Community Grant Application
Scope of Work
Each year, Soroptimist International of Simi Valley—along with Soroptimist clubs around the world—provides cash grants through the Live Your Dream Awards to women who are heads of household, demonstrate financial need, and are pursuing postsecondary education to improve their lives. While this program is impactful, its eligibility requirements are highly specific and exclude many women who are equally deserving but do not meet the rigid criteria.
To address this gap, Soroptimist International of Simi Valley is establishing two new education- based grants. The EmpowerHER Education Scholarship will support women pursuing higher education who do not qualify for the Live Your Dream Award but demonstrate financial need, resilience, and a strong commitment to personal and professional growth, including those pursuing graduate-level degrees. The She Thrives Education Scholarship will provide targeted support to women who are survivors of human trafficking as they work toward education, economic independence, and stability. Together, these scholarships will allow us to serve women who often fall through the cracks—those who may not be heads of household, face financial limitations, or have experienced significant barriers to success.
These scholarships will serve women in the Simi Valley community who are determined to overcome obstacles and achieve long-term economic empowerment through education. We will collaborate with local schools and community partners, including the Simi Institute, Moorpark College, the Family Justice Center, Forever Found, Interface, and other local organizations to ensure broad outreach and access. Applicants will complete a detailed application and participate in an interview process with a review committee, which will verify enrollment, financial need, and eligibility—following the same trusted process used for Live Your Dream applicants.
Funds will be distributed directly to recipients to support immediate needs such as transportation, food, childcare, and other essential expenses that often determine whether a woman can remain in school and complete her education. These investments directly support our mission to build brighter futures and stronger families in Simi Valley. When women are given the tools, 143
resources, and confidence to succeed, the benefits ripple outward—strengthening families, enriching workplaces, and creating a more resilient and hopeful community for generations to come.

Southeast Ventura County YMCA
Simi Valley Community Projects Grant Application
January 30, 2026
Mission
The Southeast Ventura County YMCA builds relationships, impacts lives and strengthens the community through youth development, healthy living and social responsibility.
Who do we serve
The Y is, and always will be, dedicated to building healthy, confident, connected and secure children, adults, families and communities. At the Y, we nurture the potential of every child, teen, adult, senior and family through youth development, healthy living and social responsibility. We serve all members of the greater Southeast Ventura County community. Our Y's currently serve over 30,000 members in our local communities.
Purpose of the Grant
The purpose of this grant is to support our new Senior Center Aqua Fit Shuttle Program at our Simi Valley Family YMCA, a partnership between the Simi Valley Family YMCA and the local Senior Center that provides older adults with free, accessible, water-based fitness classes. The program removes two major barriers to participation, transportation and cost, while promoting healthy aging, independence, physical well-being and social connection in a safe and welcoming environment.
Duration of program:
July 2026 – June 2027
Scope of work:
The YMCA will partner with the Simi Valley Senior Center to provide older adults with access to Aqua Fit, a low-impact, water-based group exercise class designed to improve strength, balance, flexibility and cardiovascular health while being gentle on joints.
Participants will be transported by a YMCA-provided shuttle from the Senior Center to the YMCA and back for scheduled classes. A YMCA membership will not be required, ensuring equitable access for all eligible seniors.
The Simi Valley Senior Center will be responsible for coordinating participant sign-ups and collecting required YMCA waivers prior to participation in the program.
Classes will be led by certified YMCA Aqua Fit instructors who are trained to work with older adults and adapt movements for varying mobility and fitness levels. Lifeguards and on-site staff will be present during all pool sessions to ensure a safe and supportive environment. The YMCA will coordinate closely with Senior Center staff on scheduling, communication and participant support throughout the program year.
147
Measurements of success of the program
Program success will be measured through both participation data and participant feedback. The YMCA will track enrollment, attendance and participant retention. Participant surveys will evaluate improvements in physical activity, confidence and social connection. Instructor and staff observations will help assess participant engagement and progress. Feedback from Senior Center partners will also be used to evaluate program accessibility and overall community impact.
Success will be reflected in consistent participation, positive feedback, increased comfort with physical activity and reduced social isolation among seniors.
Monthly Program Budget:
Grant funds will support transportation, certified instruction, lifeguard staffing, pool maintenance and program supplies to ensure seniors can safely access a free, low-impact aquatic fitness program without transportation or cost barriers.

