrated, convenient, well connected and multimodal. The system will accommodate active transportation, and accommodate people of all ages and abilities, including pedestrians, disabled, bicyclists, users of mass transit, motorists, emergency responders, freight providers and adjacent land uses.
Policy 1.1: The City shall provide integrated transportation and land use decisions that enhance smart growth development served by complete streets, which facilitate multimodal transportation opportunities.
Not applicable.
Policy 1.2: The City should design streets in a manner that is sensitive to the local context and recognizes that needs vary between mixed use, urban, suburban, and rural settings.
Not applicable.
Policy 1.3: The City shall ensure that the entire right‐of‐way is designed to accommodate appropriate modes of transportation.
Complies; the project is providing a 6’-0” wide right of way dedication along Woodside Ave.
Policy 1.4: The City should create a vibrant town center by developing a connected system of multi‐modal corridors that encourage walking, biking, and riding transit. A mobility hub should be considered at the existing Santee Trolley Square providing features such as bikeshare, bike parking, carshare, neighborhood electric vehicles, real‐ time traveler information, demand‐based shuttle services, wayfinding signage, bicycle and pedestrian improvements, urban design enhancements, etc.
Not applicable.
Policy 1.5: The City should regularly review, update and collect adequate transportation impact fees (TIF) and ensure the efficient allocation of state and regional funding sources for the development and maintenance of local transportation (across all modes) improvements and operations.
Complies; the project will pay its required TIF prior to issuance of a building permit.
Streets and Freeway System
Objective 2.0: Develop an efficient, safe and multi‐modal transportation network, consisting of local roads, collectors, arterials, freeways and transit services, in a manner that promotes the health and mobility of Santee residents and that meets future circulation needs, provides access to all sectors of the City, and supports established and planned land uses.
The project will widen and improve N. Woodside Avenue to its designated ROW width where the project site boundary abuts the N. Woodside Avenue right-of-way. The project will then install a dedicated left turn pocket to allow northbound traffic on N. Woodside Avenue to turn into the project’s driveway.
In addition, the project would

install approximately 1,240 SF of new roadway to fill in an unpaved area between the edge of the existing roadway and the new proposed sidewalk.
Policy 2.1: The City shall encourage an automobile Level of Service “D” on street segments and at intersections throughout the circulation network while also maintaining or improving the effectiveness of the non‐automotive components of the circulation system (i.e. pedestrians, bicyclists, and public transit), especially in the Town Center area. The City may approve a lower automobile Level of Service if it finds that the effectiveness of non‐automotive components of the circulation system would be maintained or improved as a result. In other cases, the City shall not approve any development that causes a drop in the level of service at a street segment or an intersection to LOS "E" or "F", after feasible mitigation, without overriding social, economic, or other benefits.
The N. Woodside Avenue and CA-67 off-ramp intersection currently functions at acceptable levels of service.
With the addition of the project, this intersection falls to a level of service E as shown in the table below:
The project proposes off-set these impacts by first improving pedestrian circulation by installing a continuous sidewalk from N. Woodside Ave. on the east, through the street’s intersection with the CA-67 offramp, and then join the existing sidewalk on Woodside Ave. on the west. Currently the sidewalk is discontinuous through this area, requiring pedestrians to traverse approximately 130’-0” of unimproved shoulder between sidewalks. Second, the project proposes to repave to the satisfaction of the City Engineer N.

Project: Water Study for Development at 10990 North Woodside Drive To: Vincent De Anda, Lewis Clapp, Padre Dam Municipal Water District From: Joel Engleson, HDR
Subject: Water Study for Development at 10990 North Woodside Drive 1 Introduction
A development is planned near 10990 North Woodside Drive in Santee, California (Development) located within the Padre Dam Municipal Water District (District) service area. The Development is proposed to be connected to the District’s potable water distribution system for services including fire flow.
This study uses the District’s current potable distribution system hydraulic model to estimate the available fire flow at the development location and investigates potential connection points and system improvement alternatives for supplying required fire flow while satisfying the District’s distribution system evaluation criteria.
2 Hydraulic Analysis
The hydraulic analysis was performed using the District’s distribution system hydraulic model which was last updated as part of the District’s 2022 Master Plan Update (Master Plan). The analysis was performed using the hydraulic modeling software package InfoWater Pro® 3.0 by Innovyze®, an Autodesk® company.
