CITY COUNCIL
AGENDA BULL
For the Regular Meeting of: August 26, 2025
ent: Public Works
Departmem Director:
o Cerv Rob Houston
SUBJECT: PURCHASE OF A JOHN DEERE 320 P-TIER BACKHOE FROM COASTLINE EQUIPMENI FOR TJIJ!: PUBLIC WORKS l)EPARIMENI PURPOSE: To approve purchasing a John Deere 320 P-Tier Backhoe Loader ("Backhoe") for the Department of Public Works, Water Division.
RECOMMENDED ACTIONS: The City Council will consider:
a. Authorizing the purchase of one (1) John Deere 320 P-Tier Backhoe Loader from Coastline Equipment, utilizing the Sourcewell Co-Opt Purchasing Program in an amount not-to-exceed $182,906;
b. Appropriating $2,866 from Water Funds (Account 411-731-71-9003) to fiilly fund the purchase; and
c. Authorizing the City Manager to execute the documents necessary to purchase one (1) John Deere 320 P-Tier Backhoe Loader in a form acceptable to the City Attorney.
FISCAL IMPACT: There is no impact to the General Fund. The purchase of one (1) John Deere 320 P-Tier Backhoe Loader is in the amount of $182,906. It is budgeted in the Fiscal Year 2025/26 Operating Budget in the amount of $180,040, with Water funds (Account 411-731-71-9003), thus a $2,866 Water Fund appropriation is needed to fully fund its purchase.
ANALYSIS: The Water Division is responsible for operating and maintairung the City's municipal water system, which provides service to both residential and commercial customers. A critical component of this system is the network of water mains and valves that distribute water throughout the community. Maintenance of these lines often requires excavation with a backhoe loader to safely access underground infrastructure. There is a need to replace the Water Division's backhoe, which is Unit No. 352.
Unit No. 352, which is 11 years old and currently assigned to the Water Division, is in reliable mechanical condition and has been well-maintained. However, it no longer meets the operational demands of the Water Division, which includes complex and heavy-duty work associated with water system construction, repairs, and emergency response. Despite this, Unit No. 352 remains serviceable and is well-suited for essential tasks in the Streets Division, such as roadway repairs, material handling, and general maintenance. For these reasons, staff proposes purchasing a new 1 130
backhoe for the Water Division to meet its higher operational requirements, while reassigning Unit No. 352 to replace the aging Unit No. 351 in the Streets Division.
The proposed replacement is a John Deere 320 P-Tier Backhoe Loader, a Tier 4 Final-certified, cleaner-burning diesel model that meets current emissions requirements. The total purchase cost is$l82,906,whichincludes: Baseunit($131,702),10,OOOlb.breakerattachment($15,500),Sales tax ($17,687), and Warranty, pre-delivery inspection, and delivery ($18,017). The loader can be delivered within 90 days of order.
Staff recommends purchasing this equipment through Sourcewell, a cooperative purchasing program (formerly the National Joint Powers Alliance) under Contract #032119-JDC. Sourcewell leverages the national purchasing power of over 50,000 member agencies, providing competitively solicited contracts in compliance with the Uniform Municipal Contracting Law.
This process streamlines procurement, saves staff time, and meets the City's Municipal Code Section 1.54.5101), which authorizes the use o:t contracts established by other governrnent agencies in lieu of conducting a separate competitive bid process.
BACKGROUND: The Public Works Department operates a fleet of 90 vehicles that are essential for maintaining and operating the City's infrastructure, including streets, sewers, the water system, and emergency response needs. The reliability of this fleet is critical to ensuring that crews can respond promptly to resident service requests, perform maintenance efficiently, and address unplanned emergencies such as water main breaks, fallen trees, or storm-related debris.
To manage the fleet and plan for vehicle replacements, the Department developed a Fleet Master Plan ("Plan"). The Plan is designed to reduce overall operating and maintenance costs, ensure the safety and reliability of the fleet, and increase operational efficiency by providing the right equipment for each task. It also establishes recommended vehicle replacement cycles that achieve the lowest total cost of ownership. Replacing vehicles at the appropriate point in their lifecycle avoids the escalating costs of operating older units, which are prone to frequent repairs, increased downtime, higher fuel consumption, and greater emissions. Modern vehicles also provide enhanced safety features, such as backup cameras and proximity sensors, which improve operator visibility and reduce the risk of accidents. Staff follows the Plan as a guide when making recommendations to replace vehicles.
That said, the Streets Division currently utilizes a backhoe, which is Unit No. 351, for streets maintenance and repairs. Unit No. 351 is over 24 years old, has exceeded its recommended life cycle, and has become increasingly unreliable, requiring frequent repairs. In addition, it is diesel- powered and does not meet current emission standards, meaning it must be removed from service by 2032 under California Air Resources Board ("CARB") regulations. Given its age, maintenance costs, and air quality impacts, Unit No. 351 was scheduled for replacement in 2019 according to the Fleet Master Plan. Its continued operation is now well beyond its recommended life cycle and has become increasingly costly and unreliable to maintain. Replacing this unit at this time will bring the fleet into closer alignment with the Plan, reduce long-term costs, and ensure the Department can continue providing efficient and uninterrupted service to the community. For this reason, Unit No. 351 will be retired from service and sent to auction, and replaced with Unit No. 352.

