California Local Streets and Roads Program - State Funds to Cities and Counties Looking Ahead: Long Term Estimates of Local Streets and Roads Funding With the recovery from the COVID-19 pandemic of 2020, we can expect stable, modest year over year growth in local streets and roads revenues in future years. While fuel consumption may remain flat or in slight decline, annual cost of living adjustments will help to maintain revenues.
Due to complicated statutory transfers from these revenues before the city and county allocations are made (including the $1.3 billion transfer for state transportation debt service), actual growth in funding allocated to cities and counties varies somewhat among the various categories of local streets and roads allocations and will not exactly mirror total tax collections. Taking all these factors into account, for the purposes of long-term transportation program planning, we estimate transportation allocations to cities and counties will increase in outyears at the following growth rates:

Allocations to each particular city also will be affected by annual changes in the city’s population relative to the change in state population in cities. The current forecast for California population, provided by the Demographics Unit of the California Department of Finance is as follows:6 If you think your city’s population growth will be significantly different from the statewide average in cities, then you should adjust accordingly. For example, the City of Agartha’s planning department estimates the city will see average annual residential population growth of 1.5 percent annually over the next ten years. The city’s estimated HUTA 2105 allocation for FY2023-24 is $381,200. The long term projection of Section 2105 revenue would be:
$381,200 x Sec2105 growth x Agartha Population Growth ÷ Statewide City Population Growth So, for 2024-25, the city would estimate $381,200 x 1.014 x 1.015 ÷ 1.0055 = $390,189 And long term …
Changes for allocations to counties will be affected by other factors in the allocation rules, including relative numbers of vehicle registrations, assessed values and maintained road miles. mjgc