2.1 Criteria
The hydraulic analysis was based on existing District criteria as defined in the Master Plan as well as specific fire flow criteria for the Development. Specifically, this analysis focuses on fire flow criteria, including:
Development Specific Criteria:
• Fire flow required: 4,000 gallons per minute (gpm)
• Fire flow duration: 4 hours
o Model run as extended period simulation (EPS) to represent fire flow duration o Fire flow modeled during high demand hours between 6 and 10 am Mater Plan Criteria:
• Minimum Pressure Criteria:
o Maximum day demand (MDD) + fire flow (FF) conditions: 20 pounds per square inch (psi) Technical Memorandum for Water Study for Development at 10990 North Woodside Drive
• Maximum Velocity Criteria:
o MDD + FF conditions: 10 feet per second (fps) for existing pipes o MDD + FF conditions: 15 feet per second (fps) for new pipes • Pump Station Operation:
o Largest capacity pump in each pump station offline
2.2 Modeled Available Fire Flow
For this analysis, the existing maximum day demand plus fire flow (2019_MDD_FF) scenario in the District’s hydraulic model was used to estimate available fire flow at the Development location with various connection points to the existing distribution system. Three alternatives were considered for connection points to the Development, including:
1. Connection to the looped 12-inch pipe in Woodside Avenue
2. Connection to both the 8-inch and the 12-inch pipes in Woodside Avenue
3. Upsizing a dead-end 12-inch pipe in Woodside Avenue to 16-inch and connecting These three scenarios were added to the District’s hydraulic model and analyzed per the Master Plan evaluation criteria. This section discusses the model results.
2.2.1 Alternative 1: Connection to the Looped 12-inch pipe in Woodside Avenue Fire flow for the Development was modeled off an existing 12-inch pipe in Woodside Avenue, as shown in Figure 1. This 12-inch pipe is part of a loop that also includes 8-inch diameter pipe which loops into an additional 8-inch pipe in Wheatlands Avenue. Model results indicate approximately 4,100 gpm available fire flow at the location.
Pipeline velocities are the limiting factor to the available fire flow for this alternative with the highest velocities of approximately 10 fps in the connecting 12-inch pipe. Model results indicate system residual pressures remain well above the 20 psi minimum per the criteria. Model results indicate a residual pressure of 94 psi at the connection point under MDD plus the 4,100 gpm fire flow conditions.
2.2.2 Alternative 2: Connection to both the 8- and 12-inch pipes in Woodside Avenue Fire flow for the Development was modeled off the existing 8-inch and 12-inch pipes in Woodside Avenue, as shown in Figure 2. Model results indicate approximately 6,600 gpm available fire flow combined with these two connection points with 4,100 gpm available off the 12-inch pipe and 2,500 gpm available off the 8-inch pipe. The model was run with both fire flow demands pulling water off the system at the same time.
Pipeline velocities in the 8- and 12-inch pipes in Woodside Avenue are the limiting factor to the available fire flow for this alternative with the highest velocities of approximately 10 fps in both pipelines. Model results indicate system residual pressures remain well above the 20 psi minimum per the criteria. Model results indicate residual pressures of 74 psi and 70 psi at the 12-inch and 8-inch connection points, respectively, under MDD plus the 6,600 gpm fire flow conditions.
2.2.3 Alternative 3: Upsize Dead-End 12-inch in Woodside Avenue to 16-inch Fire flow for the Development was modeled with an existing dead-end pipe off the 12-inch pipe in Woodside Avenue upsized to 16-inch and a single connection at the end of the upsized pipe, as shown in Figure 3. Model results indicate approximately 4,100 gpm available fire flow at the connection location.

Figure 2 - Fire Apparatus Access Roadway
3.3.1 Single Fire Apparatus Access Roadway in Lieu of Two Separate Fire Apparatus Access Roadways
In accordance with CFC D104.2 buildings or facilities having a gross building area of more than 62,000 square feet shall be provided with two separate and approved fire apparatus access roads. Based on the existing site access constraints and infeasibility of obtaining a right-of-way easement through an adjoining property, providing two separated fire apparatus access roads is not feasible or practical for this project.