AGENDA BTLL
For the Regular Meeting of: August 26, 2025
Ori Department: Public Works
Department Director: City Manager:
ervantes ob Houston
SUBJECT: PURCHASE OF ONE (1) 2024 RIZON WITH 14' STAKE BED FROM
NATIONAL AUTO FLEET GROUP EQUIPMENT FOR THE PUBLIC WORKS
DEP ARTMENT
PURPOSE: To approve purchasing one (l) 2024 Rizon Electric truck with 14" Stake Bed for the Department of Public Works Street and Sewer Division.
RECOMMENDED ACTIONS: The City Council will consider:
a. Authorizingthepurchaseofone(l)RizonElectrictnickwithl4"StakeBedfromNational Auto Fleet Group, utilizing the Sourcewell Co-Opt Purchasing Program in an amount not- to-exceed $224,359; and
b. Authorizing the City Manager to execute the documents necessary to purchase one (l) 2024 Rizon with 14" stakebed in a form acceptable to the City Attorney.
FISCAL IMPACT: There is no impact to the General Fund. The purchase of the 2024 Rizon Stake Bed is inthe amount of $224,359. It is budgeted in the Fiscal Year 2025/26 0perating Budget with Fleet Funds.
ANALYSIS: The Public Works Department, Street and Sewer Division, is responsible for maintaining the City of South Gate's ("City") streets and essential infrastructure. This work includes asphalt and concrete repairs, street sign maintenance, bulky item cleanups, sewer system upkeep, and tree maintenance. Reliable vehicles and equipment are critical for completing these tasks efficiently and for providing the high level of service residents expect every day.
The unit scheduled for replacement (Unit No. 204) is over 32 years old and has exceeded its recommended service life. It now requires frequent maintenance, consumes more fuel, and produces higher emissions than modern vehicles. Its age and declining reliability increase the risk of delays in emergency response and routine maintenance operations.
The replacement vehicle will be :tully electric, which will significantly reduce fuel costs, emissions, and maintenance expenses compared to the current vehicle. This upgrade not only enhances operational efficiency but also supports compliance with California Air Resources Board ("C ARB") requirements for the purchase of alternative-powered fleet vehicles. Transitioning to 1 152
electric vehicles aligns with the City's environmental goals while providing a modern, reliable unit to support daily operations.
Staff recommends purchasing the proposed 2024 Rizon Stake Bed truck through the cooperative contract purchasing program offered by Sourcewell (formerly known as the National Joint Powers Alliance), rinder contract #091521-NAF. This program leverages the national purchasing power of over 50,000 member agencies, streamlining the procurement process and reducing the time and effort required for the City. Sourcewell establishes and provides competitively solicited contracts in accordance with the Uniform Municipal Contracting Law, ensuring compliance with legal and competitive standards. This method of purchasing aligns with the City's Municipal Code requirements outlined in Section 1.54.510D, which allows the City to utilize contracts established by other government agencies, avoiding the need to repeat the competitive bidding process.
BACKGROUND: The Public Works Department operates a fleet of 90 vehicles that are essential for maintaining and operating the City's infrastructure, including streets, sewers, water systems, and emergency response functions. The reliability of this fleet is critical to ensuring that crews can respond promptly to resident service requests, maintain infrastructure efficiently, and address rinplanned events such as traffic hazards, storm debris, or water main breaks.
To manage the fleet effectively, the Department developed a Fleet Master Plan ("Plan"), which provides a structured approach to reducing long-term operating and maintenance costs, ensuring vehicle safety and reliability, and increasing operational efficiency. The Plan establishes recommended vehicle replacement cycles designed to achieve the lowest total cost of ownership.
Vehicles kept in service beyond their life cycle o:[ten experience increased downtime, higher repair costs, greater 'fuel consumption, and higher emissions. Modern vehicles provide not only improved reliability and fuel efficiency but also enhanced safety features, such as backup cameras and proximity sensors, that help protect both employees and the public.
The unit proposed for replacement was identified in the Plan for replacement in 2021, making this action overdue. The truck is critical to the Street and Sewer Division's daily operations, including delivering street barricades in emergencies, transporting materials to job sites, and loading and unloading concrete grinding equipment. Timely replacement is necessary to ensure that the vehicle can be deployed quickly and reliably, particularly during emergencies and for essential street maintenance operations.

