MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: June 2, 2026
DEPARTMENT: Rachel Zermeno, Community Engagement Manager SUBJECT: FORMATION OF A PARK NAMING COMMITTEE AND

COMMUNITY CONTEST FOR NAMING OF THE COMMUNITY

PARK AT FRESNO AVENUE

RECOMMENDATION
Council find the action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines; approve the formation of a Park Naming Committee; appoint two Council Members to serve on the Park Naming Committee; authorize the participation of one Youth Member selected by each participating Council Member, and one community member selected by each participating Council Member; authorize staff to develop and conduct a community-wide park naming contest and establish contest guidelines with the committee, including both traditional and online submission methods; and direct staff to return to a future City Council meeting with the committee’s recommendations for final consideration and selection of the park name.

BACKGROUND
In May 2009, a committee was formed by the City Council, and a community contest was conducted for the naming of the Community Park located at Los Angeles Avenue and Schnaidt Street, now known as Veterans Park. Historically, the Council provided direction to establish a committee comprised of two Council Members, two Youth Council Members, and one community member selected by each Council Member, as well as to develop contest rules and guidelines.

For the Veterans Park name contest, the rules included a $100 prize for the winning entry and identified acceptable categories and types of park names for consideration.

Contest submissions were collected throughout the community at locations including Pappy’s Restaurant, General’s Headquarters, McDonald’s, Apple Market, Brookside Deli, Don Perico’s Restaurant, El Michoacano Restaurant, Hitchcock’s Automotive, Floyd’s, and Shell/Subway Station, as well as during the Kiwanis Harvest Festival held at Mannel Park. The process encouraged broad community participation and gave residents the opportunity to help name a major public facility.

As the City prepares to formally name the new community park in North Shafter off Fresno Avenue, Staff believes a similar community-driven process would be appropriate. While maintaining the historical framework established by the Council in

Page 435 of 547 ends

FORMATION OF A PARK NAMING COMMITTEE AND COMMUNITY CONTEST FOR NAMING OF

THE COMMUNITY PARK AT FRESNO AVENUE
- 2 -
2009, Staff recommends modernizing the outreach and participation process to reflect current communication methods and increase accessibility for residents.

Staff is recommending the formation of a Park Naming Committee consisting of two Council Members, one Youth Member selected by each participating Council Member, and one community member selected by each participating Council Member. The committee would assist in developing contest guidelines, reviewing submissions, and providing recommendations to the City Council for final consideration.

In addition to traditional paper entry forms distributed throughout the community in the past, Staff proposes incorporating a digital outreach tool that includes online submissions through the City’s website or social media platforms to encourage greater public participation. Outreach efforts may also include schools, community organizations, recreation programs, local businesses, and community events.

The proposed contest would give residents the opportunity to submit park-naming recommendations that reflect the community's history, culture, values, and identity.

Following the submission period, the committee will review entries and provide recommended names to the City Council for final direction and selection.

FISCAL IMPACT
The proposed action is not anticipated to have a significant fiscal impact on the City’s General Fund. Staff time associated with coordinating the Park Naming Committee, conducting outreach, and administering the community naming contest would be absorbed within existing departmental budgets and staffing resources. Minor costs related to printing, promotional materials, and potential contest incentives may be incurred; however, such costs are expected to be minimal and accommodated within existing appropriations. Final park naming approval does not commit the City to any additional capital or operational expenditures at this time.

CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines because the action is the approval of the formation of a park naming committee and approval of a park naming contest and therefore, it is organizational and administrative activity that will not result in direct or indirect physical changes to the environment and not subject to CEQA.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: June 2, 2026
DEPARTMENT: Brian Knox, Assistant Chief of Police, Randy Milligan, Police Chief, Lance Lippincott, City Manager
SUBJECT: FLOCK FIRST RESPONDER SAFETY DRONE PURCHASE

RECOMMENDATION
Council find that the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; approve the implementation of the First Responder Drone Program utilizing Flock Safety drone technology; authorize the purchase of related equipment, software, and services; and authorize the City Manager, Chief of Police or the Assistant Chief of Police to execute all necessary agreements and documents related to the program.

BACKGROUND
The City is exploring the implementation of a First Responder Drone Program to enhance emergency response operations conducted by the Police Department. The proposed program would utilize unmanned aircraft systems (UAS), commonly referred to as drones, to assist first responders with situational awareness, emergency incident assessment, search and rescue operations, traffic collision investigations, hazardous material incidents, fire response, and other public safety activities. The program is intended to improve operational efficiency, enhance responder safety, and provide realtime information during emergency situations.