The Samaritan Center – Simi Valley
2026 Simi Project: Food Storage Infrastructure Improvement Organization Mission and Background
The mission of the Samaritan Center is to offer Simi Valley residents experiencing housing and food insecurity supportive services essential to human dignity.
The Samaritan Center is the only drop-in center in Simi Valley serving unhoused individuals and has been in continuous operation for more than 32 years. As a 501(c)(3) nonprofit organization, the Center provides compassionate, trauma-informed services that address immediate basic needs while supporting long-term stability.
The Samaritan Center operates five days per week and serves both unhoused individuals and housed residents at risk of homelessness. Core services include case management, daily meals, a walk-up food pantry, employment referrals, and connections to substance use treatment programs. All programs are supported through private donations, volunteers, and a combination of foundation, city, and state grants.
Statement of Need / Problem Description
A core component of the Samaritan Center’s services is the distribution of canned and packaged food to unhoused individuals and to housed families at risk of homelessness in Simi Valley.
These food resources are essential to meeting basic nutritional needs while individuals and families work toward stability through housing assistance, case management, and other supportive services.
The Samaritan Center receives a significant volume of non-perishable food through the Ventura County Food Share program, community food drives, and donations from local partners. As food 1 ••

insecurity
has increased due to rising housing costs, inflation, job loss, and illness, demand for pantry services has grown accordingly.
However, the Center’s current food storage infrastructure has not kept pace with this increased demand. Existing plastic and sheet metal storage sheds are aging, exposed to weather, lack sufficient space, and do not allow for organized shelving or efficient inventory management. As a result:
● Staff and volunteers experience delays accessing and sorting food ● Inventory management and date rotation are more difficult ● V olunteer time is used less efficiently
● Food distribution operations are constrained during peak service times While the food is non-perishable, proper storage is essential to ensure safety, prevent damage, maintain security, and allow timely distribution to the community.
Project Description
The 2026 Simi Project will address this infrastructure gap by replacing the Samaritan Center’s current food storage sheds with three new, larger wood construction Tuff Sheds designed specifically for secure, weather-protected storage of canned and packaged food.
The new sheds will include built-in shelving to allow for improved organization, inventory rotation, and accessibility. This upgrade will directly support the Center’s daily meal service and twice-weekly walk-up pantry by enabling staff and volunteers to more efficiently prepare and distribute food to those in need.
Scope of Work
Upon grant award, the Samaritan Center will complete the following activities within the required grant period:
1. Procurement
o Purchase three Tuff Sheds suitable for food storage, including shelving systems.
2. Installation
o Coordinate delivery and professional installation of all three sheds at the Samaritan Center site.

152
3. Organization and Setup
o Transition food from existing sheds and storage pods into the new units.
4. Operational Integration
o Incorporate the new storage system into daily food service and pantry operations. o Train staff and volunteers on improved storage and access procedures.
The project will be managed by Samaritan Center staff, with installation completed by the Tuff Shed.org.
Project Outcomes and Community Benefit
The proposed project will produce the following outcomes:
● Increased secure and weather-protected food storage capacity ● Improved organization and inventory management of donated food ● More efficient use of volunteer and staff time
● Faster and more effective food distribution for daily meals and pantry services ● Enhanced ability to meet growing food assistance needs among Simi Valley residents By improving storage infrastructure, the Samaritan Center will maximize the use of donated food resources, reduce operational inefficiencies, and strengthen its capacity to serve vulnerable populations, including unhoused individuals and low-income families at risk of homelessness.
Organizational Capacity and Prior Results
During calendar year 2025, the Samaritan Center achieved the following outcomes demonstrating its capacity to deliver effective, measurable services:
● 154 clients received case management services
● 23 clients entered transitional or permanent housing
● 14 clients secured employment
● 26,215 meals served
● 995 housed households served through the walk-up pantry (unduplicated) ● 3,165 individuals served through the walk-up pantry (unduplicated) ● 262,293 pounds of food rescued and distributed
● 12,934 volunteer hours contributed
These results demonstrate the Center’s ability to responsibly manage resources and deliver meaningful community impact.

