3 2) Scope of Work and Associated Work Plan
Our understanding of the scope of work for this RFP is to provide comprehensive plan checking services for commercial, industrial, and residential developments within the City of Shafter. This includes meticulous review and evaluation of construction designs, materials, and methods to ensure technical correctness and compliance with the City of Shafter Subdivision Engineering and Design Manual. We are fully aware of the need for adherence to additional standards, such as Federal ADA standards, California MUTCD, California Building Code, and other relevant local agency standards. SORA Engineering understands that in certain situations, it does not always make sense to follow standards due to existing site conditions or other special circumstances. In these situations, we will use sound engineering judgment to alert the City Engineer to the specific variance.

For residential development, plans to be reviewed include:
● Grading plans
● Water construction plans
● Sewer construction plans
● Street construction plans
● Storm drain construction plans
● Wall and public fence construction plans
● Public park plans
● Public Landscaping plans
For commercial and industrial developments, plans to be reviewed include:
● Grading plans
● Water construction plans
● Sewer construction plans
● Street construction plans
Review of building and structure plans will be excluded from this scope of work.

In addition to plans, SORA Engineering will review soils reports, title reports, development agreements, wall calculations, street section calculations, storm and sewer studies for pipe sizing, flow network analysis, and other project-specific documentation.

This contract is expected to last 1 year starting on November 1, 2023. Once plans are shared with SORA Engineering, we will prepare a cost estimate and date of completion for the plan checking services and request approval from the City of SORA Engineering City of Shafter Proposal

Page 340 of 397 ends

4 Shafter. Once authorized we will begin reviewing the plans using Bluebeam software and will commit to completing the work within four (4) weeks. 3) Firm Qualifications & Relevant Experience
SORA Engineering is well qualified and experienced to complete the work described in the RFP. We have successfully completed similar projects with many California cities such as San Jose, Fresno, Hayward, Beaumont, Oakley, Oakland, San Francisco, Berkeley, San Leandro, and Brentwood. We are very familiar with this type of work and have a methodical 4-step approach towards design review.

Process:

Step 1: Meticulously review plans for drafting errors. This includes but is not limited to spelling errors, overlapping text, references to detail sheets, overlapping callouts, unnecessary content, missing content, and matchlines.

Why: Sloppy drafting can be a tell-tale sign of larger problems at hand. It is also an easy target for contractors to issue change orders on. This in turn can lead to unnecessary delays and cost overruns.

Step 2: Check the design against the City of Shafter Engineering and Design Manual as well as other standards laid out in the scope of work. We would also consult with the City of Shafter if there is interest in following the National Association of City Transportation Officials (NACTO) best practices found at nacto.org.

Why: Following published standards ensures the design is up to code and is cohesive with the rest of Shafter. Our experience is key as we understand how to check on the nuances of design such as truck turning templates, sight distance, safe routes to school, pedestrian and bike safety, fire emergency access, traffic impacts, and construction staging to name a few. This is also the time to start thinking creatively. Many times due to existing conditions, a standard may not be met, or a detail may be overdesigned. Creative and critical thinking ensures that the design is practical for the situation.

By keeping up with industry best practices such as NACTO guides, we can make sure the proposed infrastructure prioritizes public safety and is compatible with rapidly evolving mobility solutions like scooters, e-bikes, and driverless vehicles.

SORA Engineering City of Shafter Proposal

Page 341 of 397 ends

5 Step 3: Review plans from a larger regional perspective. ● How does the project conform to existing infrastructure at the limits of work?
● Is there an opportunity to add to the bicycle network on Figure 3-7-2 (pg.50)?
● Will the project be affected by future infrastructure development as described in Section 3.7 Circulation and Roads (pg. 44)? ● Is the project appropriately zoned based on the Zoning map of Shafter?
● Will the project be affected by future CA High Speed Rail Development?
Why: By thinking holistically, Shafter will benefit from less throw-away work, demolition, and reconstruction; and be considered good stewards of the money allocated toward
these projects. This long-term vision can spur more economic activity that benefits the city.

Step 4: Final QA/QC check.

Why: Once all comments have been added, it’s important to step back with fresh eyes and review all of the sheets one last time. This ensures that nothing was missed and we can confidently stand by our review before handing it back to the City of Shafter.