The proposed program would include the acquisition of drone equipment, software, training, and related operational procedures consistent with applicable Federal Aviation Administration (FAA) regulations and local policies governing UAS operations.

Deployment of drones would occur on an as-needed basis in response to emergency incidents and other authorized public safety functions. Staff anticipates that implementation of the program would improve coordination among emergency personnel and support timely decision-making during critical incidents.

Through a long evaluation process of First Responder Drone programs offered by several vendors, the Shafter Police Department has identified Flock Safety as the best fit for the needs of the city. The Flock DFR boasts the best camera for any drone first responder. The Flock DFR can read license plates from 2000 feet or 1/4 mile away, which can be immediately entered into the Flock License Plate Reader system.

Page 438 of 547 ends

FLOCK FIRST RESPONDER SAFETY DRONE PURCHASE
- 2 -
This DFR has a 4-mile radius and can operate in low-light or no-light environments. The Flock DFR can travel 60 miles an hour and has a 55-minute flight time. This allows the drone to stay on scene for an average of 25 minutes. This DFR is equipped with a parachute in case the drone is involved in a collision. DFR's arrive ahead of responding police units and aid in the evaluation of the incident along with descriptions of involved persons and direction of travel for people and vehicles.

FISCAL IMPACT
Implementation of the First Responder Drone Program will require funding for the acquisition of Flock Safety drone equipment, software subscriptions, docking stations, training, maintenance, and related operational costs. Ongoing operational costs will be incorporated into future departmental budget requests as necessary. First Responder Drones are offered on a subscription basis with yearly fees. The Flock Safety DFR costs $50,000 per year with a five (5) year agreement. The total cost of the program would be $250,000.00 spread across the five-year period, which will be paid from existing funds in the Public Safety Impact Fee account. The general fund of the city will not be impacted.

CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines because the action is the purchase of a safety drone and therefore, it is the creation of a governmental funding mechanism or other fiscal activity that does not involve any commitment to a specific project that can result in a potentially significant impact and not subject to CEQA.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: June 2, 2026
DEPARTMENT: Michael James, Assistant City Manager
SUBJECT: APPROVE PHASE 1 IMPROVEMENTS AT FUTURE TRANSIT FACILITY (1351 EAST ASH AVENUE)

RECOMMENDATION
Council find that the proposed action is exempt from the California Environmental Quality Act; approve a budget appropriation in the amount of $200,000 from the General Fund for site mitigation and initial facility improvements at 1351 East Ash Avenue; authorize the establishment of a new Capital Improvement Program (CIP) project for Phase 1 site improvements; and authorize the City Manager or designee to award professional service and construction contracts for site mitigation work within the approved budget, subject to compliance with the City’s informal procurement procedures;

BACKGROUND
On March 3, 2026, the City Council authorized the purchase of the property located at 1351 East Ash Avenue in Shafter for future City operational and transit-related uses.

The City has since successfully closed escrow on the acquisition of the property on May 4, 2026, with a final acquisition cost of approximately $1,904,982, including escrow and transactional costs.

Prior to the acquisition, City staff conducted preliminary inspections and site reviews that identified a number of deficiencies and deferred maintenance issues at the property. These findings were later confirmed through a third-party building inspection commissioned by the City. The inspection identified several conditions requiring corrective action, including roof leaks, water intrusion, mold remediation, HVAC servicing, plumbing and electrical deficiencies, and general site cleanup. The identified deficiencies and anticipated remediation and improvement costs were considered during negotiations and factored into the final negotiated purchase price for the parcel.

A site mitigation budget of $200,000 would help fund priority improvements, primarily to prepare the office space for occupancy by Dial-a-Ride transit drivers and other City staff as early as summer 2026. The proposed first phase of mitigation work would include site remediation and cleanup activities, minor roof and building repairs, HVAC servicing, plumbing and electrical repairs, safety-related improvements, and other work necessary to support occupancy and day-to-day operations within the office area.

Page 449 of 547 ends

APPROVE PHASE 1 IMPROVEMENTS AT FUTURE TRANSIT FACILITY (1351 EAST ASH

AVENUE)
- 2 -
To facilitate the timely completion of the mitigation work, staff is also requesting authorization for the City Manager or designee to award professional service and construction contracts within the approved project budget, subject to procurement in compliance with the City’s informal procurement procedures. Additionally, to proceed, this project should be added to the Capital Improvement Program (CIP).