Grant Request and Sustainability
The Samaritan Center respectfully requests $17,800 to purchase and install (1) 10’x 12’ and (2) 10’ x 10’ Tuff Sheds to support food storage operations. Quotes from Tuff Shed are provided on page 5 & 6 for reference.
These sheds represent a long-term infrastructure investment that will support food distribution for many years. Ongoing maintenance will be handled by Samaritan Center staff as part of regular facility operations, with no additional funding required beyond the initial purchase.
All grant funds will be expended within the required grant performance period.

14. Scope of work
V
ets & Valor hosts quarterly educational and outreach events at its office located in the Simi Valley Town Center to help Simi Valley veterans understand and access the VA benefits they have earned, including disability compensation, healthcare, and housing-related resources.
Roughly 4,500 veterans live in Sim
i Valley, with approximately 73% or 3,285 of those veterans rated 0% for their service connected disabilities - meaning they receive no monthly compensation for their service connected injuries. In 2026, a married veteran with a 100% disability rating and one child receives $4318.99 in tax-free monthly federal benefits. Access to these benefits can significantly improve financial stability, reduce housing insecurity, and enable veterans and their families to remain and thrive in the Simi Valley community, including the opportunity to transition from renting to homeownership.
W
ith support from the City of Simi Valley, Vets & Valor; Valor is prepared to expand outreach beyond a small group of veterans each quarter to reach hundreds of local veterans annually who are not yet receiving the benefits they deserve.
In 2026, V
ets & Valor will revive the annual 13 Souls Run in partnership with original organizer Jeff Von Molt to honor fallen service members and raise awareness of available veteran benefits. Additional community fundraising and educational events, including a casino night hosted at the Simi Valley Town Center, will further support this effort.
Proceeds from
these events will benefit locally based, veteran-focused nonprofit organizations, including Wild Ops and 13 Souls. Vets & Valor prioritizes the use of Simi Valley-based and veteran-owned businesses and service providers to support the local economy and ensure veterans remain at the center of all programming.

Community Projects Grant Review Committee Wednesday, April 22, 2026, 5:30 p.m.
CPG 4/4-26(dsf)
Upon conclusion of the presentations made by the applying agencies, the Review Committee (Committee) asked questions and followed with a discussion of how the agencies would be evaluated. The Committee representatives provided their final score, with 30 as the maximum amount of points possible, based on the established criteria. After the individual scores were completed, the rankings were presented for the Review Committee’s discussion. The presentation showed how all the agencies were ranked to allow the Committee to evaluate and discuss the agencies' overall scores. The Committee decided to select the 11 highest-ranking organizations and modify allocations to balance assisting numerous agencies and overall benefit/impact to the community. The overall total amount requested by the 11 highest- ranking agencies was $343 ,171.23. Due to the total amount exceeding the $150,000 available, the full funding requests for each agency could not be accommodated. The Committee decided to fully fund the highest-ranked applicant and partially fund the remaining 10 applicants. Cynthia McCullough, Deputy Environmental Services Director, notified the Review Committee that there was $1,300 in returned funds from Fiscal Year (FY) 2024- 25, which would need to be allocated to the final funding recommendations, making the total $151,300.