Relevant Experience:

Our most relevant work was San Jose’s Downtown West project. We were the owner's representative to Google as they developed their future 80-acre mixed-use campus consisting of 7.3 million square feet of office space, 4,000 housing units, and 15 acres of parks and green space. Our role was to guide design consultants to develop plans that would ultimately be approved by the City of San Jose, Google, utility owners, adjacent transit operators, and the surrounding community. To do this successfully, we developed a clear communication plan with our design consultant team; we reviewed design standards and expectations early and revisited them often; and pushed our consultant team to create designs that were safe, innovative, and efficient.

Our work for the City of Shafter will follow the same high standards that Google expected of us for Downtown West. Our final product will involve detailed analysis, clear identification of design errors, and recommendations for corrections.

6 Creativity: Sora Engineering attended the October 10th, 2023 pre-bid meeting where it was mentioned that advice on where to be creative is important to the city.

One avenue we suggest exploring is the integration of 3-D modeling. While this is not part of the plan checking process, this is something that we encourage the design engineers to produce to help as a visual aid. If the designer is not able to create them, we are happy to help guide them. By creating color 3-D visualizations early in the design process, expectations around the final design can be set without having to waste time iterating. These tools help allow all stakeholders to have a voice including those that may not have technical backgrounds in civil design. Below are some samples to help illustrate the point.

Figure 1: A 3-D rendering of a roadway can allow city planners to determine the best use of the right of way. Options like landscaping, street parking, bike lanes, and more can quickly be analyzed.

SORA Engineering City of Shafter Proposal

Page 343 of 397 ends

7 Figure 2: Once a final street configuration is designed, engineers can use these tools to create construction staging plans. These visuals can help flush out constructability issues and double as graphics to share with the public to explain why a street is closed.

Figure 3: A hypothetical residential building at the intersection of Shafter Ave. and Redwood Dr. This rendering gives a sense of scale to the project as compared to the surrounding development. This tool can be used to analyze building shadows, adjacent flood zones, wetlands, visual impacts, roadway sight lines, and more.

SORA Engineering City of Shafter Proposal

Page 344 of 397 ends

8 Figure 4: A proposed office building at the intersection of E Lerdo Hwy and Gold’s Ave.

Creating a visual like this very early in the planning process is a powerful tool to share with neighbors or affected stakeholders.

Figure 5: Single-family homes near Fresno Ave. and Central Valley Hwy. A development like this requires a significant amount of new roads. Being able to quickly iterate and try dozens of options for the roadway network gives assurance that the development will fit in well with the existing infrastructure.

Proposal P#23-271 Page 2 of 7
Scope of Work
The City of Shafter requests consulting services to provide improvement plan checking services.

Cornerstone Engineering has provided these services to the City of Bakersfield in the past, and more recently to the City of Tehachapi.   We understand that the services will include plan checking for residential, commercial and industrial development.

The following describes how we intend to provide these services to the City.

MANAGEMENT APPROACH
Plan checking for the City of Shafter requires management of three key activities; supervision, document control and cost tracking.   First, we act an extension of the City staff.  Our comments on a set of plans will reflect upon the professional reputation of the City, so we are very careful in how we comment on the plans.

Junior staff will point out the items they catch for comment, but senior staff write the comments and review everything we note on a set of plans.  All work is supervised by a Senior Engineer.  We have a set of standard operating procedures (SOPs) for each type of plan check that we perform.  The goal of this process is to make the checking process efficient and consistent.

Another management concern is document control.   Every plan set is accompanied by supporting reference documents for Conditions of Approval, Title, Soils, Drainage, etc.  When we receive a package for plan check, a job tracking entry is made in our job log spreadsheet.  We use the spreadsheet to track the intake of all documents.  A job folder is created to make sure that all documents are kept together and returned to the City.

Billing and Costs – Our accounting software for this work has been set up so that we code our work to each specific set of plans.  Each time entry is accompanied with a description of the plan set that we worked on.

The result is a detailed bill to the City each month showing the time spent on each plan check task.