FISCAL IMPACT
Staff is requesting authorization of a $200,000 site mitigation budget to initiate the first phase of improvements necessary to prepare portions of the facility for occupancy and operational readiness. The proposed work would initially be funded through an allocation from the General Fund, with reimbursement anticipated through recurring transit-related grant funding sources as eligible expenditures are identified and reimbursed.

CEQA ANALYSIS
The proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) of the CEQA Guidelines because it consists of repair, minor alteration, and operations of public structures and facilities involving negligible or no expansion of existing or former use as well as the placement and reconstruction of existing structures and facilities where the new structures will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.

produced in normal amounts whenever you use
an appliance which burns a combustible fuel--
gas, oil, kerosene, charcoal, and wood. When
proper ventilation becomes blocked or
inadequate, CO concentrations build up inside
your home and become deadly.
• CO detector did not operate when tested.

We appreciate the opportunity to conduct this inspection for you! Please carefully read your entire Inspection Report. Call us after you have reviewed your report, so we can go over any questions you may have. Remember, when the inspection is completed and the report is delivered, we are still available to you for any questions you may have, throughout the entire closing process.

Properties being inspected do not "Pass" or "Fail.” - The following report is based on an inspection of the visible portion of the structure; inspection may be limited by vegetation and possessions.

Depending upon the age of the property, some items like GFCI outlets may not be installed; this report will focus on safety and function, not current code. This report identifies specific non-code, non-cosmetic concerns that the inspector feels may need further investigation or repair.

For your safety and liability purposes, we recommend that licensed contractors evaluate and repair any critical concerns and defects. Note that this report is a snapshot in time. We recommend that you or your representative carry out a final walk-through inspection immediately before closing to check the condition of the property, using this report as a guide.

Exterior Areas

1. Doors
Observations:
• Solid glass metal framed commercial grade doors

2. Window Condition
Observations:
• Components appeared in satisfactory condition at time of inspection. • Solid or fixed pane solid window glass

3. Siding Condition
Materials: Visual observations all align to the siding is a EIFS - type stucco • EIFS is synthetic. This means it does not breathe the same way traditional stucco does. If water gets behind EIFS and cannot escape, the wall underneath may rot or develop mold. These problems are not always visible from the outside, which is why EIFS inspections are so important.

Observations:
• Hole drilled in EAST exterior wall ( Cable pass through ) • Where EIFS Is Commonly Used on Homes and Buildings
EIFS is typically used on:
*Exterior house walls
*Commercial building facades
*Decorative trim and architectural accents
*Areas where builders want a light, flexible exterior materi • Soiled/Stained and discolored wall surfaces in multiple locations • Further specialized Eifs inspection is recommended prior to removing your contingencies on the purchase.
• The reason for the need of specialized testing and inspections is: A building could look perfect from the outside while moisture is slowly damaging the structure underneath.

Long-term moisture issues can lead to:
*Mold and mildew
*Soft or rotting wall sheathing
*Damaged framing
*Interior leaks
*Expensive repairs that grow over time

Heat/AC Data/Information

1. Heater Information and data
Materials: Location: Ground 3 Units Total • DATA PLATE: present Materials: Nat Gas fired forced hot air.

Observations:
• Two smaller units > Normal and satisfactory operations and tested by thermostat (Heater) • Fuel Furnace: Last service date is over one year ago, or is unable to be determined. Although this unit appears to be operating properly from controls, there are areas which cannot be seen without specialized equipment and training. One such area is the combustion chamber / heat exchanger where cold air blows across the "fire box", becoming the hot air that circulates throughout your home. During the life span of any furnace, this metal wall may develop a crack or a broken weld, allowing carbon monoxide to circulate throughout the home. This is why furnace specialists recommend a complete inspection annually; consider having unit inspected by certified HVAC technician.

1 Central Cal Surveys
Limited Microbial Inspection
04-24-2026
Attn: Ray Beasley and
City of Shafter
Site: 1351 E. Ash St., Shafter, Ca. 93263

SCOPE OF INSPECTION
Central Cal Surveys (CCS) was hired to conduct a limited microbial inspection of the above Commercial Building. We were not asked to find the source of the water damage.

