CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Rocio Mosqueda, Accounting Manager
SUBJECT: RATIFY AND AUTHORIZE THE DECLARATION OF SURPLUS
TRANSIT VEHICLES
RECOMMENDATION
Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; ratify and authorize the declaration of surplus transit vehicles.
BACKGROUND
On October 3, 2023, City Council approved Resolution 2946 for participation in the San Joaquin Valley Air Pollution District AB617 Community Emissions Reduction Grant Application and upon award purchase replacement vehicles that are electric or plug-in hybrid vehicles with minimum passenger capacity of six. A component of the grant application included replacement and dismantling of four gas fuel transit vehicles (T-11, T-12, T-14, T-15) by an authorized dismantling facility. City Council had previously declared two (T-11, T-12) of the four transit gas vehicles as surplus on May 2,2023.
ANALYSIS
Need authority to declare the remaining two (T-14, T-15) gas transit vehicles as surplus to be able to dispose by an authorized dismantling facility and meet grant requirements.
FISCAL IMPACT
None
CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines because the action is approval of a declaration of surplus vehicles and therefore, it is

governmental fiscal activity that does not involve any commitment to a specific project that can result in a potentially significant impact and not subject to CEQA.
APPROVED BY THE CITY ATTORNEY
No
ALTERNATIVES
There is no viable alternative to the requested action.
NEXT STEPS
Upon approval, staff will proceed with properly disposing of the transit vehicles by an authorized dismantling facility and submit grant reimbursement requests as transit vehicles are replaced.

CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Randy Milligan, Acting Chief of Police
SUBJECT: APPROVAL TO MEDICALLY RETIRE POLICE K9 AND DECLARE THE K9 SURPLUS AND DISPOSE OF THE UNIT
RECOMMENDATION
Council find the action is not defined as a "project" per Section 15378(b)(5) of the CEQA Guidelines; and approve the medical retirement of Police K9 Ecko; declare the K9 as surplus unit and transfer ownership to his handler Officer Lucas Graves.
BACKGROUND
The Shafter Police Department reconstituted the police K9 program in December 2019. After the purchase of K9 (Ecko), he completed the necessary training and began working with his first K-9 handler. K9 Ecko was later assigned to a second handler.
In April 2023, the current handler identified an injury to Ecko’s rear leg. After a series of medical appointments and treatments, the injury persisted. Ecko was seen by a specialist who indicated that there was a ligament or tendon issue associated with Ecko’s leg. However, the specialist could not be exact on the injury without either a CT scan or an MRI, which would require Ecko to be transported to Santa Clarita area and placed under anesthesia.
During a follow-up appointment, it was expressed by the veterinarian that Ecko had an abnormal condition for a standard ligament tear and a CT scan could hopefully diagnose the abnormal condition. The veterinarian said a retirement for Ecko was justified due to the uncertainty and unique condition.
ANALYSIS
Medical concerns have developed that preclude K9 Ecko’s ability to function in his assigned role. During a conversation with the veterinarian, it was relayed that the injury to Ecko’s leg would more than likely be an issue for the duration of Ecko’s life. With the cost of the MRI being $2,700, which may diagnose the issue, it will undoubtedly follow tens of thousands of dollars of future surgeries, physical therapy, and medications that would require a significant increase to the K9 budget with no guarantee that the leg issue would ever be resolved.
Due to the unknown medical conditions, and cost-benefit analysis of the treatment and
APPROVAL TO MEDICALLY RETIRE POLICE K9 AND DECLARE THE K9 SURPLUS AND DISPOSE
OF THE UNIT
- 2 -
further medical care staff is recommending City Council approve the retirement of K9 Ecko and declare the K9 as a surplus asset.
Due to the specialized training of the K9, and the relationship Ecko and Officer Graves have developed, the most human way for Ecko to enjoy his retirement is to remain with his handler. Ownership will be transferred to Officer Graves for one dollar ($1.00).
FISCAL IMPACT
There will be a slight saving to the budget as daily supplies for the K-9 program are not needed.
CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines because the action is approval to medically retire a police K9 and transfer ownership to the handler and therefore, it is organizational and administrative activity that will not result in direct or indirect physical changes to the environment and not subject to CEQA.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
Schedule K9 Ecko for the MRI for the cost of $2,700. Not Recommended.
It is recommended by staff to honorably retire K9 Ecko and allow the current handler (Officer Lucas Graves) to purchase Ecko. Recommended.
NEXT STEPS
If City Council approves the recommendation to medically retire Police K9 Ecko and transfer Ownership to handler Lucas Graves, Echo will be sold to Officer Lucas Graves.

CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Michael James, Public Works Director
SUBJECT: AWARD CITY HALL SIDEWALK IMPROVEMENTS TO KEN W SMITH CONSTRUCTION, INC.
RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; approve one (1) proposal submitted by Ken W. Smith Construction, Inc. for constructing sidewalk improvements at City Hall (Proposal #4870) valued at $11,250; approve one (1) proposal submitted by Ken W. Smith Construction, Inc. for reconstructing one (1) commercial drive approach at City Hall (Proposal #4869) valued at $10,900; authorize the Public Works Director to award said proposals; and authorize expenditures for said improvements not to exceed $30,000 for said sidewalk improvements.
BACKGROUND
Staff requested a proposal from Ken W. Smith Construction, Inc. (KSI) to construct a widened public sidewalk along southbound State Route 43 fronting City Hall. This contractor was awarded and has substantially completed renovation and security improvements to the City Hall reception areas. A widened sidewalk will enhance pedestrian safety and allow the City to complete landscaping improvements immediately adjacent to the sidewalk. KSI submitted a proposal valued at $11,250.
ANALYSIS
The proposed cost to complete the desired sidewalk improvements is reasonable. In addition to the sidewalk fronting City Hall, Staff sees an opportunity to use the contractor to reconstruct an existing drive approach that provides access to the City Hall parking lots off State Route, which has deteriorated significantly and poses a safety concern. The estimated cost to add the drive approach reconstruction is $10,900.
All construction is planned within State right-of-way, requiring an encroachment permit and a temporary lane closure for State Route 43. Public Works determined that complying with State requirements for the lane closure would be best handled by a contracted traffic control vendor, which would add up to $5,000 to the costs. The total recommended budget for the project is $30,000.
AWARD CITY HALL SIDEWALK IMPROVEMENTS TO KEN W SMITH CONSTRUCTION, INC. - 2 -
FISCAL IMPACT
The City’s Capital Improvement Program has sufficient funding for a total cost of $30,000 to complete the sidewalk widening and drive approach reconstruction. No budget action is required.
CEQA ANALYSIS
The proposed work is exempt from the California Environmental Quality Act per Section 15302 (Replacement or Reconstruction) of the CEQA Guidelines because the project is replacing or reconstructing existing structures on the same site while having substantially the same purpose and capacity.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
The Council can direct staff to award a smaller-scaled project that focuses on either the sidewalk widening or drive approach reconstruction to preserve CIP funding for other projects. However, both aspects are considered safety enhancements for a corridor that has significant pedestrian and vehicular traffic. Given the benefits and available funding, alternative action is not recommended.
NEXT STEPS
Upon Council authorization, Public Works will award the concrete construction work to Ken W. Smith Construction. An anticipated start is early March.

CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Michael James, Public Works Director
SUBJECT: APPROVAL TO RELEASE REQUEST FOR PROPOSALS -
NORTH SHAFTER STREET IMPROVEMENTS ENGINEERING
SERVICES
RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; and approve and authorize the release of the North Shafter Street Improvements Engineering Services Request for Proposals subject to approval by the Public Works Director.
BACKGROUND
Last year, the City was awarded two grants to advance engineering and construction for street improvements within the communities of North Park and North Shafter ("North Shafter"). One grant focused on designing and constructing sidewalk and bicycle lane improvements along southbound Highway 43 valued at $1,000,000. The funding source is the San Joaquin Air Pollution Control District.
Road Paving and Sidewalk Installations Program and prioritized by the Shafter AB 617 Steering Committee to address air quality improvement initiatives. The second grant will develop a master plan for modernizing the interior streets, specifically referred to as "North Shafter Transportation Improvements and Sustainability Plan", valued at $205,000. The funding source is the Caltrans Sustainable Transportation Planning Grant Program.
Both initiatives require engineering work that Public Works determined would be best provided by consultants. The costs for consultants were factored into the applications for the grant funding.
ANALYSIS
Local and grant funding procedures require the City to conduct a competitive request for proposals (RFP) process for selecting a consultant. Although there are separate grant funding sources for each initiative, a consolidated RFP has been prepared to ultimately award a professional services contract for one consultant performing both initiatives concurrently. This is considered the most efficient and cost-effective strategy because both initiatives complement each other even though the completion dates will