PROJECT UNDERSTANDING
Based on the needs of the assigned project, we are able and willing to provide any of the following plan checking services:
 Grading Plan Checking
 Street Plan Checking
 Sewer and Storm Drain Plan Checking
 Water Plan Checking
 Wall and Fence Plan Checking
 Public Park Plan Checking
 All Plan Checks include:
o Compliance with City Standards
o Compliance with City policies
o Compliance with Conditions of Approval
o Final QA/QC Check

Page 363 of 397 ends

Proposal P#23-271 Page 3 of 7
Note: Cornerstone’s service set excludes landscaping design consequently we do not employ credentialed landscape architects to plan check Landscape Plans.  We can scrutinize landscape plans for compliance with Landscape Ordinance language but would encourage other arrangements to check irrigation system design for plant suitability, for example.

SCOPE OF WORK
Generally, a set of construction plans are checked using the following procedure:

1. Document retrieval – Prior to checking a set of plans, the following documents must be retrieved from City files:
a. Project conditions of approval
b. Planning Studies
c. Drainage and Sewer Studies
d. Soils report
e. Title Report

2. Plan Checking – Checking a set of construction plans or a map check shall proceed as follows:
a. Improvement Plans – Street, Sewer, Water and Wall plans. i. The city has a standard check list for the preparation of these plan sets located in the City Subdivision Engineering and Design Manual.  We have developed our own check lists to thoroughly go through a set of plans.  We use the check list to do our intake review of the plans.
ii. We check the plans for compliance with the city design standards and standard notes. iii. We check for consistent cross references from sheet to sheet. iv. We check the plans against the approved project studies. v. We check the plans against the conditions of approval and project mitigations. vi. This process is done in two steps, first an engineering tech does his initial review and comment, then the Sr. Civil Engineer will review his work and address the design specific issues and QA/QC the work done by the tech.
vii. Finally the plans and documents are scanned and filed on our server, then delivered back to the city along with a transmittal for return of the plans to the submitting party. b. Grading Plans – Grading plans are handled differently because they are part of a building permit set and have different code compliance issues than other sets of plans. i. The city does not have a checklist for a grading plan check, but we have developed our own internal S.O.P. for grading plan check.  We start with the check list for street plans but only focus on the issues specific to the site drainage.
ii. We check the plans for compliance with the approved drainage study.

Page 364 of 397 ends

Proposal P#23-271 Page 4 of 7
iii. We check the plans for compliance with the city design standards, standard notes and policies. iv. We check for consistent cross references from sheet to sheet. v. We check the plans against the conditions of approval. vi. We check the site path of travel for ADA compliance. vii. This process is done in two steps, first an engineering tech does his initial review and comment, then the Sr. Civil Engineer will review his work and address the design specific issues and QA/QC the final comments.
viii. Finally the plans and documents are scanned and filed on our server, then delivered back to the city along with a transmittal for return of the plans to the submitting party.

Map Checking ‐  We know that this RFQ does not include map checking.   We wish to note that Cornerstone has 2 licensed Land Surveyors on staff and we have also checked many Final and Parcel Maps for other cities.

We have created an S.O.P. for map checking that we use internally.   We are available to provide these services to the City of Shafter if needed.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: November 7, 2023
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: AUTHORIZE NOTICE OF AWARD TO KEN W. SMITH

CONSTRUCTION INC FOR THE CITY HALL - SECURITY

IMPROVEMENTS AND RENOVATION PROJECT IN AN AMOUNT
UP TO $200,000

RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; authorize the Deputy Public Works Director to issue a notice of award and notice to proceed to Ken W. Smith Construction Inc. in an amount up to $200,000.

BACKGROUND
The completed and planned addition of City staff has led to a critical shortage of office space within City Hall. To address this issue, an architectural design firm developed a remodel plan to create additional workstations within the building's City Services and City Manager's areas. In addition to optimizing the workspace, the remodeling plan would establish a more secure environment with permanent walls and counter space that barriers between staff and the public. The public waiting and lobby areas would also be more formal and functional.

Due to the immediate need for additional workspace, staff used informal bid procedures to obtain pricing to construct the remodeling plan. Five pre-qualified contractors were solicited for bids, resulting in only one bid received by the due date.

ANALYSIS
The bid received was supplied by Ken W. Smith Construction Inc. with a proposed cost of $180,224.00. This company has not completed any project of record for the City but holds the appropriate license classification to complete the work. A budget of $200,000 would fund the bid submitted by Ken W. Smith Construction and potential contingencies.