The inspector inspected to the best of his ability. There are likely areas of water damage, water intrusion, or microbial presence not readily apparent to this inspector or hidden from detection. The date of the inspection occurred on 04-20-2026 at 1 pm.

VISUAL INSPECTION
Since there has been no complaint of plumbing issues, there is a clear indication of serious roof problems indicated by the water damage from above and mold in many locations in this building and especially the warehouse. The Building Inspector found missing parapet cap in one section that appears to let rain water come down onto the north wall of the warehouse sheetrock and likely inside the wall cavity along with plugged roof drains in numerous places. We cannot know the full impact on this has had on interior ceilings and walls until demolition of these areas. At one point during a second inspection you could see rain water drizzling down this north wall in the warehouse.

2 The initial direct samples taken are attached and made part of this report. ***It is presumed by this inspector that all the roof issues will have been resolved prior to beginning mold and water damage remediation in the offices and warehouse.

West entry offices:

Water damaged T-bar ceiling tiles were found along the north side of these two offices.

Removing several of these tiles found no mold growth on the underside of the roof sheathing or support members.

Hallway running west/east:

There was water puddle staining on the flooring nearly the full length. Visible water damage and mold behind the baseboard was found in a section about halfway down on the south wall. This damage matches mold and water damage in the same location on the warehouse side.

The lower south wall baseboard was also removed revealing mold growth on the wall board. The warehouse side was sampled.

Page 539 of 547 ends

Beasley Inspection Services 1351 East Ash Ave , Shafter , CA

Page 89 of 96 ends

3 Breakroom:

Water staining was seen in the upper cabinet on the west wall with more staining seen just below it into the lower cabinets. It appears that this moisture got into the wall cavity.

East entry offices;
More water damaged tiles along the north wall of in the entry office and what I’m calling Office 1, the NE corner office, and in Office 2, the office right of the East entry room.

Office 1 had HIGH Levels of Stachybotrys, some species are known to impact the health of all humans. Please see the Lab Results attached.

In Office one there was also water damage all along the upper west wall and parts of the north wall.

Warehouse North wall:

The entire north wall of the warehouse has sheetrock on it with a layer of insulation/vapor barrier inside the wall cavity shared with the Offices. This entire wall has water damage and mold on it. The wall is approximately 20 feet high and 100 feet long.

4 Remediation recommendations for these areas above:

In general, all baseboards must be removed and all water damaged ceiling tiles and insulation impacted by water must be removed. Where areas do not show water damage but are suspect, i.e., the south hallway sharing the wall with the warehouse, the wall board must be removed floor to ceiling and the ceiling to make sure that there is no hidden mold growth. There will be a need for multiple re-inspections during the remediation process to guide the remediator, as I suspect there is hidden mold and water damage that cannot be planned for in the Contractors remediation bid.

Follow IICRC S520 for mold remediation at all times even if not specifically mentioned in the following recommendations. The remediation of interior wall cavities involves sanding or wire brushing, HEPA vacuuming and the use of anti-microbials, i.e., microban or sporicidin or equal to be approved by this inspector. There may be a need to perform these tasks more than once in certain areas to be approved. 1) In the Office portion, all the contents should be removed and cleaned if they are going to be saved. There appear to be some chemicals that no one fully understands what they are and if they are dangerous or not. Whomever, removes these must follow all applicable State and Federal laws on handling, removal and disposal of these substances. There are similar chemicals in the warehouse along with other wall board and misc. materials. The same requirement to remove and dispose of these materials and chemicals following all applicable State and Federal laws covering their handling, removal and disposal apply. 2) For water damage and mold removal, the whole of the office area is to be considered a single containment with Decontamination Chambers at both entrances. However, in the warehouse, the Remediation Contractor must erect a 6 mil plastic containment far enough out away from the north wall to manage safe removal of the wall board after all the contents and chemicals have been removed. 3) Then proceed with the wall board removal in this area prior to the office area.

