S}IAFTER COUNCIL AGENDA REPORT
Meeting Date:
FROM:
October 4,2022
Gabriel A. Gonzalez,City Manager
Prepared By: Kevin Zimmermann, Chief of Police
SUBJECT: MOTOROLA GTR SOOO TWO-WAY RADIO REPEATER PURCHASE
RECOMMENDATION
Council ratiff the purchase of the "Motorola GTR 8000 Public Safety Repeater" and installation for the Police Department for an estimated cost of $ 1 8,21 0.
BACKGROUND
The existing repeater recently failed and needs to be replaced. The existing repeater is over fifteen (15) years old and is no longer supported by Motorola. A third-party vendor was unable to repair the repeater. The Police Department is currently utilizing the Modified Community Correctional Facility (MCCF) repeater at this time. The MCCF repeater is not sufficient for extended use as the repeater does not have AES encryption that is needed to be in compliance with DOJ/CJIS encryption protocols. The repeater is also not aP25 compliant system (Digital or Analog Modes).
AP25 digital system will allow interoperability and compatibility with other agencies and allow for a stronger signal for a larger area ofcoverage. It is critical that a new repeater be purchased and installed as soon as possible.
The installation of a new public safety repeater is critical to maintaining sound law enforcement operations in the city and it is also critical to maintaining a safe environmsnt for our police officers.
Two-way radio communication is used in the day-to-day operations between officers and the Communications Center to maintain public safety.
Due to the operational necessity of this piece of equipment the city manager authorizedthe urgency purchase of the repeater to account for any lead time. The recommendation is for Council to ratifu the City Manager's action of the urgency purchase. Staff received a quote from Motorola who is the only entity that can provide public safety radios and repeaters.
FISCAL IMPACT
The total purchase amount will require a budget amendment of $ 1 8,21 0.00 to manage the purchase and installation of the equipment.

SFIAFTER COUNCIL AGENDA REPORT
Meeting Date: October 4,2022
FROM: Gabriel A. Gonzalez,City Manager
Prepared By: Michael James, Public Works Director
SUBJECT: CITY PARTICIPATION IN KERN GROUNDWATER AUTHORITY
RECOMMENDATION
Council approve City of Shafter withdrawal from the Kern Groundwater Authority (KGA); and authorize the City Manager to submit a 30-day withdrawal notice to KGA consistent with the term of the KGA Joint Powers Agreement.
BACKGROUND
The Kern Groundwater Authority (KGA) is in place to implement a Groundwater Sustainability Plan (GSP) for a designated portion of Kern County that includes Shafter. All of the State is required to be covered by a GSP per the Sustainable Groundwater Management Act. The GSP for KGA was originally submitted to the State in 2020 but later updated and resubmitted this year in response to pre-approval comments and directives. Provided the State ultimately approves the GSP, KGA must continue to manage and fulfill the objectives to achieve groundwater sustainability by 2040.
A Joint Powers Agreement governs KGA among approximate|y 20 members. Even though its GSP covers multiple cities, including Delano, McFarland, and Wasco, Shafter has been the only municipality member since the inception of the KGA several years ago. As a member of the KGA, the City has one seat on the Board of Directors. Membership was initially viewed as a worthwhile use of City staff and funding to ensure that it played a role in the development of the GSP. In reality, successful implementation of the GSP depends on the Crty's ability to coordinate groundwater use with the agricultural-based water districts that share jurisdictional boundaries *ittr t[" City, which are Shafter-Wasco Irrigation District and North Kern Water Storage District.
These districts are also KGA members with boundaries covering a vast majority of City limits. In addition, City landowners are also shareholders in the operations of these districts via property tax assessments or user fees. Therefore, the City's groundwater interests in the KGA are already represented by the districts without the need to have the City as a member.
While City staff is committed to representing the City's groundwater interests and working to ensure the region achieves sustainability, KGA membership is no longer viewed as essential to meeting the commitment. The agricultural-based water districts coordinate well with the City and could urr,r-" the leadership roles with the GSP implementation. Terminating the City's membership would also preserve approximately $30,000 per year in Water Enterprise Funds, which had been required to maintain membership, for other water-related initiatives.
MANAGEMENT REPORT
City Participation in Kern Groundwater Authority
The KGA JPA requires a member to provide a 30-day written notice of its planned withdrawal.
The City's current financial obligations to KGA appear to be through the 2022 calendar-year budget. Therefore, a withdrawal notice should be submitted prior to this December to avoid any further financial obligations.
FISCAL IMPACT
The City Fiscal Year 2022-2023 budget is funded to cover one year of KGA membership or approximately $30,000. Provided a withdrawal notice is filed before this December, the financial obligation should be reduced by 50o/o, resulting in a savings of $15,000. Therefore, no budget action is required.
ALTERNATIVES
The City can retain its KGA membership and have representation on its Board of Directors. While membership does ensure that the City's groundwater interests are factored into KGA decisions and policies, there has been adequate coordination with the agricultural-based water districts that share jurisdictional boundaries and have their own KGA memberships. Therefore, withdrawing from KGA does not significantly impact groundwater sustainability for the City. Instead, it allows water enterprise funds, previously used for membership costs, to be utilized better for water customers.
