DISCUSSION: The City of South El Monte has supported the 3L Club as a community partner for many years by allowing the club to use the City’s senior center for club meetings, cash bingo and club social events. Since 1985, the 3L Club has encouraged seniors to remain independent through social, educational and community service activities. Membership is open to anyone 55 years of age and older. The clubs three L’s stand for LOVE, LIFE, and Leisure. The club’s officers are volunteers who are elected annually and serve from July 1st to June 30th.
The fee waiver includes rental of the South El Monte Senior Center Dining Room to host meetings, club socials, cash bingo and social dances. They are requesting three (3) Saturday dates from 10:00 a.m. to 6:00 p.m. to host social dances and twice a month from 1:00 p.m. to 4:00 p.m. during normal business hours to host twenty-four (24) club meetings, cash bingo and club social events. All funds raised during club events (cash bingo & dances) at the senior center are used solely for the purpose to support club activities and to purchase supplies for the club. Executive board members and club members are not paid for their services. In the letter attached as Attachment B to the staff report, the club is requesting permission to restart playing cash bingo after their club meetings. The letter also states that in the past the club has also used proceeds from their events (cash bingo & dances) to support Senior Services’ activities, such as donating live musical entertainment for Father’s Day and apple cider for the Thanksgiving Day Luncheon.
According to the current City Council approved Facility Reservation and Regulations and Fee Schedule, community partners and non-profit organizations are permitted a fee waiver request which solely covers the facility rental fee. All other fees related to the facility rental use such as, but not limited to, staff time, insurance coverage, clean-up fee and damage deposit, etc. are the responsibility of the 3L Club organization.
Staff report was prepared by Andrés González, Senior Services Supervisor.
