CITY COUNCIL
AGENIDA BULL
SUBJECT: Present City Council Strategic Goals and Priority Project List PURPOSE: To present the City Council Strategic Goals created RECOMMENDED ACTION: Receive Council Strategic Goal List and review proposed priority project list designed to support the City Council Goal list. Approve Council Goals and priority project list to set 2024 priorities.
FISCAL IMPACT: The Council Strategic Goals and associated priority projects do not require additional funding beyond that already proposed in the upcoming 2024-25 budget.
ANALYSIS: The City Council directed the City Manager to organize a Strategic Planning Workshop to develop a Strategic Plan. The purpose of this effort is to provide a focus on the most important goals that the City Council has for the Comi'nunity to guide City Staff in what they should focus on.
BACKGROUND: The City Council, City Manager, City Attomey, and Department Heads met on March 28f'l, 2024, at the Azelea room to hold a Strategic Planning session. This meeting was facilitated by consultant Jacob Green. Jacob Green conducted one-on-one interviews with City Council members and tlie City Manager prior to the worksliop to help shape the agenda of the day.
The workshop included a discussion on the origins of the City Council - City Manager forin of government, best practices in City governance, and the importance of setting priority goals to focus organizational effort.
Priority Goals - By the conclusion of the workshop the Council had developed a priority goal list that contained six core goals, each with several sub points to describe the specifics of the goal, This list is attached and contains the following top six goal areas. * Public Safety
* Fiscal Sustainability
* Infrastructure
* Community Outreach and Engagement
1 370
* Corni'nunity/Economic Development and Housing
* Organizational Excellence
Over the course of the coming year the city will be ensuring these goals are top of mind and prioritized when deten'nining how to allocate staffing resources.
Priority Projects - The City Manager and Department Heads reviewed the Council priority goal list and after discussion created a priority project list that creates specific projects with assigned staff and milestone deliverable dates to focus efforts and provide results. These projects are focused on furthering the goals set by the City Council. With limited staffing resources the list provides a realistic assignment of staffing resources with proposed timelines for deliverables that staff feel are achievable.
The proposed list is presented for City Council review and approval. If approved staff will work on these projects and provide updates as outlined in the attached project list. Tlie City Manager will provide a regular update to the City Council on project progress and provide a presentation on that progress at Council meetings each quarter.