FISCAL/FINANCIAL IMPACT: The fiscal impact is expected as follows:
Additionally, the City is waiving a damage deposit of $500.
DISCUSSION: On April 23, 2024, the City Council approved the use of a city softball field by the US Customs and Border Protection to practice for a law enforcement softball tournament that the US Customs and Border Protection is participating in this summer. City Council Agenda Report
Agenda Item No. 7.g.
DATE: May 14, 2024
TO: Honorable Mayor and Members of the City Council
APPROVED BY: Rene Salas, City Manager
SUBMITTED BY: Rene Salas, City Manager
SUBJECT: CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24 -165, APPROVING AN AMENDED AND RESTATED
AGREEMENT WITH COUNCIL FOR WATERSHED HEALTH
FOR THE MERCED AVENUE GREENWAY PHASE II DESIGN
PROJECT
SUMMARY: The Merced Avenue Greenway Project in the City of South El Monte is a multi-benefit green street project which includes decentralized Low Impact Development (LID) Best Management Practices (BMPs) within the street right-of-way that slows, captures, treats, and infiltrate stormwater runoff.
Amendment No. 3 to the Agreement with Council for Watershed Health (CWH) expired June 30th, 2020. Staff would like to enter into a new agreement to provide project administration and technical services to complete the Phase II Merced North Avenue Greenway project design in the amount of $756,515 funded by two grants: County Measure W and County Metro Measure M funds. Phase I design and engagement was completed for the southern segment of the Merced Ave Greenway (Rush to Lemer) using Coastal Conservancy Prop 1 funds totaling $751,687. Phase II design development was only (30%) completed for the northern segment (Rush St. to City boundary) before funding ran out. Staff recommends an amended and restated contract with Council for Watershed Health due to their experience and knowledge in completing Phase I of the Merced Greenway design.
RECOMMENDED ACTION: Staff recommends City Council:
1. Adopt Resolution No. 24-165, approving an amended and restated agreement with Council for Watershed Health (CWH) in the amount of 756,515 to authorize Architecture and Engineering technical services, community engagement and project/grant administration activities to complete Phase II Merced Avenue Greenway North Construction Documents; 2) shall not impose a 10% retention requirement; and 3) extend performance period to 2 years from approval date of contract; and
2. Authorize City Manager or designee to negotiate and execute the amended and restated agreement, approved as to form by the City Attorney.
FISCAL/FINANCIAL IMPACT: The proposed contract services amount of $756,515 will be funded from the following sources:
Phase I: Merced South (Design) - Completed
Coastal Conservancy (Prop 1) Grant $751,687
Phase II: Merced North (Design)
County SCWP (Measure W) Municipal Funds $530,000
County Metro (Measure M) Local Return $226,515
Total Budget $1,508,212
DISCUSSION: In 2017, the conceptualization of the Merced Avenue Greenway was undertaken through a grant from the California Coastal Conservancy. During this initial planning and design phase, the projected cost to implement the full extent of the Greenway was assessed and the project was split into two phases - Phase I (southern residential end) and Phase II (northern business end). Under the Coastal Conservancy Grant, in partnership with CWH and its subconsultants, 100% Construction Documents were completed for Merced South (Phase I) and 30% Design Development documents were completed for Merced North (Phase II).
Since that time, CWH has been an instrumental partner in applying for grants and assisting the City in securing implementation funding for both phases of construction. This includes $11.9M for Phase I South and another $8.7M (secured todate) for Phase II North construction with an additional $3.2M applied for in conjunction with ActiveSGV to complete the anticipated funding level for the project.
As such, Phase I of the 1.1-mile Merced Avenue Greenway began construction activities in January 2024 to implement the southern .65-mile segment of the project between Rush Street and Lerma Road. To move Phase II into construction, it is necessary to complete the construction documents for the northern segment.
This recommended contract amendment will fund the completion of Phase II construction documents to be implemented by the CWH team, with City staff support, utilizing the subconsultant services of TetraTech/Alta, Active SGV, and Climate Resolve. This work will include: a) grant administration and project design coordination support; b) A/E technical services resulting in completion of 100% Construction Documents; c) on-going and robust community engagement and outreach to provide project updates and showcase educational benefits of the greenway.
This innovative partnership between the City of South El Monte (as the lead entity), Council for Watershed Health, ActiveSGV, and Climate Resolve along with the original technical design team of Tetra Tech/Alta will ensure the Phase II design will seamlessly carry out the design intent and promise to the community of the full 1.1 mile Merced Avenue Greenway.
Council for Watershed Health (CWH) is a 501(c)3 non-profit organization with experience in watershed resource planning using GIS, green infrastructure, environmental assessment, and community engagement. CWH understands the complexities of engaging multiple City agencies, residents, and project stakeholders on large and complex infrastructure projects. It has technical expertise in the design and construction of public right-of-way green infrastructure and stormwater Low Impact Development (LID) projects. CWH serves as the project lead on water resource issues as they pertain to the operations and maintenance of green infrastructure elements, pre- and post-construction project performance monitoring and reporting, and the use of native plants and climateappropriate plants in urban landscape projects.
ActiveSGV is a 501(c)3 community-based nonprofit organization focused on community, open streets, transit improvements, green infrastructure, and advocacy for a more sustainable, equitable and livable San Gabriel Valley. ActiveSGV staff has a long history working with community residents in the City of South El Monte and understands the needs of its members. ActiveSGV will serve as the lead technical advisor on community engagement and stewardship on the greenway. As was their role in the design phase, ActiveSGV staff will continue to help develop unified messaging and galvanize local support through information sharing about integrated water management and parallel community benefits.

