AGENDA BIT ,T,
For the Regular Meeting of November 26, 2024
Originating Department: Community Developmeni
SUBJECT: MEMORANDUM OF UNDERSTANDING BETWEEN COUNTY OF LOS

ANGELES AND CITY OF SOUTH GATE LEAD FREE HOMES LA PROGRAM

MANAGEMENT SERVICES
PURPOSE: This MOU is to detail the agreement between the County and the City for the provision of lead-based paint hazard mitigation program services for homes that meet the eligibility criteria for the County's Lead Free Homes LA Program ("Program"). ANALYSIS: The Los Angeles Development Authority, in partnership with the Los Angeles County Department of Public Health, will launch the Lead Free Homes LA Program in South Gate on December 1, 2024, and seeks to collaborate in facilitating the program within the City of South Gate.

In order to qualify for the program, properties must meet the eligibility criteria set forth by the County's Lead Free Homes Program.

Eligibility Criteria
* Properties with four (4) or fewer units.
* Properties built before 1951.
* A child under six (6) years old who lives or regularly visits the home at least 20 hours per week OR someone who lives in the home is pregnant. * Owners must agree to have the interior and exterior of the home tested. o If no lead is found, no work is necessary.
1 361
o If lead is found, they agree to the remediation.

Program provides remediation of lead-based paint hazards and related l'iome repairs to eligible residents of South Gate.
* FREE of cost for eligible tenants, landlords, or homeowners. * No documentation is requested or required. (Imt'nigration or citizenship status will never be asked.)
* Incorporates strategic partnerships with local community stakeholders for outreach efforts. * Easy to apply. Residents may apply via the website or with the assistance of our Outreach and Enrollment Agent.
* Media campaign includes social media, digital banners, and texting to residents in the ServlCe area*
BACKGROUND: On November 8, 2024, representatives from the Los Angeles County Development Authority met witli the Coiui'nunity Development Department to request a partnership implementing the County's Lead Free Homes LA Program ("Program"). The Program is funded by lawsuit settlements received from three paint companies and SoCal Gas totaling $139.2 million.

Program Scope
Lead Free Homes LA is a public health program with the objective of addressing and preventing lead poisoning among children under the age of six (6). This Program offers free lead testing and remediation in targeted communities that are overburdened with lead-based paint hazards, have an older housing stock, a high prevalence of low-income families, and a significant population of young children.

On average, remediation of hazards costs $36,074 per unit and there is no maximum per unit or property. This Program is free to tenants and property owners and will service qualified applicants in residential homes with 4 units or less on the parcel. Participants are contacted two (2) days after applying and are scheduled for a lead inspection within 3-4 weeks of their enrollment. Assessments include the inspection of the interior and exterior. No documentation is required to apply, and citizenship status is never asked.

The Program launched in 2019 and, since then, 94% of lead inspections and risk assessments confirz'n the presence of hazardous lead-based paint. After testing, property owners enter into an Agreement for construction and remediation to clear the home of identified hazards. It takes about 136 days for the scope of work, peimitting, and other preparations to be completed after the Agreement is executed. The duration of construction activities to remediate lead hazards is typically sixteen (16) days, albeit the duration is dependent on the extent of lead hazards in each unit and thus far has taken two (2) to one-hundred and four (104) days.

Need for Lead Remediation in South Gate
Over 70% of South Gate households have low- and moderate-income levels and would benefit from participating in Lead Free Homes LA. Data analysis shows that South Gate fits these criteria 2 362
with an estimated 9,919 pre-1951 properties tliat may have lead-based paint hazards and approximately 10.45% of households with children under the age of six (6).

To deteimine the outreach strategies throughout coininunities, the piiority area census tracts were assessed as follows: 1) High Environinental Risk Factors; 2) DPH Health Teams; 3) DPH Priority Areas; 4) number of pre-1951 homes; 5) percentage of low- and moderate-income (L/M) households; and 6) percentage of Households with children under six years of age. The following select census tracts meet these criteria and comprise the South Gate service area:

LACDA will enroll, test, and clear lead hazards in eligible South Gate properties and coordinate outreach, temporary relocation, and related compensation. Families will be provided with a housing and food stipend should relocation be necessary. All contractors will be solicited by the County.

The Program outreach and testing will run from December 2024 through April 2025 in the City of South Gate. The actual start of the remediation will vary depending on the number of participants and workload.