CITY COUNCIL
AeENDA IBTJLL
For the Regular Meeting of: August 26, 2025
Originating Department: Parks and Recreation
SUBJECT: PURCHASEORDERFORTHEPURCHASEOFAF150CREWCABHALF
TON ELECTRIC TRUCK
PURPOSE: To approve the purchase of a Ford F150 Crew Cab Half Ton Electric Truck using AQMD funding.
RECOMMENDED ACTIONS: The City Council will consider approving a Purchase Order with Ford of Downtown LA for the purchase of a F150 Crew Cab Half Ton Electric Truck for the Parks and Recreation Department in the total amount of $76,117.45.
FISCAI, IMPACT: We budgeted $73,500 in the 2025-2026 Fiscal Year Budget for the purchase ofthe F150 Crew Cab Half Ton Electric Truckunder the AQMD Fund Account 223-460-61-9003.
Due to the higher cost of electric vehicles and the current tariff increase on steel, the cost of the vehicle has increased by $2,617.45. We are requesting an additional $2,61 7.45 for the purchase of the vehicle, bringing the total cost to $76,11 7.45.
BACKGROUND: This vehicle is an essential piece of equipment used in park maintenance. It's used to remove trash and debris and pull trailers to transport equipment. This vehicle will also be used to transport Community Service Workers and California Conservation Corp of Long Beach interns to assigned areas throughout City Parks. We are requesting South Gate Municipal Code Section 1.54.510 D, which permits the use of piggybacking onto a cooperative contract. Both the NJPA and the State of California have bid for this commodity, and any subsequent service, in a fair and competitive manner complying with the bidrequirements, as stated inthe City's Municipal Code, therefore no further bidding or quotes need to be obtained for this purchase.

HOUSING CONT'D Edgar Pelayo advocates for the CDBG funding to be used for the Parks and Recreation Department.
RECESS Prior to the conclusion of item 1, the City Council recessed at 7:00 p.m., and reconvened at 8:57 p.m., with all Members of Council present.
Council Member Avalos questioned how this business has been conducted for the last five years. There is information attached to the staff report as to how the CAC allocated the funds back in February.
Ms. Averell stated the item went before the CAC for their recommendations, but HUD had not released the allocations until May.
Mr. Salinas asked Ms. Averell to explain the posting notice.
Ms. Averell stated that once the allocations are received, the city prepares the documents and then posts the consolidated plan and annual action plan on June 5fh because there is 30-day notice for public review requirement.
Council Member Avalos has an issue as to how these funds were allocated.
There is an item for $12,000 and asked the meaning of "other CDBG activities," and can that funding be used for food insecurity.
Ms. Averell stated the food programs fall under the public service grants.
The public service grants have a cap of 15% and during the presentation it was mentioned the amount was maximized. The CAC makes these recommendations; however, the City Council can make any changes to the recommendations.
Council Member Avalos asked if the $12,000 can be allocated into food insecurity due to the need.
Ms. Averell stated not for the food insecurity because it falls under the public service grants. The council can move funds within that 15% cap under the public service grants. The only amount that can be utilized for public service grants is $178,895.
Council Member Avalos asked if the $12,000 can be allocated directly to the businesses that have been heavily impacted?
Ms. Averell stated if it's economic development, yes.
Council Member Avalos would like to make an amendment to ensure that the $12,000 be allocated to the small businesses that have been impacted due to the current situation.

HOUSING CONT'D Ms. Averell stated Ana Marie LeNoue is present, and she can clarify.
Ms. LeNoue stated that the South Gate Women's Business Center, is the Chamber of Commerce application. She also stated that within the dollars that are mentioned on the staff report, $12,000, $451,000, and $513,990 can be distributed to a business assistance grant program.
Mayor Davila prefers to allocate fiinds from another program.
Council Member Hurtado suggested the neighborhood revitalization program.
Council Member Avalos wants to make certain the $12,000 will be allocated to all businesses, not just members.
Ms. LeNoue stated that this is a new program the Chamber is presenting to the city.
Mayor Davila suggested taking $15,000 from the neighborhood revitalization program and leaving $400,000. Use the $15,000 for the businesses.
Council MemberAvalos suggested $75,000 because there are a lot of businesses that have been impacted. She knows of at least five businesses that are closing at the end of July.
Ms. Averell and Ms. LeNoue's recommendation for allocating funds from the neighborhood revitalization and the street and sidewalk improvement pro3ect.
Mr. Cervantes stated in public works, we are overseeing the streets and sidewalks citywide. We have a plan that calls for over $80 million in street improvements needed. Sidewalk improvements are due to sidewalk issues throughout the city. He recommends preserving the $513,990.
Council Member Avalos asked if we could allocate fiinding from the neighborhood revitalization program, $75,000 or $50,000? Ms. Averell stated yes, some funding can be allocated.
Vice Mayor Barron asked for an example of what that program does.
Ms. LeNoue stated that the program is similar to the home funded residential rehabilitation program except there are different requirements for CDBG 'Junded rehab versus the home rehab. Under the CDBG.

