RELEVANT EXPERIENCE
Since 2017, we have successfully delivered safety projects for numerous cities and counties. Our work coordinating with agencies to prepare realistic deliverables is our specialty. TJKM explores the topic of equity and seeks to identify how a particular definition may best represent the needs of the community while at the same time aligning with definitions and expectations of grant funding sources. In the last three years, we have had a growing demand from local agencies requesting us to help prepare numerous transportation grant applications.
TJKM has extensive experience in developing safety programs for projects for small, medium, and large cities and counties. We are confident that the Safe Streets for All Plan and Grant Administration developed by us, will allow the city to achieve its goal to enhance safety, as we have successfully delivered more than 75 Safety Action Plans, which have assisted our clients to receive grant funding for more than $150 million in the last three years.
Nearly 85 percent of our clients are repeat clients. Prompt service, attention to detail, strict adherence to schedule requirements, and commitment to our clients’ goals are among the reasons for this steady client base. Our objective on every assignment is to provide the most cost-effective product that meets the specific needs and criteria of each client within the planned schedule and budget. Our team strongly believes in delivering projects that are implementable, our philosophy is to get the projects from “paper to pavement”.

The VZAP's primary objective was to establish a safe and equitable transportation system and to eliminate traffic fatalities and serious injuries through the implementation of a Safe System Approach.
The scope of work included the development of a Vision Zero Policy, Vision Statement, and clearly defined Goals and Objectives. It also involved the formation of a Stakeholder Advisory Group, robust public outreach efforts, in-depth collision data analysis, and the identification of a HIN. Additional tasks included creating a Countermeasure Toolbox, identifying effective strategies and interventions, defining performance metrics, establishing a framework for evaluating implementation impacts, and ultimately preparing the full Vision Zero Action Plan.
The VZAP served two primary purposes: First, it aligned the City’s transportation safety goals with the U.S. Department of Transportation’s SS4A program objective of achieving zero roadway deaths and serious injuries. Second, it provided a detailed, strategic roadmap for reaching these goals, enhancing the City’s eligibility for SS4A grant funding. This ensured that resources are directed toward the community’s most urgent safety needs, positioning the City for both immediate and long-term improvements in transportation safety. https://www.cupertino.org/our-city/departments/public-works/transportationmobility/vision-zero-action-plan

NOTES:
1 This is not the only way to estimate salary increases. Other methods will be accepted if they clearly indicate the % increase, the # of years of the contract, and a breakdown of the labor to be performed each year. 2 An estimation that is based on direct labor multiplied by salary increase % multiplied by the # of years is not acceptable. (i.e. $250,000 x 2% x 5 yrs = $25,000 is not an acceptable methodology) 3 This assumes that one year will be worked at the rate on the cost proposal before salary increases are granted. 4 Calculations for anticipated salary escalation must be approved. 1171.0

MANAGEMENT REPORT
CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: November 4, 2025
DEPARTMENT: Alex Gonzalez, Deputy Public Works Director SUBJECT: SHAFTER POLICE DEPARTMENT SUBSTATION SITE
IMPROVEMENTS PROJECT (PD1.1) AWARD
RECOMMENDATION
Council find that the action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines; accept seven (7) bids received, find the bid submitted by BDM, Inc. as non-responsive, authorize the Deputy Public Works Director to issue a notice of award and notice to proceed to SW Construction, Inc as the lowest responsive responsible bid in the amount of $2,460,130.93 for the Shafter Police Department Substation Site Improvements Project (PD1.1) and establish a total construction budget of $2,700,000.
BACKGROUND
On May 20, 2025, the City Council authorized the Public Works Department to advertise the Shafter Police Department Substation Site Improvements Project (PD1.1) for construction bids. The project includes the development of site improvements necessary to support the new substation facility, including grading, paving, concrete flatwork, drainage, utilities, fencing, and landscaping.
The project was publicly advertised in accordance with the City’s formal bidding procedures, and bids were opened on September 20, 2025. Seven bids were received.
The following table summarizes the bids received:
Contractor Total Bid Price
BDM Inc. $2,121,516.07
SW Construction, Inc. $2,460,130.93
JTS Construction $2,872,512.10
Proffitt Construction, Inc. DBA Superior Construction $2,836,713.03 Clean Cut Landscape Incorporated $2,964,320.00
Kern Pacific Construction $3,293,363.37
Katch Environmental, Inc. DBA Katch General $7,124,557.71 The apparent low bidder, BDM, Inc., submitted a bid of $2,121,516.07; however, the bid
SHAFTER POLICE DEPARTMENT SUBSTATION SITE IMPROVEMENTS PROJECT (PD1.1) AWARD
- 2 -
was deemed non-responsive due to the failure to submit the required bid bond at the time of bid. The next lowest responsive and responsible bidder was SW Construction, with a base bid of $2,460,130.93.
During the bid review of SW Construction, Inc., Staff identified a discrepancy in line item A5 between the unit price and total price. The total price was listed as $25,641.00, while the unit price for the 21,000 square feet of subgrade preparation was shown as $12.21 per square foot, which would yield a total of $256,410. In accordance with the City’s construction and bid documents, unit prices prevail in the event of a discrepancy; however, this inconsistency does not affect the outcome of the lowest responsive responsible bidder, regardless of which value is used.
Based on Staff’s review and confirmation with SW Construction, it was determined that the intended amount for this item was $25,641.00, as that value was correctly reflected in both the line item total and the section subtotal. Staff therefore corrected the unit price to align with the total.
Staff has reviewed SW Construction’s bid and confirmed that it is complete and in compliance with all bidding requirements. SW Construction previously completed the CVH Lift Station Project for the City of Shafter.
FISCAL IMPACT
The recommended construction contract with SW Construction totals $2,460,130.93. To account for construction contingencies, staff recommends establishing a total construction budget of $2,700,000.
There is $11,479,830 in funding programmed for the Shafter Police Department Substation Site Improvements Project (PD1.1) in the City’s adopted Capital Improvement Program budget. Approximately $7,300,000 is already committed for items such as design, construction of the modular building, PG&E, and additional support costs. The project has adequate funding programmed. No additional appropriation is required at this time.
CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines because the action is approval of a construction contract for a project that has already been environmentally cleared per the Program Environmental Impact Report for the 2005 General Plan Update and related actions (SCH No. 2004101029) and subsequent Addendums, and therefore, it is organizational and administrative activity that will not result in direct or indirect physical changes to the environment and is not subject to CEQA.