Through collaboration with the Santee Fire Department, the single fire apparatus access road to the project site will be mitigated by the following site and building design features:
• Enhanced Fire Access Roads: Fire apparatus access from Woodside Avenue is proposed to be via an approximately 60'-0" wide, two-way, privately maintained driveway that will enhance the reliability of fire access to the building. The drive width is made as wide as possible and terminates in a cul-de-sac. The driveway access points to the site from the cul-de-sac are 30’-40’ wide, which are both wider than the 26’ aerial access road minimum requirement. The driveway terminates in a cul-de-sac with a radius of 50’ allowing ample maneuvering and turn-around for fire apparatus and emergency responder vehicles. The I

fire access roadway that extends onsite would be provided on all sides of the building giving fire personnel full access to the structure. In addition, exit doors would be installed at 125’ on center around the perimeter of the building. • Additional Fire Hydrants: Eight (8) on-site private fire hydrants will be provided in lieu of a minimum of two (2) fire hydrants required by the CFC (refer to Section 5.7 of this report). • Additional FDC: An additional FDC will be installed on the opposite side of the building to provide additional firefighting capability and a redundancy for the first FDC at the main entrance to the building.
• Two Fire Water Supply Connections: The on-site looped fire main will be provided with two points of connection to the public water source.
• Enhanced Fire Flow: A minimum fire flow requirement of 4,000 gallons per minute at 20 psi for a 4-hour duration will be provide as calculated in accordance with the CFC and required by the City of Santee Fire Department (refer to Section 5.7 of this report). • ESFR Fire Sprinklers: An Early Suppression Fast Response (ESFR) fire sprinkler system will be installed in the building. The base code requirement is a fire sprinkler system meeting the requirements of NFPA 13. The ESFR system is a more robust fire sprinkler system that will enhance the fire and life safety of the building by extinguishing fires faster, allowing occupants more time to exit, and slowing fire and smoke spread in the building and further mitigating the lack of a second point of access. • Diesel Fire Pump: We will voluntarily upgrade the fire pump from an electric pump relying on electricity from the grid to a diesel engine-based system. The diesel pump adds resiliency to the firefighting efforts by not relying on power from the grid, which may be compromised in an emergency.
3.3.2 Fire Access Gates
The site includes three vehicular access gates. Two gates are located on the east side of the Secure Truck (Loading) Courts, positioned on the north and south sides of the building. The third gate is in the west chain-link fence, which separates the project site from the adjacent property to the west.
Each vehicular access gate will be equipped with Knox Key Switches (#3500 series with dust covers) for gate override, ensuring swift access for emergency responders. These electronically locked gates are also designed with battery backup systems to ensure continuous operation in the event of a power outage. In addition, each gate includes a manual release device or other mechanical means to allow manual opening should there be a power failure.
To further enhance emergency access, strobe sensors will be installed on all electronically locked gates, allowing automatic gate opening upon the approach of emergency vehicles. These sensors meet the requirement for all electric gates serving commercial buildings. The strobe sensors’ installation and functionality will be verified and approved by the Fire Code Official at the time of installation.
All Knox Box and Key Switch installations will comply with Santee Fire Department standards, with Knox Boxes required on exterior riser/fire alarm room doors and at all key locations specified by the Fire Department for building and site access. Key tags will be weather-resistant, and alert decals will be mounted on doors nearest to each Knox Box.

4 Building Description
4.1 Building Occupancy
The primary occupancy of this building will be moderate-hazard storage, Group S-1, and will contain accessory business, Group B uses.
4.2 Building Height, Number of Stories and Building Area The building will have an interior minimum clear height of 36-feet and a maximum parapet height of less than 50-feet. The building will be one-story plus mezzanine, and 300,145 square feet in area.
4.3 Type of Construction
In accordance with CBC Section 507.4, the area of this Group B and S building no more than one story above grade plane is permitted to be of any construction type, and not be limited since the building will be provided with an automatic sprinkler system throughout in accordance with Section 903.3.1.1 and will be surrounded and adjoined by public ways or yards not less than 60 feet in width. 5 Fire Protection Systems
5.1 Fire Detection and Alarm System
CFC Table 3206.2 does not require a fire detection system for buildings containing high-piled storage areas of 12,001-500,000 square feet and containing Class I-IV commodities, or high-piled storage areas 2,501-300,000 square feet and containing high hazard commodities.