COMMUNITY DEV/
HOUSING CONT'D Mr. Salinas asked given that the administration didn't finalize these numbers until May, was the deadline extended for the city to approve of this?
Ms. LeNoue stated that the deadline originally every year is May 15Ih. The allocation numbers were issued May 12'h or the 14fh. Then the city is given 60 days to finalize the product that is before the City Council. The deadline is this Friday. The city is planning to submit this on Friday pending approval.
Mr. Salinas asked if the City Council did not approve this item tonight, does the city loses the money.
Ms. LeNoue stated the city would not lose the money until August 16'h.
Vice Mayor Barron asked if City Council makes any changes, it has to be posted as a change and it must come to City Council.
Ms. LeNoue stated the City Council can make changes tonight because it is a public hearing.
Mayor Davila asked Councilwoman Avalos how much is she asking for? Council Member Avalos was asking for $75,000 for businesses that are in dire need.
Mayor Davila stated there must be requirements.
Council Member Avalos asked about requirements.
Ms. LeNoue recommended allocating :[unds for the program and then staff will work to develop guidelines and return to City Council for approval.
Council Member Avalos suggested at least fifteen businesses can be helped with $1,000.
Mayor Davila asked when the businesses would be able to use the funds.
How long would it take for staff to develop guidelines.
Ms. LeNoue stated the city implemented a business assistance program with CDBGCV fiinds with the pandemic money. Staff can go back to those regulations/ guidelines. The direction from City Council is to assist businesses that are struggling due to the immigrant community not being able to come out and shop local.

COMMUNITY DEV/
HOUSING CONT'D Council Member Hurtado directed to also demonstrate that there has been a negative impact.
Ms. LeNoue asked for staff guidance from the City Council what would be the level of criteria so staff can explore and return with those guidelines.
Council Member Avalos stated that businesses were generating on average $5,000 gain in a month and now they are at $2,000, an extra $1,000 would come in handy to keep the business open or employees that they already have.
Mayor Davila asked if it is first come, first serve then the businesses that are impacted won't be receiving any funds.
Mr. Salinas stated that the City Manager suggested allowing staff to work out the details and since we have until August 16Ih.
Ms. LeNoue stated the deadline is July 13Ih, but staff are submitting on the 1 1th if it is permitted. The deadline to lose the funds is August.
Council Member Avalos stated making a friendly amendment allocating $50,000 for economic development and staff will work on logistics.
Ms. LeNoue stated for clarification purposes because specification is needed, it would be for small business assistance program. And then return to City Council with the guidelines. That would be outside of the money piece. The money piece is part of the con plan and action plan.
Council Member Avalos replied yes.
Mr. Salinas stated that the motion would be to amend the neighborhood revitalization program by allocating $50,000 from the neighborhood revitalization program and direct staff to come up with guidelines consistent with what has been discussed for disadvantaged businesses in the city and make sure it is consistent with federal law.
Council Member Avalos wants to make sure that the funds the chamber receives are opened to all small businesses in South Gate, not just to members. She would also like to meet with Anna and inquire what the chamber is doing for South Gate businesses that are struggling due to people not shopping.
Ms. LeNoue stated the following changes would stay the same except for the neighborhood revitalization program would drop down to $365,000 and would add a small business assistance grant program at $50,000.