City Council Agenda Report
Agenda Item No. 7.h.
DATE: May 14, 2024
TO: Honorable Mayor and Members of the City Council
APPROVED BY: Rene Salas, City Manager
SUBMITTED BY: Rene Salas, City Manager
SUBJECT: CONSIDERATION AND APPROVAL OF RESOLUTION NO.
24-166, APPROVING AGREEMENT TO PURCHASE AN
AUTOMATED LICENSE PLATE READER (ALPR) CAMERA
SUBSCRIPTION FROM FLOCK SAFETY IN THE AMOUNT OF
$50,700
SUMMARY: Auto theft is a concern in the City of South El Monte. It’s a common practice for these criminals to use stolen vehicles to commit more crimes. In partnership with surrounding contract cities, the Sheriff department has been effectively using the Flock camera system to fight crime including stolen vehicles and vehicles involved in other criminal activity. Eight cameras will be placed at key major intersection locations throughout the city.
RECOMMENDED ACTION: Staff recommends City Council:
1. Adopt Resolution No. 23-166, approving agreement to purchase automated license plate reader camera subscription from Flock Safety in the amount of $50,700; and
2. Authorize City Manager or designee to negotiate and execute agreement.
FISCAL/FINANCIAL IMPACT: The $50,700 cost will be paid from one time safety grant funds received from the State.
DISCUSSION: The Flock Safety ALPR System is a deployment of cameras throughout an area to provide greater coverage and more detailed information for law enforcement.
The Flock lease proposed here would include 8 cameras which can be spread throughout the City at major street entry locations. Flock’s cameras capture date, time, location, license plate (state, partial, paper, and no plate), vehicle details (type and color), as well as objects (bicycle, animals, and people).
Unlike other fixed or mobile ALPR devices, the Flock system provides the ability to cover more area of the city with system maintenance provided by the vendor rather than City staff. The Flock program is an all-inclusive model for deploying the APLR cameras. Flock Safety is the sole manufacturer and developer of the Flock Safety Camera. There are several other differences between Flock and other ALPR companies. Most notably they are the only manufacturer and service provider that leases ALPR services. Others require the city to purchase equipment.
The key benefits of Flock are that they charge an annual flat rate lease per camera of $3,000, which is wireless, free of infrastructure setup, and has the option for solar or direct power. They also include a two-year warranty, Criminal Justice Information Services (CJIS) compliant cloud-based hosting, unlimited user licenses, ongoing software enhancements, camera setup, mounting, shipping, handling, and a cellular connection. The Flock lease program prevents the City from being burdened with maintaining costly equipment at the end of the agreement, which could require replacement.
Other local communities including Azusa, San Dimas, Rosemead, San Marino, Ontario, and Redlands have chosen the Flock system. Our Sheriff Team will have direct access to these cameras to assist with fighting crime in South El Monte.
As set forth in the attached resolution, this is a sole source purchase that is authorized under South El Monte Municipal Code section 3.16.120.

NOW, THEREFORE, THE SOUTH EL MONTE CITY COUNCIL HEREBY
RESOLVES AS FOLLOWS:
Section 1. The above recitals are true and correct and incorporated by reference.
Section 2. Therefore, the proposed action is not a “project” subject to CEQA, as defined in Section 21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since the action is not a project subject to CEQA, no environmental document is required.
Section 3. Section 4. The City Clerk shall certify to the adoption of this Resolution.

Governor Newsom Announces Contract to
Install 480 New High-Tech Cameras in East
Bay to Improve Public Safety
Published: Mar 29, 2024
WHAT YOU NEED TO KNOW: California is installing a network of 480 high-tech cameras in Oakland and the East Bay to aid law enforcement in identifying vehicles linked to crimes using real-time information and alerts.
OAKLAND — Building on public safety investments in Oakland and the East Bay, Governor Gavin Newsom today announced the California Highway Patrol (CHP) has entered into a contract with Flock Safety to install a network of approximately 480 high-tech cameras in the City of Oakland and on state freeways in the East Bay to combat criminal activity and freeway violence. The camera network will use a patented technology that allows law enforcement agencies to identify vehicle attributes beyond license plate numbers, enabling the CHP, the Oakland Police Department, and allied agencies to search for vehicles suspected to be linked to crimes and receive real-time alerts about their movement.
WHAT GOVERNOR NEWSOM SAID: “This investment marks another step forward in our commitment to bolstering public safety and tackling organized crime and roadway violence in Oakland and across California. With the installation of this 480 high-tech camera network, we’re equipping law enforcement with the tools they need to effectively combat criminal activity and hold perpetrators accountable — building safer, stronger communities for all Californians.”
“Improving public safety and addressing quality of life issues in Oakland is my top priority,” said Oakland Mayor Sheng Thao. “This new camera network will help us stop crime and hold more suspects accountable. On behalf of all Oaklanders, I want to thank the Governor and the California Highway Patrol for their ongoing commitment and investments in the city.”
“Working alongside all our law enforcement partners, the California Highway Patrol is committed to ensuring the safety and security of all Californians,” said CHP Commissioner Sean Duryee. “These sophisticated cameras will make an important difference — and make the entire East Bay region safer.”