An approved audible device, located on the exterior of the building in an approved location, will be connected to the automatic sprinkler system. Such sprinkler waterflow alarm devices will be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system. Where a fire alarm system is installed, actuation of the automatic sprinkler system will actuate the building fire alarm system.
5.2 Fire Suppression Systems
5.2.1 Type of Fire Suppression Systems
Warehouse Areas: To provide more flexibility in warehouse operations, an early suppression fast response (EFSR) sprinkler system will be installed throughout the warehouse areas. ESFR were developed as an alternative to in-rack systems and can be used in warehouses with storage that do not exceed 40-feet in overall height, and with a ceiling height of less than 45 feet. The clear height of this warehouse will be 36 feet. The ESFR sprinkler system will be designed and installed in accordance with NFPA 13, 2022 Edition.
Office Areas: The office areas of the warehouse building will be protected by a conventional wet pipe sprinkler system designed and installed in accordance with NFPA 13, 2022 Edition. 6 Preliminary Fire Protection Technical Report
Palisade Santee Commerce Center, 10990 Woodside Ave., Santee, CA 92071 YCI Project ID: 22128-00
5.2.2 Occupancy and Commodity Classification
Warehouse Areas: When it comes to occupancy classifications, the warehouse areas primarily used for storage are subject to specific requirements outlined in NFPA 13. These requirements depend largely on the type of commodities they house and how these commodities are stored.
Office Areas: In the context of sprinkler design for office areas within the warehouse, these spaces will be categorized as Light Hazard occupancy, following the guidelines set forth in NFPA 13.
5.2.3 ESFR Design Criteria
Storage Limitations:
• ESFR sprinklers are not permitted for the protection of storage on solid shelf racks unless these racks are equipped with in-rack sprinklers.
• ESFR sprinklers are not permitted for the protection of storage with open-top containers.
Hydraulic Design Criteria:
• All design areas should comprise the twelve most hydraulically demanding sprinklers, with four sprinklers on each of three branch lines, unless otherwise specified in NFPA 13, 2022 Edition.
• The ESFR sprinkler system safeguarding warehouse areas that store palletized, solid-piled, or rack storage of Class I through Class IV and Group A commodities will be designed following Table 23.3.1 of NFPA 13. This table outlines ESFR sprinkler ceiling-only options for protecting different types of stored commodities at maximum ceiling heights. For a warehouse with a 36-foot ceiling/roof height, ESFR sprinklers with a K-factor of K-25.2 and a minimum operating pressure of 60 psi will enable the storage of the following commodities:
o Class I through IV and cartooned non-expanded Group A plastics. o Cartoned expanded Group A plastics.
o Exposed non-expanded Group A plastics.
o Exposed expanded Group A plastics.
5.2.4 Light Hazard Occupancy (Offices) Design Criteria
The water demand for sprinklers protecting Light Hazard areas within the warehouse, such as office spaces, shall be determined using a Occupancy Hazard Fire Control Approach of Light Hazard using the density/area method of 0.10 gpm/square feet over a minimum design area of 1,500 square feet. The minimum water supply and durations for this hydraulically calculated system must include a combined inside and outside hose stream of 100 gpm with a minimum duration of 30 minutes. 7 Preliminary Fire Protection Technical Report
Palisade Santee Commerce Center, 10990 Woodside Ave., Santee, CA 92071 YCI Project ID: 22128-00
5.3 Standpipe System
The building will be provided with a Class I manual wet standpipe system. Class I standpipe hose connections will be provided such that all portions of the floor area of the warehouse are located not more than 200 feet from a Class I standpipe hose connection. The distances from a hose connection shall be measured along the path of travel.
5.4 Fire Department Connection(s)
Although this building requires a single fire department connection (FDC), to mitigate the fire apparatus points of access to the site, two (2) FDCs are proposed for the project. One FDC is proposed in the vicinity of the southeast corner of the building and the second FDC is proposed in the vicinity of the northeast corner of the building. Each FDC will be located within 50 feet of an on-site fire hydrant.
Providing two remotely located FDCs will provide redundancy should an FDC become compromised by parked vehicles, damaged hose threads, debris in the intake piping, and other conditions such as falling debris from a fire above.