Once this area has been removed an inspection must be made to determine if any adjacent areas need removal and possibly decide next steps. 4) Once this has been done the Remediation Contractor can proceed to the Offices. 5) As stated there should be NO damaged ceiling tiles remaining. And all baseboards must be removed and these areas re-inspected to form a consensus on wall board removal in areas showing mold growth or water damage behind the baseboards.
6) Start with remediation with the South Hallway, removing all the wall board on this wall and the ceiling. The removal of this wall will include the removal of the south wall in the entry room on the west side, including columns as this wall is shared with the warehouse wall impacted by mold and water. 7) Move next to the East office entrance to Office 1 and remove the wall board or wall cladding where impacted by mold growth. Remove from the corner going west to a minimum of 12 feet or until there is no more mold growth or water damage and then go 2 feet more. The corner that appears to have an encased down spout must also be removed in similar fashion going south along the

Page 541 of 547 ends

Beasley Inspection Services 1351 East Ash Ave , Shafter , CA

Page 91 of 96 ends

5 adjacent wall to 2 feet passed the last visible mold and water damage. All damaged ceiling tile areas are to be re-inspected after removal. 8) Move then to Office 2, removing the entire west wall and a minimum of two feet of ceiling, wall to wall. Wall board removal should wrap around to the north wall to at least the window or 2 feet passed the last mold or water damage. 9) Move then to the Breakroom where the upper and lower cabinets should be removed to expose the wall. Where water damage or mold is found remove the wall board to 2 feet passed. This includes the ceiling. 10) As stated, there will likely be areas uncovered during remediation that will require additional wall board, insulation removal, etc.
11) The HVAC system must be thoroughly cleaned end to end including coils, pan and ducting. In the event the ducting cannot be cleaned then it should be replaced.
12) After all the above has been accomplished a final inspection and sampling of substrates and the air, called a Post-remediation Verification can take place. The warehouse area cannot be effectively air tested because it shares the exterior environment and would not give us accurate results to determine successful mold remediation. So only the use of Direct samples will be used on this portion of the warehouse.

Footnotes and Additional Report Information
Debris Rating Table for Direct Examination of Air Samples 1 Minimal (<5%) particulate present Reported values are minimally affected by particulate load. 2 5% to 25% of the trace occluded with particulate Negative bias is expected. The degree of bias increases directly with the percent of the trace that is occluded.
3 26% to 75% of the trace occluded with particulate Negative bias is expected. The degree of bias increases directly with the percent of the trace that is occluded.
4 75% to 90% of the trace occluded with particulate Negative bias is expected. The degree of bias increases directly with the percent of the trace that is occluded.
5 Greater than 90% of the trace occluded with particulate Quantification not possible due to large negative bias. A new sample should be collected at a shorter time interval or other measures taken to reduce particulate load.

Fungal Material Loading Categories
Category 0 No fungal material is observed.

Category 1 Fungal material loading covers less than 5% of a representative field of view.

Category 2 Fungal material loading covers between approximately 5% and 25% of a representative field of view.

Category 3 Fungal material loading covers between approximately 25% and 75% of a representative field of view.

Category 4 Fungal material loading covers between approximately 75% and 90% of a representative field of view.

Category 5 Fungal material loading covers greater than approximately 90% of a representative field of view.

1. Larger spore types (e.g., Alternaria, Curvularia, Drechslera/Bipolaris-like) are analyzed and counted at a lower magnification, with 100% of the sample trace examined.

2. Smaller spore types (e.g., Penicillium/Aspergillus-like, Cladosporium, Basidiospores) are counted at a higher magnification, with 25% of the sample trace examined unless otherwise requested.

3. Stopping rules may apply during analysis at a higher magnification. If 100 spores or fungal structures of a specific type or group are counted before reaching 25%, analysis for that type may be discontinued after the last completed traverse. When stopping rules are applied, the percentage of the sample trace read for that spore type is noted in the report, along with the calculated analytical sensitivity.

4. Dash(-) in this report, under raw count column means ‘not detected (ND)’, otherwise ‘not applicable (NA). *5. The positive-hole correction factor is a statistical tool which calculates a probable count from the raw count, taking into consideration that multiple particles can impact on the same hole; for this reason the sum of the calculated counts may be less than the positive hole corrected total.

6. Due to rounding, totals may not equal 100%.

7. Analytical sensitivity is a calculated value and based on the lowest quantifiable analyte per sample area analyzed.

8. Minimum Reporting Limits (MRL) for bulks, dusts, swabs, and water samples are a calculation based on the sample size and the lowest dilution processed.

9. For samples with an air volume of < 100L, the number of significant figures in the result should be considered (2) two. For samples with air volumes between 100-999L, the number of significant figures in the result should be considered (3) three. For example, a sample with a result of 1,907 spr/m from a 75L sample using significant figures should be considered 1,900. The same result of 1,907 from a 150L sample using significant figures should be considered 1,910 spr/m .
