REF: Trip Generation and Vehicle Miles Traveled (VMT) Analysis for Marcona Preserve in Shafter, CA
Dear Ms. Brauer:
This letter is in response to your request for a trip generation and VMT analysis, as required by the City of Shafter Planning Department in their preliminary review letter dated July 3, 2023.
The applicant is proposing to amend the Marcona Specific plan to change a school parcel to single-family homes. It is our understanding that the existing school parcel would support a student population of approximately 400 students. The proposed revision would be to replace the school use with 96 single-family homes.
A comparison of the trip generation of the existing use and proposed use was prepared to determine if there are any traffic impacts due to the proposed use.
Existing Trip Generation
Trip generation volumes for the existing school site was calculated using the Institute of Transportation Engineers (ITE) Trip Generation, 11th Edition. Trip generation for the existing zoning is based on the ITE Codes 520 (Elementary School). The results are shown in Table 1.
August 30, 2023
Table 1
Existing Zoning Trip Generation
Proposed Trip Generation
The trip generation for the proposed 96 single-family dwelling units use is based on the ITE Code 210 (Single-Family Detached Housing). The results are shown in Table 2.
Table 2
Proposed Trip Generation
Table 3
Existing & Proposed Project Trip Generation
ADT & AM/PM Peak Hours
As shown in Table 3, the proposed project will generate 64 more daily trips than the existing land use. AM peak hour trips are expected to decrease by 224 trips and PM peak hour trips are expected to increase by 32 trips. The threshold for requiring a traffic impact study is whether a project adds 50 or more vehicular trips to an intersection during the peak hour. As shown on Table 3, the project does not reach the 50-trip threshold in either the AM or PM peak hours.
Therefore, intersection analysis would not be required.

VMT Analysis
At the time of this analysis, the City of Shafter has not developed a Vehicle Miles Traveled (VMT) policy and therefore, our analysis is based on the guidelines outlined in OPR’s SB 743:
Technical Advisory on Evaluating Transportation Impacts in CEQA, dated December 2018.
The advisory provides “screening thresholds” for identifying whether a land use project should be expected to result in a less than significant transportation impact under CEQA. Projects meeting one or more of these criteria would not be required to undergo a detailed VMT analysis.
One such screening threshold pertains to the project generated daily traffic. According to the advisory, if the project generates fewer than 110 average daily trips, the project is presumed to create a less than significant impact.
As shown in Table 3, the project is anticipated to generate approximately 64 additional daily trips with the proposed single-family homes, as would be under the current land use designation.
Therefore, with the project generating less than 110 additional daily trips, the project is presumed to have a less than significant traffic impact.
Please contact me should you have any questions.
Very truly yours,
Ian J. Parks
R.C.E. 58155
Scope: Intersections shown in the attached figure are proposed to be studied based on the trip thresholds and vicinity of intersections/ramps to the project.
MANAGEMENT REPORT
CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: December 5, 2023
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Rogelio Sanchez, Finance Director
SUBJECT: AUTHORIZE THE FINANCE DIRECTOR TO ALLOW UP TO $20
MILLION OF CURRENT INVESTMENTS TO MATURE AND TO BE
TRANSFERRED TO LAIF OR CALIFORNIA CLASS WITHIN THE
NEXT 15 MONTHS
RECOMMENDATION
Council find the action is not defined as a “project” per Section 15378(b)(2) of the CEQA Guidelines; and authorize the Finance Director to allow up to $20 million of current investments to mature and to be transferred to LAIF or California CLASS within the next 15 months.
BACKGROUND
The Shafter City Council authorized the Finance Director to engage and transfer $6 million in cash to California Cooperative Liquid Assets Securities System (California CLASS) on March 21, 2023. The initial deposit yielded $237,834 as of October 31, 2023, which is an impressive return for a flexible investment pool.
The City has various securities with upcoming maturities that cannot be reinvested in long-term securities because various CIP projects need to be funded in the upcoming months. Furthermore, the City Council has a desire to investigate an independent trust account to handle reserves related to the Williams-Sonoma sales tax agreement. The current California daily yield is 5.4978% compared to 3.61% at the California Local Agency Investment Fund (LAIF). California Class performance is superior compared to LAIF.
Therefore, the Finance Director is recommending the City Council allow matured investments to be transferred from the US Bank safekeeping account into the California CLASS on a temporary basis in the next 15 months. We expect the transfers not to exceed $20 million USD.