5.5 Fire Pump Design
A diesel fire pump will serve the automatic sprinkler system protecting this building. The fire pump for this project will be sized according to the computed flow rate necessary for the ESFR sprinkler system. This calculation takes into account factors such as density requirements, coverage area, and hazard classification.
5.6 Smoke and Heat Removal
In accordance with CFC Table 3206.2, footnote h, smoke and heat removal vents are not required in this building since the storage areas within the building will be protected by an ESFR sprinkler system.
5.7 Fire Flow and Hydrant Locations
Fire Flow Requirements: In accordance with CFC Section B105.2, The minimum fire-flow and flow duration for this building shall be as specified in Tables B105.2 and B105.1(2). In accordance with Table B105.1(1), the baseline fire flow for a 300,145 square feet Type IIIB building is 8,000 gpm for a minimum 4-hour duration.
In accordance with Table B105.2, since the building is protected by an NFPA 13 automatic sprinkler system, the fire flow has the potential for a substantial 75% reduction, which would bring the requirement down to 2,000 GPM.
Referring to Appendix B, Section B103.2, it is important to note that the fire code official possesses the authority to increase the fire-flow requisites, albeit not exceeding double the necessity for the specific building. In our case, this would translate to a requirement of 4000 GPM.
Additionally, it's essential to consider that the demand from the fire sprinkler system might negatively affect the availability of fire flow. Recent fire incidents in warehouses have demonstrated a propensity for significant fire flow demands, crucial for the control and extinguishing of fires. 8 Preliminary Fire Protection Technical Report
Palisade Santee Commerce Center, 10990 Woodside Ave., Santee, CA 92071 YCI Project ID: 22128-00
Furthermore, it's worth mentioning that the lack of two separate access roads to the site is an additional factor to consider.
To summarize, the project's mandated fire flow stands at 4000 GPM, with a pressure requirement of 20 PSI for a duration of 4 hours.
Fire Hydrant Locations: Based on the City of Santee Fire Department requirements, the number and location of fire hydrants will be based on the baseline fire flow value of 4,000 gpm. In accordance with CFC Table C102.1, a building with a minimum fire flow requirement of 3,251-4,000 GPM requires a minimum of 4 fire hydrants, spaced an average of 350-feet, with a maximum distance from any point on a street or road frontage to a hydrant of 210-feet.
A minimum of eight (8) fire hydrants will be provided on-site in order to comply with these requirements.
6 Life Safety Measures
6.1 Fire Department Access Doors
The exterior walls of the warehouse buildings will be provided with fire department access doors.
These fire department access doors will be able to be accessed without the use of a ladder.
Fire department access doors shall be labeled on the exterior side with the following sign or other approved sign:

Dear Mr. Bunce:
This letter is in response to your request for formal notification of projects for which the City of Santee is the lead agency under California Public Resources Code section 21080.3.1, subdivision (b) of the California Environmental Quality Act. Pursuant to Public Resources Code section 21080.3.1, subdivision (d), the City of Santee Planning & Building Department (City) has received an application for the Palisade Santee Commerce Center Conditional Use Permit (“Project”) located at 10990 N. Woodside Avenue (APN 381-070-52).
The 13.5-acre project site is currently developed with a two-screen, drive-in theatre and a building containing restrooms, concession facilities, and a projection house, which collectively are in the process of ceasing operations. The project consists of redevelopment of the project site as a commerce center with an approximately 300,145 square foot (gross area, inclusive of mezzanines and 10,000 sf of office space) one-story industrial building. The building would be up to 50 feet in height and would accommodate warehousing and distribution, manufacturing, assembly, and/or research and development operations, and related office uses. In addition to the industrial building, the project would include up to 42 dock-high doors, four grade-level doors, two truck courts, and up to 301 passenger-vehicle parking spaces, 30- and 40-foot-wide fire access lanes along the building perimeter, landscaping, and fencing along portions of the developed perimeter with automated gates at certain driveway locations. The project would also include associated utility, stormwater treatment, and roadway improvements. The project is consistent with the site’s existing land use designation (IL-Light Industrial) and zoning (Light Industrial-IL).
As a condition of project approval, the applicant will have a Native American monitor(s) and an archaeological monitor present during the initial grubbing, site grading, excavation, or disturbance of the ground surface. Additional mitigation will be proposed if a situation arises in which resources are discovered.
