City Council Agenda Report
Agenda Item No. 9.h.
DATE: November 12, 2024
TO: Honorable Mayor and Members of the City Council
APPROVED BY: Rene Salas, City Manager
SUBMITTED BY: Rene Salas, City Manager
SUBJECT: CONSIDERATION AND APPROVAL OF RESOLUTION NO.
24-242, ADOPTING AMENDED AND RESTATED PAY
SCHEDULES FOR THE CITY’S NON-REPRESENTED
EXECUTIVE AND PART-TIME EMPLOYEES
SUMMARY: On September 24, 2024, the City Council approved Resolution No. 24-226, approving cost of living adjustments for non-represented executive and part-time employees. This resolution will update the salary range of the Public Works Director position to be consistent with other non-represented executive positions.
RECOMMENDED ACTION: Staff recommends City Council consider adopting Resolution No. 24-242, approving a revised monthly salary schedule for executives (nonrepresented).
FISCAL/FINANCIAL IMPACT: There is no fiscal impact at this time. Once the City Manager conducts a performance evaluation of the Public Works Director, and if a merit step increase is provided, the cost differential between the existing scale and the updated scale is about $500 per month (ranging between $452 per month to $550 per month between Step A through Step E).
DISCUSSION: On September 24, 2024, the City Council approved Resolution No. 24- 226, approving cost of living adjustments for non-represented executive and part-time employees. Resolution No. 24-226 approved a 5% cost of living adjustments for nonrepresented executive and part-time employees for Fiscal Years 2024–25; 2025–26; and 2026–27 and updating the pay schedule for these positions accordingly.
The pay scale of the Public Works Director was originally structured and budgeted to be the same as other Department Directors. However, a computation error calculated by the Human Resources Department resulted in a salary range lower than other Directors.
City staff analyzed the updated salary schedule from the September 24, 2024, City Council meeting and noticed that the Public Works Director salary was not consistent with other non-represented executive positions. Therefore, City staff recommends that
City Council approve the instant resolution to revise the monthly pay schedule for executives (non-represented) to reflect the increase to the compensation range for the Public Works Director position.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SOUTH EL MONTE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The above recitals, and each of them, are true and correct.
Section 2. The City Council of the City approves the amended and restated pay schedule attached hereto as Exhibit A for the City’s non-represented executive employees and nonrepresented part-time employees for Fiscal Years 2024–25, 2025–26, and 2026–27. THE INSTALLATION AND TEAR DOWN OF FIELD FENCES
SUMMARY: The South El Monte National Little League ("SEMNLL") is requesting reservation facility fee waivers for the use of New Temple Park fields, Senior Center Dining Room, Mary Van Dyke Park Community Room, and requesting the City Council consider waiving the reservation light fees and the associated labor cost incurred to install and remove five (5) fences at New Temple Park.
RECOMMENDED ACTION: Staff recommends City Council:
1. Discuss and consider the facility reservation fee waiver request for the use of the New Temple Park fields, Senior Center Dining Room, and Mary Van Dyke Community Room for the estimated amount of $33,600.00;
2. Discuss and consider the request to waive the light fees in the estimated amount of $7,740.00; and

FISCAL/FINANCIAL IMPACT: If approved in accordance with the Facility Reservation Regulations and Fee Schedule, the City will waive the facility rental fees in the estimated amount of $33,600.00 and the SEMNLL will be responsible for all remaining costs including, but not limited to, light fees, insurance coverage, fence installation, etc.
If the City Council approves waiving the light fees and/or the labor cost incurred to install and remove five (5) fences at New Temple Park, the waived amount will have to be allocated from the City's General Fund. The estimated cost to waive the light fees is
approximately $7,740.00 and the estimated cost to waive the labor cost incurred to install and remove five (5) fences is approximately $4,700.00.
Please refer to Attachment A, Cost Details, summarizing the fees associated with the reservation.

The City has designated SEMNLL as a City grandfathered-youth sports group permitted to continue utilizing the fields during their agreed-upon season. SEMNLL is a non-profit group composed of several volunteers, and services the City by providing an affordable baseball and softball program for children ages 6-15.
SEMNLL is requesting a reservation facility fee waiver for the use of New Temple Park fields to host their 2025 baseball and softball season's practices and games from February 10, 2025, to June 20, 2025, Monday through Friday from 4:00 p.m. to 9:00 p.m. and Saturdays from 7:00 a.m. to 8:00 p.m. SEMNLL is also requesting a reservation facility fee waiver to use the Senior Center Dining Room on May 17, 2025, to host a comedy night fundraiser and June 7, 2025, to host their end of the season banquet and the Mary Van Dyke Community Room to host board meetings on Mondays from February 10, 2025, to June 16, 2025, from 7:00 p.m. to 8:30 p.m.
According to the current City Council approved Facility Reservation Regulations and Fee Schedule, community partners and non-profit organizations are permitted fee waiver requests which solely cover the facility's rental fees. All other related reservation fees, including but not limited to, staff time, security, alcohol insurance coverage, light fee, chalking, etc. are the responsibility of the organization. SEMNLL is requesting that the City Council consider waiving the light fees in the estimated amount of $7,740.00 and labor costs incurred to install and remove five (5) fences at New Temple Park in the estimated amount of $4,700.00. South El Monte Council
Dear City Council,
The South El Monte National Little League is a non-profit organization that has been serving the city of South El Monte and its residents since 1961. The league is run by 100% volunteers consisting of parents/people of the community. In our program, the children learn teamwork, how to deal with pressure, maintain positive attitudes and how to play by the rules. These are all very important social skills and traits the children can apply to other areas of their life. These core values that the children learn in our program will help them become successful citizens later in life.
We appreciate all the support that the city has provided our program in the past and ask for your continued support to our league, and most importantly, to the community of South El Monte. We understand that costs for anything these days are high and we are trying to keep our registration costs low for the sake of our community. Because of this, we would like to request your assistance with allowing our program to use the city facilities, along with the lights, the work of putting up and taking down the fences, as well as the preparations of the fields to not cost.
We are grateful for your continued support of our league and we hope to see you at our Opening Day for the 2025 Season!
Thank you again for your ongoing support.
Cristina Rodriguez – President
South El Monte National Little League

The event will be supported by two to three officers for 1 to 2.5 hours each evening at a rate of $45 per hour, resulting in a daily cost range of $90 to $337.50.
The work schedules of public safety and code enforcement officers will be adjusted to minimize overtime when feasible, in order to implement a traffic detail plan that provides a safe route and ensures participant safety. Epiphany Church has completed and submitted a Temporary Use Permit application in compliance with the City's Municipal Code, along with a certificate of liability insurance naming the City as additionally insured.
The permit includes specific conditions the church must follow to remain in compliance.
Epiphany Church also worked with City staff to establish a secure route for the procession, ensuring the safety of participants, the public, and South El Monte residents.