ANALYSIS
California state rules and the current city's investment policy allow the Finance Director to invest in safe securities including highly rated bonds, CDs, Treasury Bills, and bonds from other government agencies with maturities of up to five years. The Finance Director analyzes current cash needs in conjunction with CIP projects to determine the money that needs to be invested in safe securities to maximize interest income.
Most of Shafter's cash is invested in securities which are subject to market conditions.
There is a process to convert long-term securities into cash. The city has increased investments over many years. However, the city is in need to have available cash ready for various projects. California CLASS and LAIF allow the city to earn some interest income while allowing the investments to be liquid and flexible (available within 24 hours). California CLASS has been in operation for more than 10 years, and it offers the most competitive returns. LAIF offers lower returns, but it has been around for much longer. A higher return is usually associated with higher risks.
FISCAL IMPACT
We expect a slight decrease in interest income in the coming five years. There is no budget adjustment needed for moving cash from the safekeeping into LAIF or California CLASS.
CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(2) of the CEQA Guidelines because the action is the approval of an updated investment policy and therefore, it is considered general policy and procedure making and not subject to CEQA.
APPROVED BY THE CITY ATTORNEY
No
ALTERNATIVES
We have various options to move the cash into LAIF, Mission Bank, California CLASS, reinvest the cash in new securities, or leave it in the current US Bank Safekeeping account.
NEXT STEPS
Transfer additional funds into California CLASS on a temporary basis until funds are needed for pending projects.

MANAGEMENT REPORT
CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: December 5, 2023
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: AWARD THE SHAFTER AQUATIC CENTER IMPROVEMENT
PROJECT (CIP PF00002) TO JAMES E. THOMPSON, INC., DBA
JTS CONSTRUCTION, IN THE CONTRACT AMOUNT OF
$2,842,500
RECOMMENDATION
Council find the project is exempt from CEQA; accept the bids received for Capital Improvement Program (CIP) Project PF00002 - Aquatic Center Improvement Project; authorize a budget amendment appropriation of $250,000 from General Fund to increase the CIP project budget to $3,000,000; and, authorize the Deputy Public Works Director to issue a Notice of Award and Notice to Proceed for said project to James E.
Thompson, Inc., dba JTS Construction for a contract amount of $2,842,500.
BACKGROUND
The Council previously authorized staff to release the Shafter Aquatic Center Improvement Project for formal bidding. The project includes replacing and modernizing the pumping, heating, filtration system, and deck and replastering the competition and children's pools. Only one bid was received and publicly opened on November 8, 2023. This bid was submitted by James E. Thompson, Inc., dba JTS Construction ("JTS Construction), which proposes $2,842,500.
ANALYSIS
JTS Construction submitted a fully responsive bid. They have completed past projects for the City, including the Veterans Park Field House and a modular building at the Shafter Learning Center. Most importantly, they are proposing subcontractors with extensive experience in municipal pool construction.
A project budget of $3,000,000 should cover the construction bid plus contingencies, as well as material testing and engineering support work by a consultant working separately for the City.
FISCAL IMPACT
CIP Project #PF00002 currently has an allocated budget of $2,750,000, which consists of Clean California Grant funding ($2,406,250) and General Fund ($343,750). A budget
AWARD THE SHAFTER AQUATIC CENTER IMPROVEMENT PROJECT (CIP PF00002) TO JAMES E. THOMPSON, INC., DBA JTS CONSTRUCTION, IN THE CONTRACT AMOUNT OF $2,842,500
- 2 -
amendment appropriation of $250,000 from the General Fund to CIP Project #PF00002 would fully fund the requested budget of $3,000,000.
CEQA ANALYSIS
Per Section 15301 (Existing Use) of the CEQA Guidelines, the project is exempt from CEQA because it consists of repairs and minor alteration to an existing pool involving negligible or no expansion of use.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
The Council could direct staff to reject the bid submitted and release the project for another round of format bidding, which may lower construction costs. However, this alternative would significantly delay the project and likely result in the project not being completed by a deadline dictated by the Clean California funding agreement, which is June 30, 2024. The past formal bid process was thorough and shared with multiple contractors and vendors specializing in pool projects. Public Works does not anticipate that a second bid process will yield better results.
NEXT STEPS
A Notice of Award and Notice to Proceed will be issued to JTS Construction. Staff will work to execute the contract as quickly as possible to ensure any materials with significant lead times are ordered as soon as possible. Staff is targeting a start date of January 8, 2024 and, based on contract days included in the bid process, is anticipating project completion in April 2024.

MANAGEMENT REPORT
CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: December 5, 2023
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: UPDATE ON SHAFTER SKATEPARK EQUIPMENT UPGRADES PROJECT (CIP PROJECT #PK00009)
RECOMMENDATION
There is no recommended action. The item is included for informational purposes only and to solicit City Council feedback.
BACKGROUND
In July of 2023, the City awarded Spohn Ranch a design-build contract to complete upgrades to the existing stakepark site located at 460 East Euclid Avenue. The value of the improvements was capped at $500,000 due to budget limitations. Since then, staff has executed the contract with Spohn Ranch, allowing them to begin working on the preliminary design. To assist with the design process, they hosted a public workshop at the recent Dia De Los Muertos festival to solicit feedback on preferred amenities plus produced an electronic survey for those that could not attend to also provide feedback.
ANALYSIS
The workshop and survey resulted in very strong and positive feedback for Spohn Ranch. Highlights of the feedback and design elements to accommodate it within the project budget and existing floor space are ready to be presented to the Council via a presentation.
FISCAL IMPACT
There is no fiscal impact. This item is being presented for informational purposes and to solicit feedback on a project already funded through Capital Improvement Project #PK00009.
CEQA ANALYSIS
The item is informational only and therefore, there is no discretionary action that triggers California Environmental Quality Act review.