REPORTS AND COMMENTS
FROM CITY OFFICIALS
CONT'D Arturo Cervantes, Assistant City Manager/Director of Public Works, stated that Circle Park is being renovated and completion is expected at the end of this month. Another project is residential resurfacing Rail F. Salinas, City Attorney stated the time that it's taken to respond to a certain public record act request. It's a unique time period that the city has taken for this, but it involves reviewing electronic records, which require a bit of review time. It is not a function of the City Clerk's Office or their failure to try to move these along. He replied to the requesting party this afternoon. He also explained the reason for cancelling the fireworks.
Jose De La Paz, City Treasurer, nothing to report.
Yodit Glaze, City Clerk, nothing to report.
Council Member Avalos thanked the community for attending tonight's Council Meeting and on YouTube. She understands the concern about cancelling an event as the 4'h of July, but given what happened yesterday in MacArthur Park, she would not put this community in harm's way.
Council Member Avalos was in Portland representing the educators of the State of California, and the NEA President, Becky Pringle, is going back to Washington, D.C. and reminding Congress that took money from the union, that the teachers don't forget. She acknowledged and gave credit to a local nonprofit, Compatior because they are committed to the City of South Gate.
Council Member Hurtado remembered sometime in the 1980's he was doing some research, and he ran across an event that took place in 1954 called Operation Wetback, Dwight D. Eisenhower was President at the time, and everyone was getting departed people of color, Mexicans (whether born here or not). He was thinking we won't have to go through that again and here we are, history is repeating itself.
Council Member Hurtado stated the city is a municipality, it is at the lowest level. It's the Federal Government, State, County and then the cities. He has reached out to the state, Gavin Newsome's Office, an assembly member, state senator and they are all trying everything, lawsuits.
Council Member Rios thanked the community for attending tonight's Council Meeting. Thanked the chief for his explanation. It is important for the cornrnunity to understand the dynamic. He asked if ICE communicated with the police department.
Chief Arakawa stated there has been no cornrnunication with ICE.

REPORTS AND COMMENTS
FROM CITY OFFICIALS
CONT'D Council Member Rios stated this country is made of immigrants. He wondering if the city can use ARPA fiinds to help the community. He questioned why trees need to be removed and/or cut down.
Council Member Avalos understands Council Member Rios, but she stated that Long Beach Boulevard between Southern and Long Beach Boulevard is a health hazard.
Mr. Cervantes stated that about a year or a year and a half ago, the city was experiencing issues with a lot of larger trees coming down, there were a lot of liability claims coming in. A hazardous assessment review was done of all the trees and a list of the priority trees for removal based on actual hazards was reviewed by an arborist. The trees that are being removed is that last phase of those trees that we consider potentially hazardous that could come down during rain or heavy events.
Council Member Hurtado stated that if anyone needs essentials, Southeast Leadership Network has number. Many people have been reaching out to them. The numbers are 562-842-6070 or 323-804-6639.
Council MemberAvalos suggested a recorded line for people to call in and be able to disseminate to different organizations to be able to provide assistance.
Vice Mayor Barron thanked the chief for his explanation. It was a hard decision to make and important to always keep the community safe. He is a volunteer with the Southeast Leadership Network. There are a few volunteers here that are part of the Kiwanis, and we do weekly food boxing events. The list has grown to 150 families all through the southeast Los Angeles area. He thanked the non-profits that are finding the resources that are being able to be provided. A lot of these non-profits don't want their name mentioned because they receive federal funding. He spoke about the Big Beautiful Bill that will provide $140 million to the new ICE agents hired to detain undocumented people. The federal government spent $30 million in the month of June to arrest 1,700 undocumented, and criminals. We need to work together and see the accomplishments.
Mayor Davila thanked the community for attending tonight's Council Meeting. She concurs with City Councils' comments. We need to work together and help families who are in need. She thanked the Southeast Leadership Network for their help. Thanked her colleagues for their work and support to the families in need.
Vice Mayor Barron thanked members of the staff for their support during this time.

1 BUDGET ADMIN
CONT'D Yolanda Macias has been part of the aquatics since 1971 and does not mind paying a few dollars more so the swimming stadium can remain open.
Freda, nine-years-old, was diagnosed with ADHD. She has a lot of energy and swimming has kept her focused.
Pedro Espejo is a member of the South Gate Aqua Coalition and is concerned that the swimming stadium will be closed for three months.
Liz Ruiz, Parks Commissioner, listening to the swim participants voicing their concern warms her heart. She is also concerned about the budget cuts and supports the second proposal that does not include the closure of the pool. She thinks the Utility Users Tax is something the residents should consider as a city. She also believes that there has not been enough outreach for these meetings.
Francisco Gallegos, Otis st., is concerned about public safety and the cuts that are going to possibly happen.
Erika Diaz, parent of a South Gate swimmer. She is expressing her strong support for keeping the South Gate pool open.
Gavin Padilla is present supporting his swimming team in hopes of keeping the swimming pool open in December, January, and February.
Karen is expressing her support for keeping the South Gate pool open. Her son is autistic, and swimming has helped him to deal with life.
Mariah Tavaris is new to the South Gate team. She is a JAG and SAG qualifier and is expressing her support for keeping the South Gate pool open.
Jr Bonilla has been swimming for the South Gate Aqua Coalition for four years. He is expressing his support for keeping the South Gate pool open.
Jirnmy Ozaeta, South Gate resident, is requesting that the City Council lead with transparency and respect for our civil responsibilities. For the past several Council Meetings, several questions have been posed by city residents regarding the city budget. These questions have not been answered by the City Council or staff.
Nelson Hermosillo, 1035 Dorothy Ave., commended Mr. Houston for the presentation. He recommends option two. He asked if the city becomes insolvent, what happens to the retirees and their pensions. He has analyzed