likely differ.
After proposals are received, staff will review and rank them based on the criteria provided in the RFP. The Public Works Director will then need to work with the highestranked proposal to finalize a scope of work, schedule, and budget.
FISCAL IMPACT
No budget action is required to release and manage the RFP. After the RFP concludes, staff will report back to the Council at a future meeting to present results and recommend an award of a professional services agreement to a consultant with budget action to fund the scope of services covered by the agreement.
CEQA ANALYSIS
The recommended action is considered a statutory exemption from the California Environmental Quality Act (Section 15262). The work to be awarded is focused on feasibility and planning studies that would lead to future actions to be approved at a later date.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
Public Works has determined that contracting with a consultant will be the most expedient way to complete the grant-funded work, plus it has been included in the grant scope and budget. Awarding a contract to a consultant first requires a competitive RFP process. Therefore, there are no alternative actions to considered.
NEXT STEPS
Upon Council authorization, staff will complete and release the RFP. At the conclusion of the RFP, a contract award to a highest-ranked consultant will be on a future Council agenda.

PROJECT BACKGROUND
The communities of North Park and North Shafter (“North Shafter”) were annexed into the City of Shafter in the 1990s. Since then, City water and sewer services have been extended to residents and businesses.
However, the streets constructed before the annexation lacked essential amenities, including drainage, pedestrian, and lighting facilities. There are also inconsistent right-of-way widths.
In 2023, the City secured additional funding through two separate grants to address the street deficiencies.
There is a particular focus for each grant. The first grant intends to design and construct sidewalk and bicycle lane improvements specifically for southbound Highway 43 between Mayer Lane and Tulare Avenue within the existing public right-of-way. A second grant is funding a broader study of the local interior streets within North Shafter to identify and prioritize various improvements, including drainage improvements, sidewalks, and lighting, for future construction funding.
PROJECT OBJECTIVES
1. GENERAL DESCRIPTION OF SCOPE OF WORK
The scopes of work and deliverables of each phase are described as follows:
Objective 1: Plans for Constructing Sidewalk and Bicycle Lane Improvements at Highway 43 Funding Source: San Joaquin Air Pollution Control District Road Paving and Sidewalk Installations Program

Objective 2: North Shafter Transportation Improvements and Sustainability Plan Funding Source: California Department of Transportation Grant Funding: $181,486 (State)
$23,514 (Local)
Scope of Work: Develop the North Shafter Transportation Improvements and Sustainability Plan through three key efforts:
1. Engagement with the local community and stakeholders.
2. Plan development phase:
a. Identifying specific projects to address local needs. b. Plan completion.
c. Providing meaningful review of the draft and final Plan to ensure that the local needs have been heard and addressed.
3. Plan adoption and implementation for the good of North Shafter and all stakeholders.
Technical Studies: The anticipated technical studies to develop the final document are as follows:
1. Drainage study
2. Topography study
3. Pedestrian traffic study
Community Outreach: The anticipated community outreach should be summarized by the following:
1. Agenda and meeting minutes for public meetings
2. Results of surveys for handwritten and online completion.
The numbers assigned to the objectives do not reflect a priority level for completion. The successful Offeror's work will concurrently support both objectives through one professional services agreement with the City.
However, each objective shall have separate schedules and invoicing to facilitate the City's management of the individual grants.
2. APPLICABLE STANDARDS
a. City of Shafter has adopted a Subdivision Engineering and Design Manual. b. Caltrans Highway Design Manual, Seventh Edition
c. American Association of State Highway and Transportation Officials (AASHTO) Highway Safety Manual (HSM)

CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Ravi Pudipeddi, City Engineer
SUBJECT: ACCEPTANCE OF WATERLINE EASEMENT FROM CALIFORNIA
PAPER PRODUCTS, LLC
RECOMMENDATION
Council find the action is not defined as a "project" per Section 15378(b)(5) of the CEQA Guidelines; accept a dedication of a public waterline easement from California Paper Products, LLC; and authorize the City Engineer to record said easement as a public document.
BACKGROUND
California Paper Products, LLC., developed its site at 5901 Zerker Road in 2011 following the Citys site plan review process. During the review process, the developer was directed by staff to create a looped water system by connecting to the Citys' existing water system at both Zerker Road and Carsen Way. The creation of the looped system resulted in a waterline across the northern portion of the parcel.
ANALYSIS
Since the waterline is to be owned and operated by the City, an easement is required for access. California Paper has agreed to provide a public waterline easement for this purpose. The Council must approve such dedications before their recording. The site plan indicating the 20-foot-wide easement is attached herewith.
FISCAL IMPACT
Existing operational budgets can cover costs to prepare and record the easement, whereas the water enterprises will cover costs to operate and maintain public water infrastructure within the easement. No budget action is required.
CEQA ANALYSIS
The proposed action is not defined as a "project" per Section 15378(b)(5) of the CEQA Guidelines because the action consists of organizational or administrative activity of governments that will not result in direct or indirect physical changes to the environment. Therefore, compliance with CEQA is not applicable to this action.
APPROVED BY THE CITY ATTORNEY
Yes
ACCEPTANCE OF WATERLINE EASEMENT FROM CALIFORNIA PAPER PRODUCTS, LLC - 2 -
ALTERNATIVES
There is no alternative action to consider. Acceptance of a public waterline easement ensures City water crews have access to the new waterline. This waterline provides a looped system to optimize water pressures and deliveries to California Paper and other nearby industries.
NEXT STEPS
Upon Council approval, the proposed public waterline easement will be executed and recorded.

CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: AWARD SHAFTER SKATEPARK SITE GRADING TO AMERICAN WEST CONSTRUCTION CO. IN A CONTRACT AMOUNT OF
$15,000
RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; accept one (1) proposal received for grading work at the Shafter Skatepark located at 460 East Euclid Avenue submitted by American West Construction Co.; and authorize the Deputy Public Works Director to issue a Notice of Award and Notice to Proceed to American West Construction Co. for said project for a contract amount of $15,000.
BACKGROUND
The City was awarded State Clean California grant funds to improve the community skatepark at 460 East Euclid Avenue. In addition to replacing the skate equipment, the grant scope includes adding amenities, including landscaping, lighting, and on-site drainage. A design of the amenities was completed by Wynn Smith Landscape Architecture, which included a grading plan. Public Works approved the grading plan and used it to seek an informal cost proposal for constructing it. One proposal, valued at $15,000, was submitted by American West Construction Co (American West Construction).
ANALYSIS
American West Construction has completed grading projects for the City, including the new Veterans Park basketball court. The amount they proposed for the skatepark grading work requires Council authority to approve per the City's Bidding and Procurement Policy. The amount of $15,000 proposed by them is an appropriate project budget.
FISCAL IMPACT
CIP Project #PK00009 currently has $770,000 allocated to the skatepark improvements funded by the Clean California grant. Of that total, $500,000 has been committed to replacing and upgrading skatepark equipment. The balance of the available funding is sufficient to fund the proposed site grading work. No budget action is necessary.
AWARD SHAFTER SKATEPARK SITE GRADING TO AMERICAN WEST CONSTRUCTION CO. IN A CONTRACT AMOUNT OF $15,000
- 2 -
CEQA ANALYSIS
Per Section 15304 (Minor Alterations to Land) of the CEQA Guidelines, the project is exempt from CEQA because it consists of minor alterations in the condition of land that do not involve the removal of healthy, mature, and scenic trees.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
The site amenities, including lighting, landscaping, and a shade structure, can be consolidated with the grading work as one project for formal bidding. However, the Clean California grant funding agreement requires that all work be completed by June 30, 2024. Public Works plans to complete the work in phases, including purchasing materials directly from suppliers and installation work by its crews. This strategy should save time and expenses but leaves the grading work as a standalone project.
NEXT STEPS
Upon Council approval, staff will issue a notice of award and notice to proceed to American West Construction.

CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: APPROVAL TO INCREASE THE PROJECT BUDGET FOR THE
SHAFTER SKATEPARK ELECTRIC SERVICE INSTALLATION
(CIP PROJECT #PK00009) TO $25,000
RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; and authorize a revised total budget of $25,000 for the Shafter Skatepark Electrical Service to cover the additional electrical installation cost.
BACKGROUND
As previously authorized by the Council, Public Works awarded Loop Electric, Inc. (Loop Electric) a construction contract to complete offsite electrical work for planned improvements at the community skatepark located at 460 East Euclid Avenue. The work focuses on extending electric service to the site, primarily for new lighting, which is included in the scope of work funded by a State Clean California grant. The contract award was not to exceed $15,000 to cover Loop Electric's original proposal, valued at $11,500 plus contingencies.
Loop Electric was later asked to submit a second cost proposal to purchase and install the required electric meter service pedestal, which would fulfill the City's service requirements required by Pacific Gas & Electric (PG&E). Loop Electric submitted a cost proposal valued at $10,050 for this additional work.
ANALYSIS
The amount proposed by Loop Electric for the additional work is reasonable. Further, utilizing them under a single contract would streamline the completion of the electric service work required by PG&E. To proceed with this strategy, a budget increase of $10,000, resulting in a total budget of $25,000, is recommended to fund the two separate cost proposals plus contingencies, if necessary.
FISCAL IMPACT
CIP Project #PK00009 currently has $770,000 allocated to the skatepark improvements funded by the Clean California grant. Of that total, $500,000 has been committed to replacing and upgrading skatepark equipment. The balance of the available funding is sufficient to fund the necessary electric service work. No budget action, if required.
APPROVAL TO INCREASE THE PROJECT BUDGET FOR THE SHAFTER SKATEPARK ELECTRIC SERVICE INSTALLATION (CIP PROJECT #PK00009) TO $25,000
- 2 -
CEQA ANALYSIS
This skatepark development was previously analyzed for CEQA per California Code of Regulations Section 15302 (Replacement or Reconstruction). No additional CEQA analysis is necessary.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
Site lighting is among the most essential elements of the work to be funded by the Clean California grant, plus there is no electric service to the site. Having Loop Electric complete work specified by PG&E under one contract minimizes the risks of delays and the time staff spend overseeing and managing the work. Therefore, no alternative action is recommended.
NEXT STEPS
Upon Council approval, Public Works will issue a contract change order to Loop Electric and proceed with the additional work authorized.