FISCAL IMPACT
The City Hall and Security Improvements & Renovations is an ARPA Phase II approved project with an allocated budget of $302,500.00. The available budget is enough to cover the proposed construction cost. No budget action is necessary.

Page 374 of 397 ends

AUTHORIZE NOTICE OF AWARD TO KEN W. SMITH CONSTRUCTION INC FOR THE

CITY HALL - SECURITY IMPROVEMENTS AND RENOVATION PROJECT IN AN AMOUNT UP TO $200,000
- 2 -

CEQA ANALYSIS
The project is to remodel City Hall by creating workspaces and establishing a more secure environment with permanent walls and counter space that creates barriers between staff and the public. The project involves negligible or no expansion of existing uses. Therefore, the project is exempt from CEQA per Section 15301 (Existing Facilities) of the CEQA Guidelines.

APPROVED BY THE CITY ATTORNEY
Not Applicable

ALTERNATIVES
City Council can direct staff to reject the one bid received and direct staff to release the project for another round of bid procedures to possibly obtain additional cost proposals for the work. However, additional bidding would delay the project, which is needed as quickly as possible to accommodate new staff expected in the coming months.

NEXT STEPS
If authorized to award the contract to Ken W. Smith Construction, staff will issue a contract award and schedule the construction.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: November 7, 2023
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Marcos Torres, Deputy Public Works Director SUBJECT: AWARD REVISED WATER METER SERVICE FITTINGS

PURCHASE TO FERGUSON WATERWORKS IN THE AMOUNT
OF $151,200

RECOMMENDATION
Council find the action is not defined as a "project" per Section 15378(b)(4) of the California Environmental Quality Act (CEQA) Guidelines; rescind previously approved proposal from Core and Main (September 5, 2023 Council Meeting Management Report #2); accept two proposals for the purchase of water meter fittings received on October 13, 2023; approve one of said proposals received on October 13, 2023 submitted by Ferguson Waterworks for $151,198.98; and authorize Public Works Director to issue a purchase order to Ferguson Waterworks for purchasing said water meter service fittings.

BACKGROUND
At its September 5, 2023 meeting, the Council approved the purchase of water meter appurtenances (fittings) at the recommendation of Public Works, which had conducted a bid process for the materials. Subsequently, staff learned from the supplier to be awarded the purchase that they did not previously submit a bid for the specified fittings.

ANALYSIS
Proceeding with the purchase requires the City to conduct a new bid process or salvage the previous bid process by awarding to the second lowest responsive bidder. Staff opted to conduct a new bid process and instruct bidders to provide pricing and anticipated delivery times for the fittings.

On October 13th, Public Works received sealed bids. A bid summary is as follows:

SUPPLIER TOTAL LEAD TIME
Ferguson Waterworks $151,198.98 17-22 weeks
Core and Main $159,421.12 22-25 weeks

AWARD REVISED WATER METER SERVICE FITTINGS PURCHASE TO FERGUSON WATERWORKS IN THE AMOUNT OF $151,200
- 2 -
Ferguson Waterworks submitted the lowest confirmed bid and best delivery time. They are also a reputable vendor of water-based products.

Awarding a purchase to Ferguson Waterworks based on their proposal submitted through the second bid process will require that the Council reject bids submitted through the first bid process.

FISCAL IMPACT
The City's Capital Improvement Program WA00017, has enough funding programmed this fiscal year to cover the requested purchase without budget action by Council.

CEQA ANALYSIS
The action is not defined as a "project" per Section 15378(b)(4) of the CEQA Guidelines because the action is a purchase to support, but to not expand or alter, the existing water utility operation and therefore, it is governmental fiscal activity that does not involve any commitment to a specific project that can result in a potentially significant impact and not subject to CEQA.

APPROVED BY THE CITY ATTORNEY
Yes

ALTERNATIVES
Alternatives include awarding to the second-ranked bidder from the first bid process or directing staff to seek additional bids from other suppliers. The participating suppliers are already preferred vendors offering similar pricing. Further, the second bid process better compares pricing and delivery times. Finally, the City faces a looming deadline to have all water services metered in less than fifteen months, meaning the remaining meter installations must proceed as soon as possible. Therefore, alternative action is not recommended.

NEXT STEPS
Upon Council approval, staff will issue a purchase order to Ferguson Waterworks for the purchase of the water meter service fittings.