CONT'D the budget for the State of California, the County of Los Angeles, and the City of South Gate's. The state and county are spending money unwisely.
He has called assemblymen, senators, and county supervisors without any luck.
Edgar Pelayo, South Gate resident, informed the South Gate Aquatic Center that every second Thursday of the month, there's a Parks & Rec Commission meeting. He doesn't think asking South Gate residents to tax themselves will be a solution to the situation the city is in. He mentioned that this city government is financed by the residents. Changes need to be made.
Juan, South Gate resident, after seeing the presentation, believes changes are necessary.
Having no one else come forward, Mayor Davila closed the audience portion.
Mayor Davila thanked the South Gate Aquatic team for attending tonight's meeting and speaking on the swimming pool closure. She doesn't agree with option one, option two is more help:tul.
Mayor Davila asked why parks are asking to close on Fridays.
Mr. Costley stated Fridays are the least used day at the pool. Lessons are held on Monday through Thursday on a regular basis. The parks recently within the last couple of years reopened Fridays.
Council Member Hurtado stated that it is easy to critique and not give any solutions. He mentioned that the employees are not highly paid. This is a hard blue color, hardworking community. We have had structural deficits throughout the year. The streetlight and landscaping fund was mentioned during the presentation which everyone in the community benefits from.
Council Member Hurtado thanked all the young people present tonight who spoke. He has a grandson that's also on the spectrum and he's into music. If it wasn't for the music his grandson wouldn't be as advanced as he is. He appreciates the parents who came here with her son. He understands the seniors need the swimming pool for their therapy.
Council Member Hurtado is not going to support closing the swimming pool, removing crossing guards, and freezing programs long term. The city is going to tell voters, here's your choice, you can either support this tax that every city around us has. City employees are leaving for better paid jobs. Council Member Hurtado was out there with the teachers at

CONT'D UTLA when they were marching for better salaries. He out there with the Kaiser nurses and first responders for the same thing at St. Francis.
Council Member Rios thanked the people for attending tonight's meeting.
He asked Mr. Costley the reason behind closing the pool on Fridays if the budget hasn't been approved.
Mr. Costley stated as we move forward in this program and we set goals of how we were going to set the budget, the recommendation from staff was for option number two. Staff originally expected the budget to be approved at the end of June and not in July, we could not meet those budget numbers if we did not close the pool.
Council Member Rios thanked Mr. Costley for clarifying. He responded to some of his colleagues' comments regarding his Parks & Recreation Commissioner and Planning Commissioner who happened to be very involved. This is a democracy where people question, especially the city budget.
Council Member Rios asked Mr. Costley if the city's water is free or do the departments also pay for the water.
Mr. Costley will have Mr. Frausto or Mr. Cervantes answer the question.
Mr. Cervantes stated the city has its own water district. The City of South Gate should be paying into the water enterprise. He doesn't know when it was shifted because the city is using water for the city's pool and medians.
Mr. Houston stated for water services, water staffing, and water costs are not :[unded out of the general 'fund. Water is considered a special :tund, and it pays for itself because the rates keep getting adjusted as costs go up.
Council Member Rios stated that questions asked by the public are answered but some questions have not been answered, for example the UUT survey that was conducted.
Council Member Avalos stated that she will not burden the city's deficit solely on the residents. She is suggesting the city conduct a fiill budget audit with the goal of identifying inefficiencies, outdated contracts, unused assets, and overlapping services. Evaluating consultant contracts, travel expenses, and administrative overhead. Freezing non-essential hiring and overtime. Implementing a temporary hiring freeze for non-critical positions. Review overtime usage in all departments. Reassigning staff where possible before adding new roles. Renegotiating vendor contracts and service agreements. Streamlining all the departments, combining