CITY COUNCIL REPORT
MEETING DATE: February 6, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: APPROVAL OF PROFESSIONAL SERVICES CONTRACT WITH PAUL O. SKARPHOL IN AN AMOUNT UP TO $15,000 FOR
ARCHITECTURAL AND ENGINEERING SERVICES FOR THE
SHAFTER LIBRARY AND LEARNING CENTER OFFICE
RENOVATION PROJECT
RECOMMENDATION
Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; approve a professional service agreement with Paul O. Skarphol for an amount not to exceed $15,000 to provide Architectural and Engineering Design Services for the Shafter Library and Learning Center Office Renovation Project; and authorize the City Manager to execute said agreement.
BACKGROUND
One proposed ARPA Phase II project is an office renovation at the Shafter Learning Center. Since its opening in 2014, administrative staff of the Shafter Learning Center have been located off-site at Shafter City Hall. When the City took over the operation of the Library in 2022, the Learning Center Manager moved to the “back area,” which is also used for staff breaks, Library & Learning Center storage, and janitorial supplies.
While this allows the Manager to remain on-site, the traffic and multiple uses make the space distracting and unsuitable for private conversations.
Remodeling the back area allows for more separation between the break area, janitorial space, and offices. It also provides an opportunity to create office supplies and classroom storage space in more appropriate locations (behind the front desk and in a classroom), more the Director on-site, and free up valuable office space at City Hall.
ANALYSIS
Staff previously worked with the architectural firm Paul O. Skarphol to develop schematic plans for the area, but moving forward with biddable construction plans requires additional mechanical, electrical, and plumbing design work to be added to the work already completed. They provided a cost proposal of $12,145 to complete the additional work. A budget of $15,000 is recommended to cover the submitted cost proposal and provide for any contingencies or additional needs that might arise during design.
APPROVAL OF PROFESSIONAL SERVICES CONTRACT WITH PAUL O. SKARPHOL IN AN AMOUNT UP TO $15,000 FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR THE
SHAFTER LIBRARY AND LEARNING CENTER OFFICE RENOVATION PROJECT - 2 -
FISCAL IMPACT
The ARPA Phase II proposed project allocated $90,000 to the office renovation at the Shafter Learning Center (Project #LC00001). The project currently has adequate funding to cover the additional design work. Staff will return at a future meeting with any budgetary needs for the construction portion of the project.
CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines because the action is the approval of a professional services agreement for design services and, therefore, it is the creation of a governmental funding mechanism or other fiscal activity that does not involve any commitment to a specific project that can result in a potentially significant impact and not subject to CEQA.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
Staff can seek additional proposals from other architectural firms for a more competitive process. However, Paul O. Skarphol already has working knowledge of the project and critical components because of their involvement with the schematic layout phase, and bringing in a new consultant to the project will likely result in delays to the process.
Therefore, City staff does not recommend alternative action.
NEXT STEPS
Staff will award a professional services contract to develop a complete set of biddable construction plans. The design process is expected to take six to eight weeks to complete.

BACKGROUND
At the regular City Council Meeting on March 7, 2023, Council approved a funding list for the use of American Rescue Plan Act (ARPA) Phase II funds. This included $250,000 for a Library Outreach Vehicle. In consultation with other libraries and library vehicle vendors, staff determined to solicit bids for a diesel Mercedes Sprinter. At the regular City Council Meeting on November 7, 2023, Council accepted the proposal of Techops Specialty Vehicles for said vehicle for a total cost of $226,900.
The vehicle has been purchased by Techops and outfitted according to bid specifications except for the exterior wrap.