CONT'D departments that overlap responsibilities. Cross training the employees to increase flexibility and reduce overtime dependency.
Council Member Avalos also recommends launching a Community Budget Advisory Task Force, involving the residents in budget prioritization, promoting transparency, a public buying when difficult choices need to be made because that is coming in the next fiscal year.
Introducing a target fee adjustment, revisiting outdated or underpriced user fees such as in the city's rental facilities, permits, or special programs, and making sure these increases are minimal and tied to the service delivery of our residents.
Vice Mayor Barron thanked the South Gate Aquatics Team for attending tonight's meeting. He knows the impact sports have on one's life. He understands no one wants to pay more taxes. He mentioned the street and landscaping funds have not been raised in 30 years. How can residents help.
Council Member Rios stated that the City Council created an Ad Hoc Committee to see the city's budget. The Ad Hock Committee received information, and they also asked for certain information that was not provided.
Jose De La Paz, City Treasurer, stated that after reviewing the proposed budget, he commends staff for the work done to control expenses under a very challenging financial situation. Meaningful efforts have been made to reduce costs, but we all know prices continue to rise whether it's insurance, food, school supplies and there's only so much any individual could do to cut before the impact can be felt. The city is facing a revenue challenge. Discussion will take time, and the community should be involved in shaping that fiiture. He suggested traffic mitigation, curb usage fee, vacant property or empty storefront tax. He recommends that the City Council adopt the proposed FY 2025/26 budget with option two cutting
2.2 million and leaving the pool intact with its original operating hours. He is requesting that city staff conduct a quarterly update to be provided to City Council and residents on all cost-saving measures that are being approved today and all proposed cuts.
Mr. Houston stated good discussion, good community input, tough road ahead. It will take the entire community, staff and council. Option two could reduce touch decisions and give us time over this next year. He commended the finance department for their hard work.
188
REGULAR COUNCIL, HOUSING AUTHORITY & SUCCESSOR AGENCY MEETING MINUTES OF JULY 22, 2025
Mr. Houston stated he is available to go through the budget in detail with members of the community, set up a workshop or a community meeting.
He will have Chief Arakawa speak on the horses.
l
BTJDGETADMIN
CONT'D Chief Arakawa explained that there is no line item on the budget for horses because the Police Offices Association had an idea of having a mounted patrol unit with the horses and trailers owned by the police officers, housed by the police officers at their residences, insurance and everything else associated with that program paid by the police officers.
No taxpayers' dollars are being used for the mounted unit. Two horses wouldn't be the cause of a deficit to this degree.
Mayor Davila inquired about the Azalea Festival and lack of participation.
She asked if the Tweedy Mile runs the car show what does the city provides.
Mr. Costley stated the city provides some police services, show mobile staffing for the event and overtime fees across the board. Use of the golf course the whole day. Staff meet with the Tweedy Mile on a regular basis to get the event moving forward.
Mayor Davila is suggesting that Tweedy Mile pay for their event.
Mr. Costley informed City Council that the Tweedy Mile do not make a significant amount of profit to pay for their event.
Mayor Davila believes the city can do without the carnival during the fourth of July event.
Mr. Costley informed City Council that the carnival is the moneymaker for both Azalea and fourth of July events. For the Azalea festival we bring in about $15,000 to $18,000 a year. For the fourth of July we bring in about $18,000.
Vice Mayor Barron questioned the expenses from both events.
Mr. Frausto stated these costs are our best estimates. The Public Works and Police Departments do contribute to the setup and success of these events that are not factored in here. He does not have a tangible dollar, that's why it was not included.
Mayor Davila questioned the $60,000 for one day on the swimming stadium.
189
REGULAR COUNCIL, HOUSING AUTHORITY & SUCCESSOR AGENCY MEETING MINUTES OF JULY 22, 2025
Mr. Costley stated that it is one day per week. So, 52 weeks a year. A swimming stadium takes significant staffing to match crowds.
Mayor Davila asked if other funding could be used for the swimming stadium.
1 BUDGET ADMIN
CONT'D Mr. Costley stated that there might be funding, but it is not in the Parks and Recreation Department.
Mr. Houston stated City Council can provide guidance and staff will find a solution.
Council Member Rios inquired about UWS.
Mr. Houston stated the city has a UWS fund of $120,000 per year as part of the trash contract where they contribute to community events. However, that fund is being utilized for Winter Wonderland, and other events as well.
Council Member Hurtado recommends going with option two. Don't touch the swimming stadium, golf course, or free play. Eliminate the other two but bring them back later to see maybe we can find a way to fund those.
Council Member Hurtado has met with city staff and people in the community to get a sense of what people want. People want more services, not less.
Council Member Hurtado motioned for the second option, keeping the swimming stadium, golf course, and free play intact, and return by November with some ideas for the other two options and seconded by Vice Mayor Barron.
Council MemberAvalos needs clarification that at the first presentation Mr. Downs indicated that the budget already included salary increases for our employees.
Mr. Houston stated the cola, which has typically been offered over the years for cost-of-living increase, which equates to 3%, has been anticipated and put in the budget as a forecasted cost just like costs for potential projects or even staffing levels. However, there is no connection with the funding that put in that budget to actual guarantees to spend it.
So, there's a separate process that runs parallel to the budget that is labor negotiations. That number will be based on negotiations with the unions and city council.

Council Member Rios is asking for an amendment on the motion to include quarterly. He would like the Ad Hoc Committee to continue meeting with staff to discuss budget.
1 BTJDGETADMIN
CONT'D Mayor Davila agrees that staff will provide a quarterly budget report for the City Council and Ad Hoc Committee and City Treasurer will continue meeting with staff.
Vice Mayor Barron stated that there is a misconception that City Council only hears information if an Ad Hoc Committee was created. If he has any questions, he contacts the finance director or any other director and with city manager too.

COMMENTS FROM THE
AUDIENCE - NON-AGENDA
ITEMS Nelson Hermosillo, 10135 DorothyAve., thanked Council Member Rios for his comments on the budget. He couldn't attend the previous meeting regarding CDBG funds. He praises the public works department. He stated that although it was a great gesture to use CDBG funds to supply food to the immigrant community, the city cannot afford this. He is requesting that the streets and sidewalks be fixed. He also mentioned that if the Trump Administration is aware, the federal funds will be taken from the city.
Mr. Hermosillo agrees the city employees are underpaid and that's why they are leaving for other cities. He is suggesting reducing the department heads' salaries.
Mayor Davila stated the city is aware federal funds cannot be used to supply food to the irnrnigrant community.
Francisco Gallegos, Otis Street, spoke on the issue of Fireworks.
Liz Ruiz, Kauffman Ave., commended the city for their work reminding the people that we share the streets with bike riders. She asked about the hazard mitigation plan. And who to call regarding the removal of certain trees.

Mayor Davila would like to see a presentation by Chief Arakawa from his first day of work to the end.
Arturo Cervantes, Director of Public Works, there were questions with regards to the maintenance of our city trees and where we are removing trees and being grateful that some trees were removed. A couple of years ago, the city did a survey. It was kind of a hazardous mitigation type survey where all the 18,000 city trees were looked at their condition. We developed three phases of removal, and all trees have been removed. If a

CONT'D Gabriel Perez, Director of Community Development, regarding a comment about odors from a resident. The department will be following up with that request. He thanked the Chief for his service and wonderful career.
Luis Frausto, Director of Administrative Services, congratulated Chief Arakawa on his retirement.
Thurman Green, Risk Manager, stated the insurance costs for general liability is considerably high. He has been tasked to do some investigation to find an independent broker to try to find a lower cost. He thanked the Chief for his service.
Rob Houston, City Manager, responded to an item regarding pay levels for directors.
Mayor Davila asked City Attorney to speak on a certain lawsuit.
Rail F. Salinas, City Attorney, stated that about a week ago the City Council authorized the City Manager and City Attorney to take steps to have South Gate intervene in the lawsuit that had been filed by public counsel of the ACLU. They were able to get an injunction in that lawsuit against the immigration enforcement officers based on the alleged inappropriate conduct that was going on. The manner in which people were being stopped, practice and treatment in which they were being held.
Failure to identify themselves and impact that was having throughout the region. The racial profiling, all those were part of the basis for the injunction by the federal district court which ruled against the federal administration and in favor of the community.
South Gate along with fourteen (14) other cities agreed to intervene in that action. That intervention motion is pending before the court. The injunction order that was issued by the district court is a subject of an emergency stay motion that the federal governrnent filed. On Monday of this week, an amicus brief was filed, a friend of the court brief was filed on behalf of South Gate along with other cities. It's filed with the court on the ninth circuit laying out the basis for why that injunction was properly issued by the district court and we'll see how that pans out. Tomorrow the federal government files their opposition papers and on Friday the reply

Yodit Glaze, City Clerk, congratulated Chief Arakawa and appreciated his service to the community.
Mayor Davila, Council Members Hurtado and Rios had nothing to report.
Vice Mayor Barron stated having spoken to city managers and some police chiefs from local cities regarding fireworks. They have banned fireworks completely and still have illegal fireworks happening in their communities. Enforcement is still very difficult because the people must be caught while lighting illegal fireworks. He knows drones were used by either LA Police Department or Sheriffs to capture people lighting illegal fireworks and then plaru'iing to send citations at the location, and they don't know how that's going to hold up. He is suggesting getting tougher on that aspect and increasing fines.
Council Member Avalos had nothing to report.
